Minutes of Last Regular Meeting.
Motion by Jeska, seconded by Norberg that the minutes of the last
regular meeting be approved as presented in writing and the reading
be dispensed with. Roll Call - All Ayes.
Payment of Bills.
Motion by Heint~ seconded by Land that the bills as listed be

Certificate of Appreciation.
A Certificate of Appreciation was presented to Mrs. Eleanor Bjostad
for her service on the Charter Commission. Mrs. Bio,tad is leaving
the Commission as she and her husband are moving to Sweden on a
job assignment.
Bids on Ball Park Lighting.
The City Manager reported the Park Board and the Consulting
Engineer have both recommended award of bids on ball park lighting
for Huset Park to the low bidder, Batzli Electric in the amount
of $30,651 less alternate A-7 for a net total bid of $28,651.
This exceeds the budgeted amount of $16,000 by $12,651. It
was suggested the Council consider transferring funds from
land sales to cover these extra costs. John Murzyn and other
members of the Park Board were present and explained at the time
the budget was set, it was anticipated to use wooden poles, but
after the budget was approved, the thought came up to use steel
swivel lights that could be used to light a softball field, a
football field, a hockey rink, and a skating rink. The board felt
it was a good investment to provide year-around use of the lights.
The Council members expressed concern over theincreased costs and
it was suggested to hold off awarding the bid at this time and
review the budget. Motion by Jeska, seconded by Norberg to withhold
awarding the bids until the next regular or special meeting and in
the interim, evaluate the Park budget and see if additional money
can be found. Roll Call - All ~yes.
Bids on Seal Coat Project #7203.
It was reported the apparent low bidder on the seal coat project
was Bi tzminous Construction Company. The City Engineer and Street
Superintendent went out to check the equipment owned by the firm
and from the condition of the equipment and the man's lack of
experience, they recommended the award be made to the second low
responsible bidder, Allied Blacktop. A discussion was held on the
legality of awarding a bid to the second low bidder. Motion by
Jeska, seconded by Heintz that the matter be tabled until the
next regular or special meeting for more information on the low bidder.

Bids on Squad Cars.
John Barna reported bids were received at Anoka County on squad cars
through the ~loint Purchasing Agreement. He said the bids came in
$50 less than Anoka County Sheriff's paid last year, and $36
less than the Hennepin County bids. He and Police Chief Glader
ordered two squad cars and one investigator car from Coon
Rapids Chrysler-Plymouth, the low bidder.

Ordinance #785 Rezoning 4811 Central for Pondorossa Restaurant.
A first reading was held on Ordinance #785 rezoning 4811 Central
from C-2-S general shopping center, to C-3 genera] restaurant,
to allow the Pondorossa Restaurant, as recommended by the
Planning & Zoning Commission. Councilman Jeska said the
Planning Commission recommended the rezoning, but they also asked
the Council to investigate the possibility of referring this
to the Traffic Commission and the possibility of a curb cut
to allevate the traffic conjestion. Motion by Land, seconded
by Norberg that the proposal be referred to the Traffic
Commission for recommendations and report back to the Council
before a second reading and public hearing are set up on the
ordinance. Roll Call - All Ayes.
Ordinance #786 vacadng Streets and Alleys in the Area of the New City
Garage.
A first reading was held on Ordinance #786 vacating certain
stre~s and alleys in the area of the new City Garage, as
recommended by the Planning and Zoning Commission. The second
reading and a public hearing were set up for the next regular
Council meeting.
Special Use Permit &Plot Plan for Medical Building, 3950 Stinson.
It was reported the Planning Commission reviewed this matter again
and recommended granting of a special use permit and approving
the plot plan as revised. Residents from the area were present
and objected to the placement of the parking lot. The suggestion
was made to place the building adjacent to McKinley Street with the
parking lot adjacent to Stinson. The developers were
instructed to get additional soil tests. The matter will be
discussed at the next regular Council meeting.
House size waiver, 4319 - 2nd Street.
Robert Turek was present requesting a waiver to build a
prefabricated Wausau home at 4319 - 2nd Street. Councilman Jeska
reported the waiver was recommended by the Planning Commission
because they felt there was a hardship situation on the land.
This land abuts on park property. Our requirement on this type
of bulding is 900 square feet and they want to build on 864'
Motion by Land, seconded by Jeska that a 36' square foot waiver
be granted to allow the proposed structure. Roll Call - All Ayes.
Home Occupation Permit, 3953 Quincy Street.
David Mangen, 3953 Quincy Street was present requesting
a home occupation permit to mold, paint and plaster/paris
statuary in his garage. He presented petiti~.~ns signed by
his neighbors stating no objection to the operation. This
permit was recommended by the Planning Commission. Motion by
Heintz, seconded by Jeska to grant the permit contingent upon
approval by the Fire Department. Roll Call - All Ayes.

Lot Subdivision and Lot Size Waiver, 3819 Main Street.
James Mecl was present and requested a lot subdivision and a lot
size waiver for ~9 and 3825 Main Street. It was reported a
4-unit building is on two 40' lots at 3819 Main Street and a
single home is on a 40' lot at 3825 Main Street. He would like
to split the property and keep 50' for his home and get a
waiver for 70' for the 4-plex. Mot ~ by Jeska, seconded by
Heintz to grant the lot subdivision including a lot size waiver
to allow the 4-plex on the 70' lot and the residence on a 50'
lot,as recommended by the Planning Commission. Roll Call -
All Ayes.
Fence Location Waiver, 3944 Tyler.
James Hoye was present reque~ing a waiver on a fence location
at 3944 Tyler. Mr. Hoye said he has had a fence at this locat~n
since 1950. The original fence was damaged during watermain
construction and he replaced it with an identical fence in
the same location six inches from the alley instead of the
required three feet. He agreed not to put in a claim if any
damage occurred to the fence due to any equipment and maintenance
work done in the alley. Motion by Heintz, seconded by Land
to grant the waiver, as recommended by the Planning Commission.

Fence Height Waiver, 3746 Stinson.
Leonard Thompson, owner of the 17-unit apartment building
at 3746 Stinson was present requesting a fence height waiver
to build a 6 foot chain link fence across the back lot line
along McKinley and down each side. He said he has had problems
with sho~tcutters going through his property to Apache Plaza.
He also proposed to construct garages and resurface the
parking area. Motion by Jeska, seconded by Heintz to grant
the waiver, as recommended by the Planning Commission Roll
Call - All Ayes.
Fence Height Waiver, 43~6 Leander Lane.
Jack Portlance, 4326 Leander Lane , was present requesting a
fence height waiver for a 48" chain link fence. Both his
neighbors have signed agreements stating they have no objections
to the fence. Motion by Jeska, seconded by Norberg to grant
the request,as re¢omended by ~he Planning Commission. Roll Call -
All Ayes.
Report on Telephone Rate Hike Findings.
The C~ty Attorney reported on the telephone company rate hike
hearing w~th ~e Public Service Commission. The Customer Relations
Supervisor for Northwestern Bell was present at the meeting to
answer any questions the Council might have had.

Resolution #72-30 on Metro Sewer Benefits for Sewer Service Area #1.
The Resolution was offered by Jeska, seconded by Land.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
WHEREAS, an Advisory Board has been established representing
communities in an area known as Sewer Service Area #1 which area
includes Columbia Heights, and
WHEREAS, our representative to said Board in cooperation
with the other representatives, has determined that the City
should support a fair and equitable calculating system for
determining the dollar amount of metropolitan benefit
described in their April 13, 1972 minutes as Alternative A,
which alternative limits the financing to metropolitan benefits
of natural water resources in our area, as the best and most
equitable policy for determining metropolitan b~efits and is
opposed to any broad all-inclusive defifftion of metropolitan
benefits as being contrary to the intent of law in the
allocation of sewer costs and would be an economic liability
to our service area,
NOW, THEREFORE, the City Council of the City of Columbia Heights
does hereby endorse Alternative A as recommended in the
Advisory Board meeting of April 13, 1972 and said recommendation
on the policy paper on metropolitan sewer benefits for
Sewer Service Area #1 is hereby made a part of mis resolution
as though set forth in full.
Roll Call: Land, Jeska, Heintz, Nawrocki - Ayes.
Norberg - Nay. The resolution was adopted.
Set Hearing on Improvements for Stinson and Benjamin.
It was reported the Traffic Commission considered further the
improvement of Stinson and Benjamin based on a petition received
from home owners in the area. They recommended the Council
withhold action on getting reconstruction (major maintenance)
of Stinson and Benjamin and have asked that the Council consider
holding a hearing for curb, gutter and blacktopping this street
including traffic bumps, stop signs, and extending 43rd Avenue
eastward to create a right angle intersection. Motion by Land,
seconded by Heintz that the City Manager be authorized to call for
a hearing on street improvements and traffic design for
Stinson Boulevard from 40th to 43rd Avenue and Benjamin Street
from 43rd to 45th Avenue to be held at the next regular
Council meeting. Roll Call - All Ayes.

It was suggested this hearing be held in the field house and
people on Chatham Road to Gulf Place be notified as well as
residents on Arthur Street, as the improvements will also affect
traffic on their streets.
Snowmobile Ordinance #694.
It was reported the Traffic Commission reviewed a request received
from Linda Forsmark dated February 29, 1972 regarding the
use of snowmobiles and that the Snowmobile Ordinance #694 be
changed to allow snowmobiles properly lighted and with penants
to travel on City streets. The Commission voted to recommend
the Ordinance remain unchanged.
Councilman Norberg suggested if any changes are ever made to the
ordinance, these include requirements that snowmobiles meet
sound level standards. Motion by Norberg to recommend to the
Traffic Commission that they study the inclusion of a sound
limitation in the ordinance. The motion died for lack of a
second.
It was suggested Councilman Norberg review the matter with the
City Attorney and Inspector and come back with a recommendation.
Stairway to Library Basement.
Councilman Norberg discussed with the Council the possibility
of a new stairway entrance to the Library basement. He said
they anticipate $2,000 o~ $3,000 will cover the cost of the work.
He said it will involve the original architect. The City Manager
was directed to contact Architect Tom Van Housen to stop by and
look at the matter and meet with Councilman Norberg.
Roll-Away Stage for Park Department.
A request was received from the Park Board to purchase a roll-away
stage to be used in the ~eld House. Mr. Murzyn reported
they have located one with all attachments from Haldeman Homme
at a cost of $1,850. Motion by Jeska, seconded by Heintz that
the City Manager be authorized to spend up to $1,850 for a
portable stage. Roll Call - All Ayes.
Acquisition of Lands for Burlington-Northern Railroad.
The City Attorney reported our original contract with the railroad
did not provide for them to furnish us with abstracts. He
recommended the Council consider this and act accordingly.
Motion by Heintz, secono~d by Norberg that the City Attorney
be authorized to bring the abstracts up to date md have them certified.

Mini-Bikes.
The City Attorney bro~jh~ up complaints received on Mini-Bikes
on the Sullivan Lake area property. He suggested the City
look into what other municipalities have done and what
provisions they have for Mini-Bikes.
Licenses.
Motion by Land, seconded by Jeska that the licenses as listed
be granted upon payment of proper fees. Roll Call - All Ayes.
Anoka County Association of Municipalities Meeting.
Councilman Jeska reported a meeting of the Anoka County Association
of Municipalities will be held Thursday evening in Coon Rapids
for purposes of setting up Nominating Committee for personnel
the following year. He suggested someone from the Council
attend this meeting. Motion by Heintz, seconded by Land
that Gayle Norberg be Columbia Heights representative. Roll
Call - Land, Jeska, Heintz, Nawrocki - Ayes. Norberg Nay.
The motion carried.
Special Council Meeting.
Mayor Nawrocki suggested setting up a special meeting for
Tuesday, May 16th for the purposes of considering bids on
lighting and seal coating. He also suggested an informal
meeting be set up for that evening with the Finance Director
to Niscuss the status of the finances.
