Special Meeting
August 29, 1972
The meeting was called to order by Council President Heintz in
the Field House Building at 7:40 p.m. Roll Call: Norberg, Heintz,
Connor - present. Land - absent. Mayor Nawrocki arrived several
minutes late.
Councilman Heintz said this meeting was specifically called to consider
the platting and possible surfacing of a public alley including
drainage facility from 49th to 50th Averue, between Jackson and
Central. The hearing came about after concern was expressed on the
drainage situation as development of the commercial side on
Central occurred. Nodces were sent out to all property owners
on both sides of the proposed location.
The Engineering Department presented four alternatives for
consideration including:
Plat and construct a standard alley in the normal manner
placing the alley on the center line with 1/2 the alley on each
property on the east and west sides of the back property line.
Install a standard alley completely on the commercial or
east side of the back property line.

Install curb and gutter section with 8' concrete slab extending
out from the edge of the gutter section.

Install curb and gutter section only with narrow strip of
blacktop to protect the gutter face and prevent washouts
under curb and gutter sections.
Cost estimates were given on the alternates under consideration.
Property owners present indicated their desire for the drainage
structure, but only the representative of Red Barn was in favor of
alley construction. A petition was presented signed by owners
along Jackson Street in opposition to the alley. A lengthy
discussion was held to determine who would benefit from the
drainage structure for assessment purposes and the suggestion
was made that the cost be split on a 60-40 basis, 60 commercial and
40 residential.
Motion by Norberg, that the City Manager be authorized to proceed
with the project, that the recommendation for the assessment at
the time of the assessment hearing be 60-40.
Mayor Nawrocki stepped down from the chair to second the motion.

Councilman Heintz said he would go along with the improvement if
the cost figure were changed but he could not see the benefit
split to the residential at 40-60.

The point was brought up that the resolution ordering the
improvement required a 4/5 vote of the Council. The resolution
was not read at this time.
Motion by Norberg, seconded by Connor to adjourn at 9:40 p.m.
Roll Call - All Ayes.
