Regular Meeting December 11, 1972
The meeting was called to order at 8:10 p.m. Roll Call: Land,
Heintz, Connor, Nawrocki - present. Norberg - absent.
Invocation was given by City Manager Watson.
Minutes of Last Regular & Special Meetings.
Motion by Heintz, seconded by Land that the minutes of the last
regular and special meetings be approved as presented in writing
and the reading be dispensed with. Roll Call - All Ayes.
Payment of Bills.

Ordinance #790 - Rezon~ng 4000-4020 Third Street for Multiple Dwelling.
The owner of the property, Art Porter, and the developer,
A1 Hoffmeyer, were present.
The City Manager said this would be the second reading of the
rezoning ordinance which would constitute a public hearing.
This item was laid over to this meeting at our last regular
Council meeting and the matter, in the meantime, was presented
to the Planning Commission with a request for consideration of
a lot size waiver to allow development in a manner which
would be outlined as a 40-unit condominum complex. The lot
area waiver was recommended by the Commission.
Mr. ~offmeyer said since the Planning Commission meeting, they
have revised their plans and have decided to make 20 units
rather than 40. These would be bigger units with tuck-under
garages and double space for each unit. He felt it made a
better project and would eliminate a second unit upstairs so
the upstairs will instead be bedrooms.
The Council members favored the plan for 20 units over
the original plan for 40. It was noted that a land area
waiver probably would not be needed for 20 units, but that the
revised plan will have to go back to the Planning Commission
anyway.
The second reading of Ordinance #790 rezoning the property
from R-2 General Residential to R-4 Multiple Dwelling was
held.

Ordinance Restricting Park During Snow Emergencies.
The City Manager reported this ordinance was requested by
the Street Superintendent and the Fire Chief because of
difficulties encountered in attempting to handle snow plowing.
It would restrict parking on public right-of-ways from 2:00 a.m.
to 6:00 N.m. during snow and ice emergencies.
A lengthy discussion was held on the ordinance. Questions
were raised on how the Citizens would be notified of the
snow emergency. It was noted in our present ordinance, it
calls for no parking for more than six hours in any location
and that the owner must be notified that the vehicle is
overparked before actual towing. The Council members felt
this proposed ordinance would be drastic action to get at a
problem that doesn't occur all that often, and suggested
stricter enforcement of the present ordinances.
Resolution #72-84 Setting Maximum Income Levels for Low Income
Senior Citizens to Qualify for Lower Rates on Garbage Service,
Sewa.ge Disposal, and Water Supply in the City of Columbia Heights.
The City Manager reported among the reapplications for senior
citizen lower rates on utilities, some of these people have
had an increase in Social Security which have put them over
the $3,500 established maximum household income rate.
He recommended the maximum income be raised to $4,000.
Offered by Heintz, seconded by Connor.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
WHEREAS, certain Social Security pensions for Senior Citizens
have been increased recently, and
WHEREAS, it is the intention of this City Council to assist
our senior citiz~s who have financial problems attempting
to retain a reasonable standard of living primarily from
pensions,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Columbia Heights that the senior citizens utility rates
as established by Resolution November 4, 1971 for low income
residents over 62 years of age with a maximum household income
of less than $3,500 per year be and ~e same is hereby changed
to allow the utility rates to be granted to low income residents
over 62 years of age with a maximum household income of less
than $4,000 per year.

BE IT FURTHER RESOLVED that said rates be effective on billings
submitted after January 1, 1973 following receipt of the proper
forms from the individual senior citizens.
This resolutiom shall be effective upon acceptance of the
rate adjustment by Modern Services, Inc.

Home Occupation Permit, 4800 - 4th Street.
A request for a Home Occupation Permit for sharpening skates,
scizzors, and ~ws in his garage, was received from
Ted Yehle, 4800 - 4th Street. Motion by Heintz, seconded by
Land that the permit be granted, based upon the recommendation
of the Planning Commission. Roll Call - All Ayes.
New Zoning Ordinance.
A copy of the new zoning ordinance and a map was presented to
the Council members. It was noted the Planning Commission
will be holding a public hearing on the ordinance in February.
Labor Relations Seminar.
Motion by Land, seconded by Heintz that the City Manager be
authorized to attend a Labor Relations Seminar in Brooklyn
Center March 28th and 29th, including necessary expenses.
Roll Call - All Ayes.
Park Board and Recreation Commission App. licants.
A list of applicants to serve on the Park Board and Recn~tion
Commission was submitted to the Council. It was decided to
hold interviews on Thursday evening ,December 14th with
these applicants.
Purchase of Radios.
No action was taken on this item. Councilman Heintz and
Assistant Engineer Gustafson were directed to get information
on radios at the Joint Law Enforcement Council meeting on
Wednesday evening.
Request to Hi, re Part-Time Guard for Park Department.
A request was received from Park Superintendent Murzyn to
hire a part-time guard to check the various park areas in
the evenings. The City Manager was instructed to do more
investigation on this matter and identify the problems.

Annual Jamboree.
A request was received from the Activi~es Committee to
hold the annual Jamboree June 13-17, 1973 in Huset Park.
Representatives from the Activities Committee were present at
the meeting and indicated the carnival will not use Jefferson
Street for the rides, but would like to use the parking lot.
The Activities Committee will provide a clean-up committee.
Motion by Heintz, seconded by Connor that the request be
granted. Roll Call All Ayes.
Councilman Heintz will be the Council liaison man to work
with the appropriate people from the Activities Committee on
the carnival and the layout.
Installation of Shower Unit in Fire Station.
Motion by Land, seconded by Heintz, that the City Manager be
authorized to spend up to $700 to make a complete installation
of a shower unit in the Fire Station. Roll Call - All Ayes.
Licenses.
Rev. John Rios was present on behalf of the Latin American
Gospel M~ssion requesting a solicitors license. He
provided the Council with proof of chaHtable nature of
his fund raising.
Motion by Heintz, seconded by Connor that the license be
granted and the fee be waived on the basis of a charitable
organization. Roll Call - All Ayes.
Recess was Called at 9:55 p.m.
The meeting reconvened at 10:13 p.m.
Licenses.
A list of license applications was presented to the Council.
Concern was expressed by the Council over a multiple dwelling
license renewal from Adolph Westman, 3712 - 2nd Street.
Apparently there has been some problems at this residence
with unsanitary conditions. It was suggested the
City Manager, City Attorney and Fire Inspector check this
building to be sure it conforms with all the codes.
Motion Heintz, seconded by Land to table the license
application from Mr. Westman until the next regular meeting.

Motion by Heintz, seconded by Land that the list of licenses
as presented be approved upon payment of proper fees, including
the special use permits to be granted subject to the conditions
as havebeen established thereon.
Shell Oil Company.
A letter was submitted from Shell Oil Company asking that
the Council consider allowing them to postpone work at
their station at 37th and Central until spring because of the
severe cold weather.
Motion by Land, seconded by Heintz that the consideration of
the occupancy permit be tabled until the first regular meeting
in June, and that the work be completed as outlined by the
first of June. Roll Call - All Ayes.
Sol icitors License.
A solicitors license request was received from Clarence Starks
to solicit funds for the Christian Record Braille Foundation.
A letter from I.R.S stating their organization was a charitable
organization was presented.
Motion by Heintz, seconded by Land that the solicitors license
be granted and the license fee be waived on the basis of a
non-profit institution. Roil Call - All Ayes.
Council Meeting Times.
City Attorney Kalina reported he was asked by one member of
the Council to prepare a resolution scheduling more Council
meetings to avoid the late night meetings. He asked if
the Council had an interest in this?
It was suggested to handle all public hearings on the third
Monday of the month to take care of the problem.
Ambulance Service.
The City Manager reported on a meeting held between the
Fire Chief, Police Chief, Dr. Williams and himself on the
ambulance service situation. No action was taken.
Snowmobiles.
Ken Hentges brought up a situation on snowmobiles operating in
Huset Park. The City Manager was directed to check the snowmobile
ordinance to verify exactly where the snowmobiles may be operated.

Security Fence Along Huset Park.
Ken Hentges asked about the possibility of the City installing
fencing along the railroad tracks in Huset Park for security
purposes. He was informed this fence was not discussed at the
budget hearings and the matter has not come before the
Council as yet.
Water Rate Increase from City of Minneapolis.
Ken He ntges brought up the 16% water rate increase in the City
of Minneapolis and asked how this would affect the City of
Columbia Heights. The City Manager reported he has received
no official notification from Minneapolis on this matte~ but
the agreement with Minneapolis will be checked.
Motion by Connor, seconded by Heintz to adjourn at 11:35 p.m.
