Regular Meeting

The meeting was called to order in the Field House at 8:03 p.m.
Roll Call: Land, Norberg, Heintz, Nawrocki - All Present.
Invocation was given by Councilman Gayle Norberg.
Resolution #72-46 Declaring a Vacancy to Exist on the Council of the
City of Columbia Heights and Appointing an Eligible Person to Fill
Said Vacancy.
Offered by Heintz, seconded by Land.
WHEREAS, Councilman A. Dale Jeska has resigned from the
City Council of the City of Columbia Heights, and
WHEREAS, said resignation was effective June 30, 1972,
IT IS HEREBY RESOLVED that the City Council of the City of
Columbia Heights does herein declare a vacancy to exist on
the Council, and
WHEREAS, in accordance with the Charter directive requiring
that the Council shall forthwith appoint an eligible person
to fill the vacancy until the next regular munidpal election
which shall be in November, 1973, and
WHEREAS, Councilman Jeska's term of office corresponds
with said election date in 1973, terminating his term of office
at the end of 1973,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Columbia Heights that the remaining unexpired term of
A. Dale Jeska shall be filled by Rawland L..Connor, 2126 Forest
Drive N.E., Colu~a Heights, and that said Rawland L. Connor shall
assume the duties of Councilman of the City of
Columbia Heights as of this date, July 10, 1972.

Deputy City Clerk, Margaret Idziorek, was present and gave the
oath of office to Mr. Connors after which time, Mr. Connors
took his place on the Council.
Appointing of Council President.
Motion by Land, seconded by Norberg that Councilman E. "Sebe'l Heintz
be appointed Council President. Roll Call - All Ayes.

Council Representative on Planning Commission.
Motion by Heintz, seconded by Land to appoint Rawland Connors
to represent the City Council on the Planning & Zoning
Commission. Roll Call - All Ayes.
Appointment to Planning Commission.
It was reported a letter of resignation was received from
Floyd Hammargren from the Planning & Zoning Commission.
Interviews were held with interested persons who wished
to serve on the Commission. Motion by Heintz, seconded
by Land that Roger Stenberg, 1060 Lincoln Terrace be
appointed to the Commission to replace Mr. Hammar~ren.

A Certificate of Appreciation will be prepared for
Mr. Hammargren.
Minutes of Last Regular Council Meeting.
Motion by He[ntz, seconded by Norberg that the m~nutes of
the last regular meeting be approved as presented in
writing and the reading be dispensed with. Roll Call I
All Ayes.
Payment of Bills.
Motion by Norberg, seconded by Heintz that the bills as
listed be approved and paid out of their proper funds:

Bids on Traffic Sema-phore Ir~tallat[on.
It was reported bids were received July 5, 1972 on traffic
sema-phore installation for 47th and Central, Project #7204-A,
as follows:

The City Engineer explained the estimated cost was $37,500
and it was recommended the bid be awarded to the low bidder,
Egan McKay Electric. A letter was received from the Highway
Department concurring in this bid award.
Mayor Nawrocki expressed concern that al 1 agreements and contracts
with the developer were not signed and sealed. When the agreements
are executed, there would be no question the developer would pay
for this instal lation.
Motion by He[ritz, seconded by Norberg to authorize an award of
bid to the low bidder, Egan McKay Electric in the amount of
$36,211.00, that the Mayor and City Manager be authorized to
enter into a contract for same, subject to prior confirmation by
the City Attorney that all legal agreements have been signed
binding the developer to pay for the costs. Roll Call All Ayes.
Storm Sewer Heari~ng.
A hearing was held on storm sewer installation in the area
between the alley west of Main Street and the embankment by
Burlington-Northern Railroad. The estimated cost for the installation
was given as being just under $7,000. The only properties involved
are those being transferred to the City by the railroad.
Motion by Heintz, seconded by Norberg that the project be
authorized. Roll Call - All Ayes.
Resolution #72-45 Omlering Storm Sewer Installation.
Offered by Land, seconded by Norberg.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by mot[on
on the 19th day of June, -972 ordered notice of a hearing to be
given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared
at a Council meeting on the 10th day of July, 1972, and

WHEREAS, the Council determines to proceed with this local
improvement, a portion of the cost being defrayed by special
assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
That the location and extent of such improvements is as
follows: Storm Sewer along California Street, 37th to4Oth.

That the materials to be used are as follows: Clay pipe,
concrete catch basins and manholes with standard storm sewer
appurtenances.
o
That a careful estimate of the cost of the improvement has
been made by the City Manager and the several lots and
parcels of land fronting upon and adjacent to such proposed
improvement, which he deemed benefited thereby, were
properly notified of said hearings, and
o
That the City Manager shall also list the names and owners
of me several parcels so improved as nearly as can be
ascertained.
5. These improvements shall also be known as Project No. 672.

Resolution #72-47 - Setting Salaries for Election Judges.
Offered by Land, seconded by Norberg.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights that the pay for Election Judges serving
within the said City of Columbia Heights, will be $2.00 per
hour. The pay for Head Judges will be $2.50 per hour.

Resolution #72-48 - Setting Salary for City Clerk-Treasurer.
Offered by Norberg, seconded by Heintz.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights that based upon completion of six months
probationary period and in accordance with the agreement
entered into upon hiring, the salary for the City Clerk-Treasurer
be set at $14,500.

Resolution #72-49 - Certification Program.
Offered by Land, seconded by kleintz.
WHEREAS, a mandatory certification program for Water and
Wastewater Operators was established by Minnesota Statutes 1971,
Section 115.71 et. seq., and
WHEREAS, Don Jolly has qualified for a Class C license under
the voluntary pro~ram, and
WHEREAS, ValJean Popowski now holds a Class D license under
the voluntary program, and
WHEREAS, Richard Althaus presently holds a Class D license
on the voluntary program,
NOW, THEREFORE, BE IT RESOLVED that the Class C license of
Don Jolly, Sewer and Water Superintendent, be renewed and
certified under the mandatory program; ValJean Popowski be certified
as a Class C operator under the mandatory program; and that the
Class D license of Richard Althaus be renewed under the
mandatory program. That the license fees of $5.00 each be
paid by the City of Columbia Heights.
BE IT FURTHER RESOLVED that the City certifies that the
above persons are in direct responsible charge of the
water supply system on July l, 1972.
Roll Call - All Ayes.
Fence Height Waiver, 1735 Fairway Drive.
A request was received from Mrs. LaHoud for Fence height
waiver at 1735 Fairway Drive, so she may place a 5' chain link
fence around her back yard and between her home and her
neighbor's home. Her neighbor signed a letter statinq no
~jection to the fence installation. Motion by Heintz, seconded
by Norberg to grant the request based on the recommendation
of the Planning Commission. Roll Call - All Ayes.
Recommendation for'No Right Turn on Red" Signs.
Councilman Land reported the Traffic Commission met and recommended
that "No Right Turn on Red" signs be erected on 40th Avenue at
Central, and at all intersections at 37th and Central, as a
safety measure at the intersections. Mr. Brown said he
talked with the Traff c Engineer from Minneapolis whose
recommendation was also for a sign at 37th and Central.
Motion by Land, seconded by Norberg that "No Right Turn on Red'l
signs be placed at 40th and Central, and 37th and Central,
subject to concurrence with the City of Minneapolis. Roll
Call - A11 Ayes.

Fund-Raising Street Dance.
~elly Anderson was present requesting necessary permits to hold
a fund-~aising baseball game and street dance for the South West
Park As~ ciation. The request is to block off Jefferson Street
from the alley south of 4Oth Avenue to the railroad tracks,
on August 19, 1972. Motion by Norberg, seconded by Heintz to
grant the permission for blocking public street from
4:00 p.m. to 10~00 pM on August 19th provided proper barricading
and guard are set. Roll Call - All Ayes.
Minneapolis Electric Steel Sanitary Sewer Charges.
A request was received from Minneapolis Electric Steel for a
reduction in sanitary sewer charges. The Engineers requested
the matter be referred to their department for evaluation.
Motion by Norberg, seconded by Connors to refer the matter
to the City Manager for additional information and report back
~ the next regular Council meeting. Roll Call - All Ayes.
Recess was called at 9:26 p.m.
The meeting reconvened at 9:42 p.m.
Police Training Equipment.
Chief Glader and Anoka County Training Officer Johnson were
present requesting the Council to authorize purchas~ of a
video tape cassette record and player, and necessary equipment
to go with it, to be useo~'~training of police officers.
Motion by Heintz, seconded by Land to authorize expenditure
of $2,354.34 for purchase of video tape equipment for training
purposes for the Police Department, including $850 which would
be the City's share of the equipment to be purchase] by the
County on this program. Roll Call - All Ayes.
Beer License for 4002 Central.
A request was received from Retha Abraham for on-sale beer,
off-sale beer, cigarette and restaurant licenses for
4002 Central. The police report indicates no problems.
Motion by Land, seconded by Heintz that the request be
granted upon payment of proper fees. Roll Call - All Ayes.
Ice Cream Truck License.
A request was received from Leanne Plessel for a license to
sell packaged ice cream by truck for Treat Center Co.
A police check shows no problems. Motion by Heintz, seconded
by Norberg that the vendors license for Treat Center to
operate one vehicle in the City be granted upon payment of
proper fees and subject to the following limitations:

1. Adequate insurance be provided.
2. Do not operate on arterial streets.
3. Do not cover any given area more than two times per day.

Transfer of Gasoline Pump License.
A request was received from Harry Erickson for a transfer of
gasoline pump license at 5001 Central from Gerald K. Johnson.
Motion by Land, seconded by Heintz to grant the request.
Rol 1 Call - A11 Ayes.
Labor Relations Subscription Service.
A request was received from the City Manager for authorization
to enter into an agreement for Labor Relations Services
as in the past with Dr. Smythe. The fee was changed to
$1,100. Motion by Land, seconded by Norberg that the
Mayor and City Manager be authorized to enter into an
agreement for one year, beginning July 1st. Roll Call -
A 11 Ayes.
Police Summer Conference.
A request was received from Police Chief Glader and
Sgt. Hedblad to attend the Department of Corrections summer
conference at St. John's University in Collegeville from
July 19 - 21st. Motion by Heintz, seconded by Connors to
grant the request. Rol 1 Ca11 - A11 Ayes.
Extension of Retirement Date.
A request was received from I~ssell Sonnenberg, Building Inspector,
for an extension of his retirement date this fall. Mr. Sonnenberg
will be 65 years ol~l in October. He presented a letter
stating his reasons for requesting the extension.
The City Manager reported it would seem desirable to grant
some extension of Mr. Sonnenbergls services which would give
the City time to ~epare for a ~lacement. He said the
suggestion was made that the City also needs some help on
planning and he will attempt to locate somone for the position
of Building Offic~a! - Planner. The suggestion was also made
that an effort be made to see if adjoining municipalities
would be interested in sharing the services of a Planner or
Building Official.
Motion by Norberg, seconded by Heintz to grant a 6 month
extension on retirement for Mr. Sonnenberg. Roll Call -
All Ayes.

Food & Beer License for South West Park Association Street Dance.
A discussion was held on the food and beer licenses for the
street d~rce sponsored by the South West Park Association on
August 19th. It was suggested the Associate use the
Jaycees beer license for the event. The City Manager will
check and see if the license is extendable for this
purpose.
Licenses.
Motion by Heintz, seconded by Connors to approve the licenses
as listed upon payment of proper fees, including the
Plumbing and Heating License application of Northland Mechanical.
