Bids on a utility project at 37th and Central (Shell Oil Co.), #7101
were received from the following:

Motion by Land , seconded by Heintz lbat the bids be turned over to the
City Manager for tabulation and report back later in the meeting.
Roll Call - All Ayes.
Lot Subdivision Request, 1330 - 43rd Avenue.
A request was received from Anna E. Johnson, 1330 - 43rd Avenue, for
a lot subdivision of her property described as: N. 15' of W.½ of
Lot 3 and N. 150' of all of Lot 4, Block 3, Reservoir Hills.
Mayor Nawrocki expressed concern on locations of buildings on the
property and suggested the City Manager verify bui~ing locations,
so the lot isnIt split down the middle of the house. Motion by Land,
seconded by Heintz that the subdivision request be tabled until
the next regular meeting for additional information.
Solicitors License Request to Paint Addresses on Curbs.
A solicitors license application was received from Joseph Untrauer
and from Michael Fitzgerald, both college students, to pai~ house
numbers on curbs.. It was reported there is no set charge for the
service and a slip is left at each house requesting donations for
the work. A Police check indicated no record on either young man
and no apparent problems. Motion by Jeska, seconded by Heintz
that the license be granted upon payment of proper fees. Roll Call -
All Ayes.
Truck & Trailer License, 4001 University...
A truck and trailer license application was received from the Texaco
Station at 4001 University Avenue, ~~XX~as recommended by the
Planning and Zoning Commission, with the stipulation that ~
screening would be ~cided upon when the trailers and trucks were
brought in. Councilman Jeska said this request may need a special
use permit which requires a plot plan. Motion by Heintz, seconded
by Jeska to grant the request for eight trailers and seven trucks
based on the recommendation of the Planning and Zoning Commission,
subject to later determination by the Commission on screening, that
the permit so indicate that on each annual renewal the same
requirement will be there that the permit be subject to screening
requirements by the Commission. Roll Call - All Ayes.
Garage Waiver for 4233 - 2nd Street.
Mr. Wiklacz, 4233 - 2nd Street, was present requesting a waiver to
place a detached garage in line with the front of the house,~X~X~X~
X~X~EX~X as recommended by the Planning and Zoning Commission
and in vie~ of the building locations. Motion by Heintz, seconded ~
by Land, to grant the waiver to build a detached garage 10'1" from
the existing house and 1' back from the front porch line, that the
permit indicate the applicant states no breezeway is anticipated.

Lot Subdivision Request for 620 - 47th Avenue.
Mrs. Delores Crocker was present requesting a lot subdivision for
her property at 620 - 47th Avenue for two building sites leaving
a 62½' lot available on the west for construction of a home.
Motion by Jeska, seconded by Heintz to grant the subdivision request
as recommended by the Planning and Zoning Commission. Roll Call -
All Ayes.
Garage Waiver at 1036 Gould Avenue.
A request was received from Mr. Robert Burgoyne, 1036 Gould Avenue,
to build a garage 2' from his side lot line on a 40 foot lot.
Motion by Jeska, seconded by Logacz to grant the request as recommended
by the Planning and Zoning Commission. Roll Call - All Ayes.
Fence waiver at 1OO1 - 49th Avenue.
Motion by Jeska, seconded by Heintz to grant a waiver, as recommended
by the Planning and Zoning Commission, to allow a 7' alternating board
fence starting from a point 7' north of the front property line at
1001 - 49th Avenue, and continuing to the north boundary of the lot.

City Garage.
A lengthy discussion was held on retaining an architect for the new
City Garage and the various locations where the garage could be
located. It was decided that the Council members and the
Engineers, along with Architect Tom Van House~ meet informally on
Tuesday evening, July 13th, at 8:00 p.m. and take a field trip to
the proposed sites as suggested by the Engineering Department.
Paintin~ the Liquor Store.
Motion by Jeska, seconded by Heintz that the City Manager be
au~Jorized to expend up to $934 for painting at #1 liquor store.
Roll Call - All Ayes.
Special Use Permit, 3952 Central.
Motion by Jeska, seconded by Logacz to grant a special use permit
for William Balamut, Heights Industrial Optics Shop, at 3952 Central,
as recommended by the Planning and Zoning Commission. Roll Call -
All Ayes. Mayor Nawro~i informed Mr. Balamut this permit must be
renewed each year.
Ordinance #759 Relating to Parks.
A second reading was held on Ordinance #759 relating to the use of
parks and parkways of the Park Boar~ of Columbia Heights and to
secure the quiet, orderly and suitable use and enjoyment of such
parks, parkways, and portions of the adjacent lakes, streams and
ponds by the people and prescribing penalties for its violation.
Offered by Logacz, seconded by Heintz. Roll Call - All Ayes.
Ordinance #759 was adopted. Mayor Nawrocki said this is an all-
inclusive ordinance. We may have to amend it later if it does get
too rest~ctive.

Resolution Re: 45th Avenue Overlay Project.
No action was l~ken on a resolution authorizing 45th Avenue overlay
project from University to Central Avenue. Clayton Berg from the
Engineering Department reputed he attended a meeting of the Hilltop
Village Council and Hilltop wants to get a contrac~tor in and do their
own part of the street, 45th, north 1/2 from Central to Monroe.
They would probably follow the same specifications and materials
Columbia Heights would use but want to do their own part. He said
the Village Council was concerned about being ~a~sessed for extra
dollars for storm sewer work from 4th Street to 7th Street.
Mayor Nawrocki suggested discussions be held between Hilltop and
~½~XXX#XColumbia Heights.
Award of Bids on Utility Project #7lO1.
Motion by Land, seconded by Heintz that the bid for utility work on
project #7101 be awarded to Erwin Montgomery, low bidder, in the amount
of $24,635.00, $10,000 of that to be paid by Shell Oil Company as
stated in their agreement. Roll Call - All Ayes.
City Attorney Reports.
The City Attorney reported legislative activities such as the Tax Bill,
the Detoxication Center Bill, legislative re-districting, and the
Right-Turn-on-Red law.
The City Attorney reported he prepared a commercial and industrial
garbage ordinance. Copies will be made and distributed ~before
the next regular Council meeting.
Bids on Sanitary Sewer for Sullivan Lake area.
The City Engineer reported that due to some mechanical features to
be incorporated, he would like to postpone the bid letting date
on sanitary sewer for Sullivan Lake area, possibly to August 3rd.
Motion by Jeska, seconded by Heintz that the bids that were called
for July 26, 1971 be changed to August 3rd at 10:00 a.m. in the Office
Xof the City Manager. Roll Call - All Ayes.
The Engineer reported the award of bids could then be made at the
August 9th regular Council meeting.
Main Street State Aid Project.
A lengthy discussion was held on the Main Street state aid project
from 37th to 40th Avenue and the lack of adequate flashers and
barricades.
Telephone Rate Increase.
Motion by Laad~ seconded by Jeska, that the City Attorney be
authorized to follow the hearings on the telephone rate increase and
to take s~ b actions as he may deem suitable to protect theX~X~
best interest of the people in Columbia Heights. Roll Call - All Ayes.
104.
Licenses.
Motion by Jeska, seconded by Heintz that the license application as
listed be granted upon payment of proper fees. Roll Call - All Ayes.
Petition on 42nd Avenue Project.
Kenneth Hentges was present and presented a petition with approximately
97 signatures on 42nd Avenue from University to Central and requested
~e Council hold a hearing. He said he felt that by the time of the hearing
he would have more than 50% of the signatures required. ~X~Since he
did not, the Council denied the request and told him to come back
at the next Council meeting.
Police Department Salaries.
A discussion was held on what kind of offer should be made to the
Police for 1971 salaries. Mayor Nawrocki suggested cost of living
increase and because of excessive pensions costs caused partly because
the men chose to get benefits that are ~in excess of the way the
pension fund was funded, that we therefore can justify not ~meeting
other departments on other things inclu~ding salary.
701 Hearing.
Motion by Jeska, seconded by Land to call a special meeting to be held
August 2~, 1971 at 8:00 p.m. in the Field House for a public hearing
pertaining to the long range comprehensive plan subject to verifying
that someone can make the presentation and proper notification is
given to the public. Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz to adjourn at 12:20 a.m.
