Special Meeting
June 14, 1972
The meeting was called to order at 7:00 a.m. by Council President
Jeska. Roll Call: Land, Norberg, Jeska, Heintz - present.
Nawrocki - absent.
Resolution #72-39 Prescribing the Precinct Boundaries and
Polling Places to be Established in the City. of Columbia Heights.
The City Attorney suggested since Resolution #72-39 was qui~
lengthy, the reading be waived and a copy of the resolution
appear in full in the official minutes. Motion by Norberg,
seconded by Heintz to dispense with the reading of
Resolution #72-39. Roll Call - All Ayes.
Offered by Norberg, seconded by Heintz.
BE IT HEREBY RESOLVED by the City Council of the City of Columbia
Heights that the following precinct boundaries and polling
places be established in the City of Columbia Heights, to-wit:
Precinct #1. That area bounded by the corporate limits of
Columbia Heights on the west, 44th Avenue N.E. on the north,
Washington Street on the east, and 4Oth Avenue N.E. on the
south. The polling place shall be Oakwood School.
Precinct #2. That area bounded by the corporate limits of
Columbia Heights on the south, Central Avenue N.E. on the east,
40th Avenue N.E. on the north, and the corporate limits of
Columbia Heights on the west. The polling place shall be
Columbia Heights Field House.
Precinct #3. That area bounded by 40th Av~ue N.E. on the south,
Washington Street on the west, 44th Avenue N.E. on the north,
Central Avenue on the ea~. The polling place shall be
Columbia Junior High School.
Precin ct #4. That area bounded by Central Avenue on the
west, the corporate limits of Columbia Heights on the south,
the corporate limits of Columbia Heights on the east, bounded
on the north by 41st Avenue, except that area hereinafter
designated as Precinct #11. The polling place shall be
Silver Lake Elementary School.
Precinct #5. That area bounded by the corporate limits of
Columbia Heights on the north, the corporate limits of
Columbia Heights on the east, bounded on the south by
45th Avenue N.E. to Reservoir Boulevard thence southerly to
44th Avenue N.E. thence westerly along 44th Avenue N.E. to
McLeod Street and bounde mn the west by McLeod Street to
45th Avenue thence easterly along 45th Avenue to the west
boundary of the Minneapolis Reservoir property thence northerly
along the western boundary of the Minneapolis Reservoir property

and continuing northerly along the western boundary of Hilltop
3rd Addition to the west boundary of Innsbruck along the
west boundary of Innsbruck to Matterhorn Drive on the west,
and continuing to the corporate limits of the City of Columbia
Heights. The polling place shall be Highland Elementary
School.
Precinct //6. That area bounded by 41st Avenue N.E. on the
south, Central Avenue on the west, the corporate limits of
Columbia Heights on the east, 45th Avenue on the north from
a point of beginning at the easterly corporate limits of
Columbia Heights thence westerly along 45th Avenue N.E. to
Reservoir Boulevard thence southerly along Reservoir
Boulevard to 44th Avenue thence along 44th Avenue N.E. to
Central Avenue. The polling place shall be ~_'-~.-:~; L_!'~e
Precinct //7. That area bounded by the corporate limits of
Columbia Heights on the north and bounded on the west by
Central Avenue, bounded on the south by 44th Avenue N.E.,
bounded on the east by McLeod to 45th Avenue N.E. thence
easterly on 45th Avenue N.E., thence northerly along the
westerly boundary of the Minneapolis Reservoir property
and continued westerly along the western boundary of
Hilltop 3rd Addition to the west boundary of Innsbruck to
Matterhorn Drive and continuing to corporate limits of the
City of Columbia Heights. The pollin~g place shall be
Precinct //8. That area bounded by 44th Avenue N.E. on the
south, the corporate limits of the City of Columbia Heights on
the west, 47th Avenue N.E. on the north to the boundaries of
the Village of HillDp thence southerly along said boundaries
of said village to 45th Avenue N.E. thence easterly along
45th Avenue N.E. to Central Avenue, and bounded on the east
by Central. The polling place shall be Oakwood School.
Precinct //9. That area bounded by the corporate limits of
the City of Columbia Heights on the west, the corporate limits
of the City of Columbia Heights on the north, 7th Street N.E.
on the east, and 47th Avenue N.E. on the south. The polling
place shall be Nelson Elementary School.
Precinct //10. That area bounded by the corporate limits of
Columbia Heights on the north, 7th Street N.E. on the west,
Central Avenue on the east, to 49th Avenue thence westerly
along 49th Avenue to Monroe Street thence southerly along
Monroe Street to 47th Avenue N.E. on the east and bounded by
47th Avenue on the south . The polling place shall be
Nelson Elementary School.
Precinct //ll. That area bounded by the corporate limits of
Columbia Heights on the east, the corporate limits of
Columbia Heights on the south, Hayes Street on the west,
and 4Oth Avenue N.E. on the north. The polling place shall
be Silver Lake Elementary School.

BE IT FURTHER RESOLVED that the foregoing boundaries and polling
places be established for all elections.
Roll Call - All Ayes. Res. #72-39 was adopted.
Resolution #72-40, Emergency Resolution for the Immediate Preservation
of the Public Peace, Health and Safety.
Motion by Norberg, seconded by Heintz to dispense.rwith the
reading of Resolution #72-40 and alter it to conform
with Resolution #72-39 as to precinct boundaries. Roll Call -
All Ayes.
Resolution #72-40 was offered by Norberg, seconded by Heintz.
WHEREAS, the federal courts have recently prescribed a plan of
redistricting for the State of Minnesota, and
WHEREAS, the City of Columbia Heights has been split into
several different legislative and senate districts, and
WHEREAS, as a result of sdd split, it is no longer feasible
to maintain the present p'rescinct division~ and
WHEREAS, the City Council of the City of Columbia Heights is
forced by statute to make any changes in precinct boundaries by
June 14, 1972 which would affect the precinct boundaries and
polling places of the September Primary Election, and
WHEREAS, it is necessary to the public peace, health and
safety of the City of Columbia Heights that precinct
boundaries be changed immediately.
IT IS HEREBY RESOLVED by the City Council of the City of
~lumbia Heights that the following precinct boundaries and
polling places be established in the City of Columbia Heights,
to wit:
(See precinct boundaries as prescribed in Resolution #72-39).

Roll Call - All Ayes.
Jamboree Carnival.
It was reported Murphy Shows, the carnival at the 1972 Summer
Jamboree, set up concessions and booths in the street right-of-
way on Jefferson Street from the alley south of 40th Avenue to
39th Avenue without Council authorization. The Council and
Traffic Commission discussed a l~roposal to barricade Jefferson Street
earlier in the year and recommended barricading the right-of-way
under the condition the carnival would be located in both sides
of the street, but the street itself would not be used. It was
specified a guard be at the barricade at all times to assist
an emergency type vehicle in getting through. The way the
carnival is now set up, an emergency vehicle could not get
through.

Concern was expressed by the Council and staff members.
Mr. Barna reported he spoke with the Fire Chief who wants a
10' fire lane in any case.
Motion by Land, seconded by Norberg that Murphy Shows be ordered
to remove their equipment from Jefferson Street and that no
parking signs be installed on Jefferson from 40th to 39th
Avenue temporarily. Roll Call - All Ayes.
Motion by Land, seconded by Norberg that Mr. Barna, acting
as City Manager, Councilman Jeska, acting as Mayor and
President of the Council, and the Chief of Police by and
through his authority, go down to the carnival site and
order Murphy Shows to remove themselves from
Jefferson Street. Roll Call - All Ayes.
Motion by Heintz, seconded by Land to adjourn at 7:45 a.m.
