Special Meeting
June 5, 1972
Board of Review
The continued Board of Review meeting was cal led to order at
8:23 p.m. Roll Call: Land, No.~berg, Jeska, Heintz, Nawrocki -
all present.
Mayor Nawrocki reported individuals who did not get a chance to
meet with the Council at the Board of Review meeting on May 31st
were informed the meeting was continued until this evening and
would have another chance to review their situation with the
Board. After discussions with several citizens, the Council moved
to make the following changes:
Motion by Jeska, seconded by Norberg that the assessment
on 4224 Reservoir Boulevard, be lowered $4,600 to $19,000
because high humidity in the home has caused the home to
be in bad shape. Roll Call All Ayes.
Motion Jeska, seconded by Heintz that the assessment on
4018 - 5th Street be reduced to $15,500 because of
obsolesence. Roll Call - All Ayes
to
Motion by Jeska, seconded by Heintz to lower the assessment
at 1185 Pierce Terrace to $35,000 because of a wrong depreciation
figure. Roll Call - All Ayes
Motion by Jeska, seconded by Heintz to correct the value at 5045-7th
$23,700 because of a clerical error. Roll CAll - All Ayes
Motion by Jeska, seconded by Land to reduce the value at
1208 - 45½ Avenue N.E. to $25,000. Roll Call - All Ayes.
Motion by Norberg, seconded by Land to reduce the valuation
at 4229 Main Street to $23,000. Roll Call - All Ayes.
Motion by Land, seconded by Norberg to reduce the Herringer
property at K-Mart $17,000 to $152,000 because of a requirement
that 10% of this property be given for park purposes if it is
platted. Roll Call - All Ayes
Motion by Jeska, seconded by Land that the valuation on the
Marshal property at 1600 Innsbruck Parkway be reduced to $40,350
because of heavy traffic on Johnson Street. Roll Call - AIl Ayes.

Motion by Norberg, seconded by Land to approve the assessment book with

Motion by Heintz, seconded by Jeska to adjourn the Board of Review meeting
10:09 p.m. Roll Call - All Ayes.
Special Council Meeting
A special meeting of the City Council was called to order at
10:~O p.m. Roll Call - I. and, Norberg, Jeska, Heintz, Nawrocki - present.
Resolution #72-35 - Joint Powers Agreement.
The City Manager presented Resolution #72-35 authorizing the Mayor
and City Manager to execute a joint powers agreement between the
C~ty of Columbia Heights and the City of Fridley authorizing first
alarm joint fire department response to designated properties within
the two cities. He said officials from Fridley and Columbia Heights
have been working on such an agreement for the past few months
trying to work out what would be appropriate in respect to utilizing
both fire departments for high value properties. This would be
industrial and commercial property. It would be the first step
for joint powers agreements in other areas.
The resolution was offered by Norberg, seconded by Heintz.
WHEREAS, the City of Columbia Heights and the City of Fridley
adjoin each other for a substantial distance; and
WHEREAS, both the City of Columbia Heights and the City of
Fridley maintain a municipal fire department; and
WHEREAS, it is in the mutual interest of both communities to
provide maximum fire protection for all properties within both
municipalities; and
WHEREAS, it would be in the best interest of the properties
within the municipalities to have both fire departments available in
case of a major fire;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Columbia Heights authorizes its Mayor and City Manager
to enter into a joint powers agreement with the City of Fridley,
which agreement would authorize the fire departments of each City
to be available on a first alarm joint fire department response to
designated properties within the two municipalities.

BE IT FURTHER RESOLVED that the City Council of the City of
Columbia Heights authorizes its chief of the fire department to
act in conjunction with the chief of the Fridley fire department
to designate those properties within the two municipalities which
will be subject to the joint agreement. Said authority also authorizes
the chiefs of the two municipalities to amend said list from time
to time as would appear to be in the best interests of their
respective communities.

Real Estate Appraisal Course.
A request was received from City Assessor, John Larson, to
attend a Real Estate Appraisal Course at St. Thomas College. The
course is offered only for advanced people in the area of taxes
and assessments. Mr. Larson will share knowledge gained from the
course with Mrs. Carlson and Mr. Pierce.
Motion by Land, seconded by Norberg to authorize Mr. Larson to
attend the course subject to the payment of tuition through the
State Scholarship Fund. Roll Call - All Ayes.
Athletic Field Turf Management Course.
Motion by Heintz, seconded by Land to authorize one person from
the Park Department to attend the Athletic Field Turf Management
Course to be held at the St. Paul Campus of the University at a
cost of $20. Roll Call - All Ayes.
League Convention.
A request was received from Mitch DeMars to attend the League
Convention in Rochester June 14-16. The City Manager reported ten
persons were authorized to attend which included the Mayor, three
Councilmen and six staff people. Motion by Land, seconded by
Heintz that the request be granted. Roll Call: Land, Heintz - Ayes.
Norberg, Jeska, Nawrocki - Nays. The motion failed.
Reapportionment Map.
The City Manager reported that the newspapers carried a map
indicating the legislative district boundary lines as designated
by the courts. He said it appears an additional precinct will have
to be designated in Columbia Heights ~or the September Primary
Election. More information will be presented at the next regular
Council meeting.
Blasting..
The weekly blasting report from the Engineering Inspector was
reviewed briefly. Questions were raised by the Council members on
several items on the report.
