Special Meeting
November 13, 1971
The meeting was called toorder at ll:13 a.m.
Heintz, Jeska, Logacz, Nawrocki - present.
Roll Call: Land,
Mayor Nawrocki explained the purpose of this special meeting was
to consider a Resolution that would establish salaries for the
members of the Police Department for 1971. He said considerable
discussions have been held between the City Manager and Mr. Jendro,
and with Dr. Smythe, Labor Consultant, and with the City Attorney.
Based on these discussions a resolution was presented:
Offered by Logacz, seconded by Heintz:
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
WHEREAS, negotiations have proceeded prior to January, 1971
for the year 1971 between Local 149 Teamsters representing
members of the Police Department and the City Council's
Labor Consultant, and in recognition of the accelerating
financial burden of the private pension plan the City of
Columbia Heights Police Department and the City Council
of the Cit'y of Columbia Heights agree to the following terms
and conditions of employment:
NOW, THEREFORE, BE IT RESOLVED that the following salary
and fringe benefit program be instituted for members of
the Columbia Heights Police Department:
Salary adjustment of $29 per month to be granted
to all patrolmen and sergeants.
An additional $36 to be paid as a "pension inequity"
adjustment payment (not to be considered as salary
for pension purposes) to personnel in the Columbia
Heights Relief As~ciation.
3. Personnel under P.E.R.A. to receive $65/month adjustment.
Time and one-half to be paid for overtime on call
backs and hold-overs, authorized by the supervising
officer, said overtime to be based on salary including
"pension inequity."

Residency requirement to be waived and a time requirement
to reach the Police Station from their residence of no
more than 15 minutes be established.

That any life insurance'program granted for Columbia
Heights City employee include all members of the
Police Department and a representative of the
Department to kbe a member of the Insurance Committee
to review proposals on such insurance coverage.

Tl~at a false arrest insurance program be granted for
department members.
Clothing allowance of $140 per year to be granted
payable by voucher.

That any new patrolman hired after November l, 1971
be informed that as soon as legal ly permissible they
shall be placed under the Public Safety P.E.R.A. pension
plan with funds invested on their behalf in the
Columbia Heights Relief Association to be transferred
at that time to the P.E.R.A. public safety fund to
credit them for time spent on the department under
the private plan.
10. Before this resolution takes effect a By-Law which
will place any new employees of the City of Columbia
Heights Police Department under the pension plan as
provided by the Public Safety P.E.R.A. program of the
State of Minnesota must be passed by the Columbia
Heights Police Relief Association and the Police
Department will support legislation to place new
personnel in the Public Safety Pension Program.
BE IT FURTHER RESOLVED that items number 1, 2, 3, and 8
be made retro-active to January l, 1971 and that the
applicable authorization for salary adjustments during the
"Freeze" period under appropriate federal and state regulations
be used for the members of the Department as justification
for a salary inc~se during the period from August 15, 1971
to November 13, 1971. Provided sa id employees qualify
under this Act.
This resolution shall become effective upon acceptance
by Local 149 representing the Columbia Heights Police
Department, and a legal opinion of the City Attorney which
indicates that the above resolution does not violate any
of the Wage and Price Freeze Guidelines.
