Special Meeting
August 2, 1971
The meeting was called to order at 8:13 p.m. Roll Call:
Jeska, Nawrocki - present. Land, Logacz - absent.

Mayor Nawrocki opened the meeting~ saying this was a special meeting
which was called by the Council as 'a hearing on consideration of
adoption of the Comprehensive Development Plan for the City of Columbia
Heights. He said the Plan has been in the making close to five years
g~ng back to 1966 when a committee was appointed to study long range
development for the City. He reported the Council hired the services
of Midwest Planning to furnish the technical assistance necessary to
carry out the study. The Plan was developed and presented to the citizms
at four public hearings. The Commission and Midwest Planning then
evaluated the comments made at these hearings and changes were made
in the Plan with the Plan as revised under consideration tonight.
He said the total cost of the Plan was $33,600, 2/3 of which was paid
for through federal funds.
Members of the Planning and Zoning Commission were present at the meeting
and introduced. John Hemak who resigned from the Commission after
serving from 1963 to 1971 was presented a certificate of appreciation.
Mr. Kenneth Ballard who will replace Mr. Hemak was also introduced.
Floyd Hammargren, present Chairman of the Planning Commission said
Mayor Nawrocki pretty well covered the background on the Plan and
stressed the community Plan was for all people of Columbia Heights.
Larry Jung from Midwest Planning reviewed some of the problem situations
in the City. He said one of these is a lack of community identity
and Midwest'Planning took this into consideration and are attempting
to make our community more unique. He pointed out there was a great
need for housing for the elderly.
Approximately 18 citizens were present at the hearing and a general
discussion was held on the Plan.
George Wojack of 2OOO.-7th Street N.E. in Minneapolis was present with
his brother John Wojack of 4003 Main Street and expressed concern over
the federal money involved and questioned if the Plan was urban renewal
and if the City would take homes away for public housing.
Ralph Pickering, 3915 Reservoir Boule~rd questioned the recommended
zoning on a section of 37th Avenue east of Central. He commented
favorably on a proposal to make Reservoir Boulevard a dead end at
37th Avenue. He said he was well satisfied with the Plan and complimented
the Council on their fine work.

Mr. Kenneth Hentges, 4150 Monroe, questioned how much land would be
recommended for commercial and industrial development in the future.
The Wojack brothers repeatedly shouted they were opposed to the Plan,
saying it was X~XUrban Renewal and asking that the citizens have a vote
on the Plan.
The Resolution adopting the Comprehensive Plan as recommended by the
Planning and Zoning Commission of the City of Columbia Heights was read
and Offered by Jeska, seconded by Heintz. BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights that in accordance with
Minnesota Statutes 462.355 Preparation, Adoption and Amendment of
Comprehensive Municipal Plan, Subdivision 2 and 3 which statute sets
forth the procedure on adoption of the Comprehensive Plan, and WHEREAS,
a notice of the time, place and purpose of this hearing has been published
in the official newspaper "The Columbia Heights Sun" on July 21, 1971
and July 28, 1971 announcing the meeting being ~held August 2, 1971, and
WHEREAS, the Planning and Zoning Commission did hold public hearings for
which notices were sent to every property in the City of Columbia Heights,
said meetings being held October 19, 20, 22 and 29, 1970 and
December 10, 1970, ~BX~ which meetings were held at schools and public
buildings conveniently located in each section of our community, and
WHEREAS, as a result of these hearings the Comprehensive Plan was
ultimately amended to include certain changes requested by citizens
attending these meetings, and WHEREAS, said amendments were made a
part of the Comprehensive Plan which was then reviewed in its entirety
by said Planning and Zoning Commission and ultimately recommended by
Resolution of the Planning and Zoning Commission at an official
meeting April 20, 1971, NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Columbia Heights that the City of Columbia
Heights Comprehensive Plan as unanimously recommended by the Planning
and Zoning Commission of the City of Columbia Heights be and it is
hereby adopted as the official Municipal Plan of the City of Columbia
Heights and that all required legal acts in respect to the adoption
herewith have been complied with. Roll Call - All Ayes.
Mr. Hentges asked if a 4/5 vote of the Council was necessary? The
Attorney said Minnesota Law requires only a majority being in favor
of the Resolution. The C~y Manager said 4/5 vote is needed only on
expenditures of money such as bond issues.
Motion by Heintz, seconded by Jeska, to adjourn~.at 9:15 p.m.
