Special Meeting
November 15, 1971
The meeting was called to order at 8:12 p.m.

Consideration of Re-Issuance of Park Construction Blasting Permit.
Mayor Nawrocki said this special meeting was called for the purpose
of consideration of re-issuance of Park Construction Company's
blasting permit for const~ction in the Burlington-Northern Railroad
yards.
Representatives of Park Construction, Twin City Testing, and Barton
Contracting were present at the meeting, as were a number of
residents from the Main Street area.
The City Manager reported since the last meeting, Art Porter of
the Engineering Department has been assigned to record seismograph
readings of the blasts and report this information. This way,
someone'from the City will allways be on the site. He said
Park Construction Company agreed to pay the salary and fringe
benefits for Mr. Porter's time.
It was reported a new man was assigned to do the actual Wasting
and he has shown more care and concern on the job as far as placing
the charges. The charges have been staying below the .3 level in
Fridley.
About 125 homes were involved in inspections and as of Friday morning
there were only 18 which the inspectors could not get into. These
were checked on the exterior.
The City Manager said based on experience, if you are in a house
somewhere within a block or two of the explosion there is a
definite vibration. It is not possible to stop the vibration
in the houses. But when you are outside and another shot goes off,
you don't notice it.
He said a letter was sent to the Fridley City Council asking them
to go along with our ban on blasting. They are considering this
request this evening.
Jerry McDonald from Park Construction said they have gone right down
the line on what the Council requested in order to get their p~ mit.
He supplied the City Manager with inspection reports of homes in
Columbia Heights and in Fridley.
After a lengthy discussion 9n protection for the residents in regard
to damages, a motion was made by Jeska, seconded by Land, that the
request for the permit be tabled until the next regular meeting
for the following reasons:

To give the City of Columbia Heights additional time to seek
technical information to guide us in setting requirements for
blasting.

To seek ways in which the people can be more adequately
protected in the damage claims.

Motion by Jeska, seconded by Logacz to adjourn at 10:44 p.m.
