Regular Meeting July 24, 1972
The meeting was called to order at 8:03 p.m. ~ll Call: Land,
Norberg, Heintz, Connor, Nawrocki - All Present.
Invocation was given by Councilman Norberg.
Minutes of Last Regular Meeting.
Motion by Heintz, seconded by Land that the minutes of the
last regular meeting be approved as presented in writing and
the reading be dispensed with. Roll Call - All Ayes.
Payment of Bills.

Resolution #72-50 - Limited Use Permit with H~hway Department.
Offered by Heintz, seconded bY Land.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights that the Mayor and City Manager be and they are
hereby authorized and directed to enter into Limited Use
Permit #5AU-72-214 with the State of Minnesota, Department of
Highways to facilitate the spot improvement gracing, curb and
gutter, turn lane, and storm drain on 47th Avenue N.E.
reconstruction project #7204.
Roll Call - All Ayes.
Resolution #72-51 - Acquiring Tax Forfeited Properties.
Offered by Land, seconded by Heintz.
WHEREAS, the City of Columbia Heights is desirous of
acquiring certain properties located within its municipal
boundaries for the preservation of the health, welfare and
safety of the citizens of Columbia Heights, and
WHEREAS, Anoka County has had said certain properties forfeited
to it, and
WHEREAS, it is the desire of the City of Columbia Heights that
said City apply to the County Board foY the acquisition of said
property, and
WHEREAS, the foregoing properties would ~e used for public
purposes.
IT IS HEREBY RESOLVED that the City acquire:
1. Mathaire Outlot l, Block 8 for storm sewer purposes.
Sheffield's Seeond Subdivision Lot 5, Block 3, Sheffield's
Second Subdivision, Anoka Co~ty, Minnesota, (Ex. E. 83.33')
(Subd. to ease. for alley purposes over N. 15) of above
description and over the part of said Block lying between the
extension of N. & S. lines of L~ts 5 and 26 of said 15 ft.
strip) for parking use.

BE IT FURTHER RESOLVED that the Mayor and City Manager be and
herein are authorized to enter nto an application for same, and
BE IT FURTHER RESOLVED that the cost of said acquisition be paid
from its proper fund.

Street Dance.
Mrs. Shelly Anderson was present and submitted license applications
to hold a street dance and to serve food in conjunction therewith
August 19th, on Jefferson Street, 39th to 40th Avenue.
Motion by Heintz, seconded by Norberg that the licenses be
granted and the fee be waived on the basis that all proceeds
are to go to the South West Park fund. Roll Call All Ayes.
Transfer of Beer License.
A verbal request was received from Frank Pastuszak to transfer
the beer license for the 500 Club from his wife's name to his
name. No action was taken on the request as the p~ope~ application
had not been filled out, and fees paid. Mr. Pastuszak was
informed he must come in the of~ce and make application through
the License Department.
Solicitors License.
A request was received from Jonathan Walker Valvano,
Southwestern Company, Nashville, Tennessee, for a solic[tors
license to sell dictionaries and children's books door to door.
The Police report indicated no problems with the applicant or
the company. Motion by Land, seconded by Connor that the
request be granted upon payment of proper fees. Roll Call -
Land, Heintz, Connor, Nawrocki - Ayes. Norberg - Nay.
Sul 1 ivan Lake Outfall.
Mr. Peltier, owner of the lot adjacent and south of the Sullivan
Lake outfall was present to discuss his complaint on existing
conditions of eroded channel to the outfail structure. The
Engineering Department presented plans for the outlet improvement
and presented a plan and pictures of existing conditions. The
Council directed the Engineering Department to report back at
the next meeting with more realistic cost estimates and
alternate designs for this improvement.

Pump Station Reconstruction.
A request was received for authorization to call for ~ds on
pump station reconstruction at 44th and Reservoir. Mr. Brown
reported $12,000 was budgeted for this work. Motion by Heintz,
seconded by Norberg that the ~ity Manager be authorized to call
for bids on an addition to the pump station at 44th and
Reservoir, bids to be opened August 28th. Roll Call -
All Ayes.
Storm Sewer Project #7208.
Mr. Brown requested authorization to call for bids on
Project #7208, storm sewer on California Street, 38th to 39th,
and necessary revisions on 40th Avenue from Reservoir to Hayes.
Motion by Land, seconded by Norberg that the City Manager be
authorized to call for bids on Project #7208, bids to be
opened August lOth with a report to the Council at their
regular meeting August 14th. Roll Call - All Ayes.
Payment of Bills.
Mr. Barna presented two bills for payment which were not listed
with the bills earlier in the meeting. One was to
Gayle Norberg in the amount of $79.72 which covered convention
and meeting expenses, and the other was to John Pappas in the
amount of $104.00 for police reserve appreciation dinner
costs. Motion by Heintz, seconded by Land that the two bills
be authorized paid out of their proper funds. Roll Call:
Land, Heintz, Connor, Nawrocki - Ayes. Norberg - abstained.
Senior Citizen Housing Project.
Steve Hoppe, administrative assistant working with the Housing
Authority was present to discuss site selection for the
senior citizen building. He said the site on 40th Avenue east
of Central was chosen by the Housing Auth~ity and had tentative
approval of the HUD office and the architect. Concern was
expressed by the Council on the amount of property needed to
meet zoning ordinances in that area and the suggestion was
made to explore the possibility of moving the site closer to
41st Avenue where the lots are deeper.
Recess was called at 9:42 p.m.
The meeting reconvened at 9:55 p.m.
K-Mart.
A discussion was held on stabilization of the embankment of the
parking lot at K-Mart behind Shakey's Pizza. Mr. Barna reported
he met with the superintendent on the construction site who said
equipment will be brought in to clean it t]p. The Council
requested that a follow-up report be submitted at the next
Council meeting

Drainage Problem at 50th and Central.
Dr. Anderson from the Dentists Off[ce at 50th and Central was
present to discuss a drainage problem between 49th and 50th west
of Central. He would be in favor of alley construction to
solve the problem. The suggestion was made that Dr. Anderson
take a petition to his neighbors on Central and see what the
feeling is on ~ a proposal for alley construction.
Mr. Brown said he would report back on the matter at the
next Council meeting.
Licenses.
Motion by Heintz, seconded by Land that the licenses as listed
be granted upon payment of proper fees. Roll Call - All Ayes.
Equipment Purchase.
Don Jolly, Sewer & Water Superintenden~ was present and a
lengthy discussion was held on a letter he and the
Street Superintendent submitted outlining equipment purchases
from the 1972 budget. The requests were for a reversable plow
and a pick-up for the Street Department, and a sewer rodder
and a pick-up for the Sewer & Water Department.
Motion by Heintz, seconded by Land that the City Manager be
authorized to advertise for bids on one pick-up truck for the
Sewer & Water Department, one rodding machine for the Sewer &
Water Department, and one plow for the Street Department,
bids to be opened September llth. Roll Call: Land, Heintz,
Connor, Nawrocki - Ayes. Norberg - Nay.
Inspection of Trees.
Councilman Heintz reported the Park Board discussed the dutch
elm disease situation and suggested someone from the Park
Department be authorized to check trees for disease, make
a survey of the elm trees. Motion by Norberg, seconded by Heintz
that the Park Superintendent be authorized to undertake a
survey of elm ~ees in the City for detection of Dutch Elm
Disease and the City Manager be instructed to make any
transfer of funds that might be necessary to reimburse the
Park Department for this work. Roll Call - All Ayes.
Ordinance //603 Regulating the Operating, Parking, Storing, Repairing,
Servicing, and Maintaining of Racing Cars, Stock Cars, Junk Cars,
Busses, Motor Trucks, Tractors, or Commercial Vehicles.
Ken Hentges requested the City Attorney review Ordinance //603
and make necessary changes as to the weight of campers and
other recreational vehicles. He said the ordinance was written
up before the boom of mobile homes, trailers, campers, and
busses to be used for recreational purposes. Motion by Heintz,
seconded by Land that Ordinance #603 be referred to the City
Attorney for his review and report back at the next regular
meeting. Roll Call - All Ayes.

Hearings for Miscellaneous Work.
Mr. Brown presented a report to the Council on miscellaneous
street and utility work upon which hearings should be held
between now and the end of September. A lengthy discussion
was held on the report. No action was taken at this time.
Motion by Norberg, seconded by Heintz to adjourn at 11:50 p.m.
