The meeting was called to order at 9:29 p.m.

Resolution Re-certifyin~ 1971 Tax Levy, Collectable in 1972 in Accordance
With Levy Limitations as Established by the 1971 Legislature.

Offered by Heintz, seconded by Land,
BE IT HEREBY RESOLVED by the City Council of the City of Columbia
Heights, County of Anoka, Minnesota, that the following sums of
money be levied for the current year, collect~ble in 1972, upon
the taxable property in said City of Columbia Heights.
Said levy is in accordance with the directives from the
Department of Taxation as set forth in forms 276, 279, and 280
which anticipates a replacement allotment of $312,897 in lieu of
exempt property reimbursement and sales tax per capita aids formerly
alloted.
Levies shall be in the following amounts for the purposes as
listed:

Review of Third Quarter Report.
Several items were discussed. Mayor Nawrocki asked about the
receipts from the per capita distribution and liquor and cigarette
tax. The City Treasurer checked on these and we have received
our full allotment from these sources. Several other items were
discussed and in cases of over-expenditures additional receipts were
pointed out that would off-set the expenditures. The City Manager
stated that based on the Third Quarter Re~ort it was his opinion
that we would come out with a fairly well balanced total budget
at the end of 197].
Resolution Establishing Certain Park Areas Where Snowmobiles Shall be
Allowed.
The Re~ ution was offered by Logacz, seconded by Heintz,
WHEREAS, Ordinance #759, Section 23D requires that snowmobiles may
only be allowed to operate in park areas designated by resolution
or ordinance by the City Council, and
~HEREAS, Ordinance #694, Section 3 states that snowmobiles may operate
on publicly owned property posted "Snowmobiles Allowed",
NOW, THEREFORE, BE IT RESOLVED that the City Council authorize
the use of snowmobiles in the following City parks:
1. Sullivan Lake Park, provided the vehicles are kept at least
100 feet from the edge of the skating rink.
2. Silver Lake, provided the snowmobiles are brought in at the
4lst Avenue boat landing, and shall not be operated on the beach
area ~ 43rd Avenue.
3. Prestomen Park from 39th to 39½ Avenue between Cleveland and
McKinley Streets.
4. LaBelle Park in the swamp area between 4Oth and 42nd Avenue
when the ice thickness is sufficient to hold the vehicle, and
the snowmobile operators shall be responsible for determining the
safety of the surface, particularly in the vicinity of weed
growths in that area. They shall also stay at least 100 feet away
from the skating rink and hockey rink areas by 42nd Avenue.
5. Huset Park from Quincy Street to the Field House on Mill Street,
except thE' sliding hill area across from the fire station. In this
area the snowmobilers must stay well beyond the farthest reaches
of the slide at the foot of the hill. They should also stay lO0
feet away from the skatin9 rink and hockey rink areas and shall
not be allowed to 9° north and south on Jefferson Street.

Additional Employee inSewer & Water Department.
A request was received from Sewer & Water Dept. Superintendent Jolly
to make Richard Gill a permanent employee of the Utilities
Department. Mr. Jolly said Mr. Gill has been a temporary full-time
employee for a considerable period of time. He has considerable
talents in working with mcr ors and mechanical equipment, and there
is no question on the desirability of having him on the department.
Mr. Jolly reported this summer he didn't hire any additional personnel.
Mr. Gill would be of good use to all next summer. We do have a
program of maintenance. Mr. Gill is also a Volunteer in the Fire
Department. Motion by Heintz, seconded by Jeska that the Sewer and
Water Department be authorized to hire an additional employee in
the position of Maintenance Man, by the name of Richard Gill,
as budgeted for in the 1972 budget. Roll Call - All Ayes.
Councilman Jeska instructed the City Manager not to hire any more
temporary full-time help without the approval of the City Council.
Sound Proofing Pistol Range.
Motion by Land, seconded by Logacz to autbrize the expenditure of
up to $1,500 to apply the sound proofing materials to the Library
basement. Roll Call: Land, Heintz, Logacz, Nawrocki - Ayes.

Inspections on Home Occupation Permits.
Councilman Jeska reported at the last Planning Commission meeting
renewals on apartment licenses, special use permits, home occupation
permits, and so forth were discussed. The commission felt because
of the restrictive nature on home occupation permits an inspection
by the Inspection Department be made to see that they are complying
with the intention of the permits. He said he would like to see
Mr~.Sonnenberg complete as many of these inspections as possible
by the next Planning Commission meeting, although Mr. Sonnenberg
indicated he would not have the time to do them all without the
help of another department such as the Fire Department.
