The meeting was called to order at 6:07 p.m.

Resolution to Canvass Ballots from Municipal Primary Election.
The Resolution was offered by Heintz, seconded by Logacz, WHEREAS,
The City of ~lumbia Heights, did on the 12th day of October, 1971
conduct and hold a Primary Municipal Election for the purpose of
nominating candidates for office of Mayor and City Council-men to
be voted on at a General Municipal Election November 2, 1971; and
WHEREAS, the City Council of the City of Columbia Heights, at a
meeting of said Council held on the 14th day of October, 1971 did
canvass the returns and results of said Primary Municipal Election;
and WHEREAS, the following ~X~Z results were determined by
said canvass of said Primary Municipal Election, to wit:
Valid Ballots Cast and Counted for Mayor: 1146
Defective Ballots Not Counted for Mayor: 15
Total Ballots Cast for Mayor: 1161
Valid Votes Cast and Counted for Council: 2204
Defective Votes Not Counted for Council: 118

NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City
of Columbia Heights that Robert King and Bruce G. Nawrocki are hereby
declared to be candidates for Mayor and William Land, Walter Logacz,
Gayle Norberg, and Lynette Thomson are hereby declared to be candidates
for Councilman at the General Municipal Election to be held
November 2, 1971. Roll Call - Ail Ayes.
Re~luest from Jaycees to Hang Banners.
A request was received from the Jaycees for authorization to hang
two banners across Central Avenue north of 40th Avenue advertising
the General Municipal Election November 2nd, and the other on
Ecology. Motion by Logacz, seconded by Jeska that the request be
granted. Roll Call - All Ayes.
Consideration of Award of Bids on Garbage Service.
The City Manager said in the case of the bids received on garbage
service which were extremely close, he asked the City Attorney to
verify what the City's responsibility was in respect to award of bid.
The City Attorney said according to our charter and state laws, we are
to award the bid to the lowest responsible bidder. He said in addition
to considering price, you consider ability, experience and skill.
This doesn't necessarily mean low price.
The City Manager said based on this and our investigations through
standard channels to verify records of individuals involved in the
management of the companies and the background of the companies, he
would recommend the Council consider a three year contract with
Modern Services based on the bids as submitted and experience we have
had with Modern. He said he felt ultimately Modern's bid would prove
to be the most economical for the City.
Councilman Land said he is in favor of Modern Services being awarded
the bid because we need the service that people want and Modern knows
what the people desire. They are prepared to do the best job.
He said when you get down to a few dollars difference in the bids,
that money cannot be considered as far as importance of the service.
Small things like street repair, garbage disposal and snow plowing
can cause the most ~ouble, complaints and hard feelings with people.
These would be kept a t a minimum with Modern.
Covncilman Heintz said we had our problems with Modern the first year
but the second year things began to jell a bit, communications wise.
Modern already knows our problems.
A representative from All-State was present and asked what the Council
felt this decision would do to the contract decision three years from
now when the low bidding responsible company was not chosen to do the
work. He asked if the City was locked into Modern?
Mayor Nawrocki asked the same question.

The City Manager said since there is such a slight difference in
the total bids, he had to view them as being essentially equivalent.
He said one problem with A11-State was the fact that we would have to
deal with a vat service other than All-State. The Council should
recognize that All-State will have part of their work being done by
a sub-contractor. He said after checking into the companies he
found no complaints or problems in other communities, and that he was
satisfied with the facilities, equipment and so forth. But his concern
was over a secondary contractor involved and the real ization that for
some period of time the amount of time expended in getting the
routes worked out and the operation underway would be similar to what
we have had each time we changed carriers. There is a transition
period.
The City Manager said on the matter of the price freeze, information
was forwarded to ~each bidder informing them of the fact that they
would be Xobligated to accept the amount being presently paid under
our present contract until the ~end of the freeze. When asked if
they would abide by the lower price for the duration of the freeze,
All-State said that is something they could not say off-hand but
probably for the two week period they could do it. But, they would
have to take a hard look at it if they couldn't raise the rates
after November 15th.
Motion by Jeska, seconded by Logacz that based on the recommendation
of the City Manager, the contract be awarded on a three year basis
to Modern Services. Roll Call: Land, Heintz, Jeska, Logacz- Ayes.
Nawrocki Nay.
Park Construction Bla~ing Permit.
Mayor Nawrocki said the blasting in the railroad yards is causing a
lot more problems than was indicated we should have. He requested
changes be made by Monday or he would ask the Council to void
their blasting permit.
Motion by Heintz, seconded by Jeska to adjourn at 6:55 p.m.
