HomeMy WebLinkAboutOct 9, 1972p. 211 OFFICIAL PROCEEDINGS Special Meeting October 9, 1972 The meeting was called to order at 8:20 p.m. in the City Council Chambers. Roll Call: Land, Norberg, Heintz, Connor, Nawrocki - All Present. In attendance were several staff members, four citizens, and the Sun Newspaper reporter. Motion by Norberg, seconded by Land that Sara Emory be named Secretary Pro Tem for this meeting. Roll Call - All Ayes. Mayor Nawrocki reported this special meeting was called for the purpose of considering the 1973 budget. Detailed copies of the budget and a report on the budget were made available to individuals present. Mayor Nawrocki briefly reported on various sections of the budget. He said it does not reflect any exact amounts on salary increases at this time. He outlined what was anticipated in 1973 for the City including: Park Department - a proposed structure at Ostrander Park. Police Department - one new l~trolman be added for 1973 and there is some money in unallocated expense for a possible public service officer to work on some of the routine things such as property checks, and complaints, things that do not require the services of a Police Officer. Fire Department - one of the first aid rigs be replaced. Street Department - one of the two graders be replaced and one of the older dumptrucks be traded in. Public Improvements - if our application for federal assistance on storm sewer in the vicinity of 37th and 5th Street is approved, the work could proceed this coming year. He reported on the Housing Authority's budget and the work of the Authority as far as the senior citizen project was concerned. Questions were raised on several items including the possibility of spraying for weed control. A review was made on the property tax situation as far as the 1973 City budget was concerned and on mill rates. A question was raised if the Council could vote to accept the budget at this time because of the legal Columbus Day Holiday. It was decided to adopt the budget by resolution at this time and reconfirm acceptance of the budget at the regular Council meeting Tuesday, October lOth. p. 212 Resolution #72-67 Approving 1972 Tax Levy Collectable in 1973 In Accordance with Levy Limitations Established by the 1971 Legislature. Offered by Norberg, seconded by Land. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, County of Anoka, State of Minnesota, that the following sums of money be levied for the current year, collectable in 1973, upon the taxable property in said City of Columbia Heights. Said levy is in accordance with the directives from the Department of Taxation as set forth in forms 276, 279, and 280 and amendments thereto and includes a state aid allotment of $342,726 in lieu of exempt property reimbursement and sales tax per capita aids formerly alloted. Levies shall be in the following amounts for purposes as listed: General Budget (including Recreation) .... $ Police Pension ................ Fire Pens[on ................. Debt Service ................. Civil Defense ................ Storm Sewer Construction ........... 874,115 67,000 36,085 117,200 lO,600 15,000 Total General Levy. $],120,000 The aforesaid sums are the net amounts remaining to be levied after crediting general receipts and transfers as outlined in the detailed budget for 1973. BE IT FURTHER RESOLVED that the County Auditor be authorized and directed to set the foregoing levies on taxable properties in the City of Columbia Heights for collection in 1973. Roll Call All Ayes. Resolution //72-65 Adopting the 1973 I~udget for the City of Columbia Heights. Offered by Land, seconded by Norberg. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, the City Council has at various times met for the purpose of discussing the Municipal Budget for the year 1973, and p. 213 WHEREAS, the City Council has determined that the anticipated revenues, expenditures, and transfers for calendar year 1973 are as listed on the documents entitled: "ESTIMATED REVENUE", "TOTAL ESTIMATED EXPENDITURES", "TAX LEVY BY FUNDS" and "1973 BUDGET" NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Columbia Heights approve and adopt the 1973 budget as prepared and presented for consideration, and the de~ led budget be made a part hereof. Roll Call - All ~es. Resolution #72-66 - Levy for Delinquent Special Assessments. Offered by Heintz, seconded by Land. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed to levy the delinquent special assessments on the properties in the City of Columbia Heights as submitted on the attached sheets. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax ~atements for the current year and identified thereon as special assessments. SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the general laws of the state. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until the end of the calendar year. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Rol 1 Cal 1 - A11 Ayes. Resolution #72-68 Approving Tax Levy by Housing & Redevelopment Authority for 1973. Offered by Land, seconded by Heintz. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, the Housing and Redevelopment Autho~ty of the City of Columbia Heights, Minnesota, has adopted a budget as shown on the attached document headed, "Budget, Expenditures and Revenue p. 214 Estimates, Housing and Redevelopment Authority of the City of Columbia Heights, Minnesota, January l, 1973, through December 31, 1973", and WHEREAS, said authority has also resolved that a special tax be levied of $18,300 upon all taxable property, both real and personal, in the City of Columbia Heights, and WHEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes requires approval by the governing body of the municipality in and for which said authority was created. NOW, THEREFORE, BE IT RESOLVED that the City Council o.f the City of Columbia Heights approves and consents to the levy of S18,300 tax levy upon all taxable property, both real and personal, in the City of Columbia Heights, by said authority, as a special taxing district, for use for the purpose of the redevelopment provisions of Sections 462.411 to 462.711 of the Minnesota Statutes. Rol 1 Cal 1: Land, Heintz, Connor, Nawrocki - Ayes. Norberg - Abstained. Councilman Norberg stated he abstained from voting because he had not seen the Housing Authority's budget before this evening and could not approve it until he had reviewed it.
