HomeMy WebLinkAboutMar 16, 1972p. 51 OFFICIAL PROCEEDINGS Special Meeting March 16, 1972 The meeting was called to order in the Field House at 7:07 p.m. Roll Call: Land, Norberg, ~leska, Heintz, Nawrocki - present. Mayor Nawrocki reported this special meeting was called for the purpose of considering some improvement projects. Basically, seal coating projects and alley paving projects, as recommended by the Engineering Department. Seal Coating. The City M~nager read the list of proposed streets due for seal coating. He said seal coating is a necessary street surface protection that is put on normally every five or six years. He explained the street is first patched and repaired and any large cracks that exist would be filled with patching material. Then the whole surface of the street is cleaned and a seal of liquid asphalt is spread over the surface and a fine rock layer is spread over the surface and rolled into place. He said this will protect the street from weathering and traffic. The cost is estimated at 54¢ per front ~sessable foot and 18¢ per avenue assessable foot. On 50th, from University to 7th, more work was needed so the estimate was $1 for street and 33¢ for the avenue. A number of residents from the affected areas were present and lengthy discussions were held on the amount of traffic on certain resi~lential streets, water problems, and the procedure in taking bids. A Resolution Ordering the Improvements was offered by Land, seconded by Heintz. BE IT HEREBY RESOLVED By the City Council of the City of Columbia Heights, WHEREAS, the City Coumil of the City of Columbia Heights by motion on the 14th day of February, 1972 ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council meeting on the 16th day of March, 1972, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. p. 52 ~OW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the materials to be used are as follows: o Seal Coat, Asphalt, and Aggregate That a careful estimate of the cost o£_the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improverent, which he deemed benefited thereby, were properly notified of said hearings, and That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be as ce rta i ned. 5. These improvements shall also be known as Project #668. Roll Cal 1 - A11 Ayes. p. 53 Alley Surfacing. The alleys recommended by the Engineering Department for permanent surfacing include: Reservoir to Tyler, 39th to 40thAvenue Main to 2nd Street, 42nd to 43rd Avenue 4th to 5th Street, 42nd to 43rd Avenue 5th to 6th Street, 43rd to 44th Avenue Main to 2nd Street, 44th to 45th Avenue University to 4th Street, 44th to 45th Avenue Jacks,~n to Van Buren, 44th to 45th Avenue University ~ ~th Street, 47th to 48th Avenue The City Manager said the reason for paving these alleys is a matter of maintenance and drainage. The surfacing proposed would be concrete with an estimated cost of $7.50 per assessable foot. Residents from the areas were present and submitted petitions to the Council for and against the various alley pavings. Based on discussions and the petitions, the Council voted to approve the following alleys: Main to 2nd Street, 42ad to 43rd Avenue. 4th to 5th Street, 42nd to 43rd Avenue. 5th to 6th Street, 43rd to 44th Avenue. Motion by Jeska, seconded by Heintz to place the petitions opposing Jack~on to Van Buren, 44th to 45th; University to 4th, 47th to 48th; 44th to 45th Avenue, University to 4th; Main to 2nd, 44th to 45th; Main to 2nd, 42nd to 43rd Avenue; and in favor of the alley from 42nd to 43rd, Main to 2nd Street; on file. Roll Call - All Ayes. The resolution ordering improvements was offered by Land, seconded by Jeska.
