Main Street Tree Markings.
Residents from Main Street, 37th to 40th Avenue, were present
and held a discussion with the Council members and Engineering
staff regarding markings on trees and telephone poles for removal
during construction in this area.

Bids on Towing Service.
Motion by Jeska, seconded by Land that the bid on towing service
be awarded to Dick's Towing Service of New Brighton, on the basis
of X~low bid, that the Mayor and City Manager be authorized to
enter into a contract for same. Roll Call -All Ayes.
Bids on Gasoline, Diesel Fuel and Furnace Oi 1.
Motion by Jeska, seconded by Land that the bid on regular gasoline
be awarded to American Oil Co., in the amount of 21.15¢/gai., and
the bid on diesel fuel and furnace oil be awarded to Mobil Oil Corp.,
in the amount of ~X~ 13.2¢/gal. for each, on the basis of low bid,
the Mayor and City Manager be authorized to enter into a contract
for same. Roll Call - AIl Ayes.
Bids on Used Track Type Tractor Bulldozer.
Motion by Land, seconded by Jeska that the bid on a used bulldozer
be awarded to Volk Trucking Co. in the amount of $6900.00, based on
low bid. Roll Call - All Ayes.
Hearing on Installation of Sanitary Sewer Near Sullivan Lake.
A hearing was held on the installation of sanitary sewer west of
Central Avenue, east and south of Sullivan Lake. The City Manager
reported the hearing came about as a result of a cess pool problem
at 53rd and Central and therefore the project was considered a
little bit earlier than had been thought necessary. Owners of the
undeveloped property involved were present and made no comments in
opposition to the project and said this was necessary work in
order to develope the area. The City Manager estimated the cost
at approximately $~1.O0 per foot. Motion by Land, seconded by Logacz
that the City Manager be authorized to proceed with this project.

Resolution Authorizing Sanitary Sewer Project.
Offered by Logacz, seconded by Jeska, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, WHEREAS, the City
Council of the City of Columbia Heights by motion on the 14th day
of June, 1971 ordered notice of a hearing to be given to property
owners, and WHEREAS, pursuant to a notice of hearing certain residents
appear~l at a Council meeting on the ~28th day of June, 1971, and
WHEREAS, the Council determines to proceed with this local
improvement, a portion of the cost being defrayed by special
assessments under Charter provisions, NOW, THEREFORE, IT IS
HEREBY RESOLVED: 1. That the location and extent of such
improvements is as follows: The installation of lateral sanitary
sewer, lift station, and force mains to serve that part of
Columbia Heights lying west of Central Avenue and easterly and
southerly of Sullivan Lake including parts of Lots 1, 2, 3, 4, 5, 7,
a~d.8, Auditors Sub. N. 51, Anoka County. 2. That the materials
to be used are as follows: Plastic sewer pipe, package lift station
and appurtenances, cast iron force main and appurtenances.
3. That a careful estimate of cost of the improvement has been made
by the City Manager and the ~veral lots and parcels of land fronting
upon and adjacent to such ~oposed improvement, which he deemed
benefited thereby, were properly ~tified of said hearing, and
4. That the City Manager shall also list the names and owners of the
several parcels so improved as nearly as can be ascertained. 5. That
these improvements shall also be known as Project No. 662. Roll Call -
All Ayes.
Ordinance No. 764 Relating to Fences.
A second reading was held on Ordinance #764 amending Fence Ordinance
~599 regarding barbed wire fence prohibition and fences in industrial
areas. Offered by Land, seconded by Jeska. Roll Call - All Ayes.
Ordinance #764 is adopted.
Ordinance #765 Relating to Sale of Property.
A second reading was held on Ordinance #7~5 amending #699 relating
to sale of property to Kenneth J. Wick and Bernice E. Wick.
Offered by Land, secondedby Logacz. Roll Call - All Ayes.
Ordinance #765 was adopted.
Resolution Authorizing Tra~-I:ers from Unallocated General Fund.
Offered by Land, seconded by Jeska, BE IT HEREBY RESOLVED by the City
Council of the City of Columbia Heighl5 that the City Treasurer be,
and he is hereby authorized and directed to make the following
transfers to the salary funds of the respective departments from the
unallocated general fund salary and fringe benefit section of the
1971 budget: Street Department $12,000, Administration $10,000,
Engineering $2,600., Park Department $6,000 and Fire Department
$8,000. BE IT BURTHER RESOLVED that an inter-fund transfer in the
revenue funds be made as follows: Sewer Fund: $3,000 from utilities
salary contingency fund; Water Fund: $7,000 from utilities salary
contingency fund. Said transfers to be made prior to June 30, 1971
and there are sufficient monies allocated in said contingency funds
to make such transfers. Roll Call - Ail Ayes.
Resolution Relating to Surcharge on Permits.
Offered by Land, seconded by Jeska, BE IT HEREBY RESOLVED by the
City Council of the City of Col ufoia Heights that: WHEREAS,the 1971
Legislature has established a new surcharge on all building permits
issued by local governmental units within the state, and~EREAS, the
method of establishing evaluations differs somewhat from the methods
used in the City~ Columbia Heights as established by Resolution
January 22, X~X1962, NOW, THEREFORE, BE IT RESOLVED that effective
July !, 1971 the state evaluations as set forth and on record in
the City Office of the City of Columbia Heights be utilized in the
computations for permit ~es effected thereby. Roll Call - All Ayes.

Resolution Re: Low Rent Housing.
A Resolution approving application of the provisions of
section 23 of the United States Housing Act of 1937, as Amended,
to locality, was offered by Jeska, seconded by Logacz, WHEREAS,
under the provisions of Section 23 of the United States Housing Act
of 1937, as amended, the United States of America, Housing
Assistance Administration is authorized to provide financial
assistance to local public housing agencies in providing low-rent
housing by leasing dwelling units in existing privately-owned
structures; and WHEREAS, said Section 23 provides that the
provisions thereof shall not apply to any locality unless the
governing body of the locality has by resolution approved the
application of such provisions to such locality. NOW, THEREFORE,
BE IT RESOLVED by the City Council of the City of Columbia Heights
as follows: The application of the provisions of Section 23 of
the United States Housin§ Act of 1937, as amende~ to the City of
Columbia Heights is approved. Roll Call - All Ayes.
Metropolitan Police Communication System.
Capt. Morris of the Coon Rapids Police Department was present requesting
the City Council of Columbia Heights to adopt a resolution authorizing
participation in the Metropolitan Police Communication system, a
proposal for a computer tele-type system. He said it would cost
the City less ~K~than $100 per month and he has received
assurance from the Law Enforcement Aid Assistance Program that
they would help fund this program on a year to year basis.
The resolution was offered by Jeska, seconded by Logacz ~EREAS,
the Department of Public Safety, Bureau of Criminal Apprehension
is submitting an application for funding a Metropolitan Communication
Upgrading Program; and WHEREAS, the Counties and Municipalities
using the metro teletype circuits have requested the Bureau of
Criminal Apprehension to act as grantee for this program; NOW,
THEREFORE, BE IT RESOLVED by the City CouNcil of the City of
Columbia Heights that the Bureau of Criminal Apprehension act
as grantee for the Metropolitan Communications Upgrading Program,
and administer the funds in behalf of th e~etro circuit users and
for the 12 months duration of the grant; BE IT RESOLVED that the
Bureau of Criminal Apprehension, Department of Public Safety, is
hereby authorized and directed to execute such an agreement as
requested by the Governor's Commission on Crime Prevention and
Control to Implement said grant; BE IT FURTHER RESOLVED that we
understand and accept the total cost of this upgraded communication
system on a pro-rated basis when federal support is no longer
available; BE IT FURTHER RESOLVED that we agree to pay not less
than 25% of the system, such actual cost to be based on total
mileage pro-rated, premise charge, channel conditioning, and
hardware installed in our department at a total cost of no more
than $125.00 per month. BE IT FURTHER RESOLVED that we will
accept monthly billing from the Bureau of Criminal Apprehension,
as grantee, based on the above formula as worked out by the
terminal users committee; BE IT FURTHER RESOLVED that we will make
maximum use of the available terminal equipment and computer
programs. This shall include responsibility for immediate

entry, inquiry and removal of data which law enforcement computers ~re
prepared to accept and store. At least one terminal shall remain
operational 24 hours per day, to ensure prompt response to messages
directed to us. BE IT FURTHER RESOLVED that the City of Columbia
Heights may at any time withdraw from the Metropolitan Communications
Upgrading Program without any further cost except that incurred to
date of withdrawal. These responsibilities shall become effective
on the date of installation. Roll Call - All Ayes.
Garbage Collection Situation, 4152 - 7th Street.
Eugene Scartozzi, 4152 - 7th Street, was present indicating he does
not get proper garbage pick-up according to the Contract. He said
there is nothing in the Contract or the ordinance about using plastic
bags or burnable paper and he can't see how the contractor can refuse
to pick up his paper bags when they are sealed packages. He said
there are lots of holes I~etween the Contract and the ordinance.
Councilman Land said the City tried to put together what they felt
was the best ar~ngement for the City under the contract and the
intent was to avoid using containers that might weather away.
It was reported the contract is up for renewal in August and
Mr. Scartozzi said he hopes when it is written, it will state
suitable containers.
Fence Height Waiver, 4017 Madison Street.
A request was received from Daro Smith, 4017 Madison Street. to ~XK~
erect a 48" high chain link fence. The Planning Commission members
have indicated no objections to this waiver and a statement was
received from Mr. Smith's neighbor indicating no objections.
Motion by Jeska, seconded by Logacz that the waiver be granted.

Garage Waiver, 4824 - 4th Street.
A request was received from Fred Payne, 4824 - 4th Street N.E. to
build a garage 2' from the lot line. Mr. Payne's neighbor has
signed a statement indicating no objections to the waiver. Motion by
Jeska, seconded by Logacz to grant the request. Roll Call -
All Ayes.
Recreation Commission Appointments.
A discussion was held on whether or not the City Council concurs
in the appointment of School Board representative to the Recreation
Commission. The matter was referred to the City Attorney for a
report.
Report on 38th and 5th Street Situation.
The City Manager reported he met with Mr. Kennedy from the vicinity
of 38th and 5th Street to discuss a situation which was reported at
the last Council meeting. An extremely bad odor was traced to
Thompson-Hayward Chemical Co; and they were directed to place their
potato bug killer into sealed containers. Cargill is checking their

pulleys, belts and shafts to help eliminate noise problems. American
Brakeshoe will proceed next month with construction to eliminate
~ all fumes and odors. The City Manager said he will go to the
Minneapolis Electric Steel Castings plant after 1:30 a.m. and check
the noise.
Reimbursement for Training Course.
Motion by Land, seconded by Jeska to grant a request from the
Police Department for reimbursement for expenses incurred for
Officer Frank Coleman to attend the Bureau of Criminal
Apprehension Peace Officer Training Course. Roll Call - All Ayes.
Proposal for Auto Parts Building, 48th and Central.
Mr. Lou Welle was present requesting permission to build a new
auto parts business on the property north of Shakey's Pizza on
Central Avenue. Motion by Jeska, seconded by Logacz that the
5' waiver on the north and 35' waiver on the south be granted,
that the conditions such as parking, screening and landscaping
and so forth be approved by the Planning and Zoning Commission.

Sale of Home at 3932 Quincy Street.
It was reported the McManus home at 3932 Quincy Street is up for
sale and this is the only remaining house on the south side of
Huset Park. The City Manager said there are two ~ossible uses for
thisx~x~propert¥, one for park expansion and theother for a
senior citizens housing project. The Manager was Directed to
contact the Park Department and the Housing Authority for their
views.
Bids on Sanitary Sewer Work.
Motion by Jeska, seconded by Land that the City Manager be authorized
to advertise for bids for sanitary sewer work and lift station work
in the area east of Sullivan Lake, bids to be opened at 8:00 p.m.,
July 26, 1971. Roll Call - All Ayes.
