Special Meeting
June 21 , 1971
The meeting was called to order at 8~01 p.m. Roll Call:

Mayor Nawrocki reported this special meeting was called for the purpose
of considering two proposed improvements, both based on the recommendation
of the Engineering Department.
Hearing on Blacktop Overlay - 45th Avenue N.E. from University to Central.
The City Engineer said the surface on 45th Avenue is boney, there are
signs of deterioration. The street is due for a seal coat ~X~but this
is not the type of treatment that will hold the street together.
Overlay would probably last 1½ to 2 times longer than a seal coat.
In addition, drainage would have to be improved on intersections at
7th Street, 6th Street and 5th Street to get the water into a storm
drain and keep the volume of water off the street.
The estimated cost of the ~erlay is approximately $9,000. Storm sewer
work is proposed in conjunction with the overlay, estimated at $21,0OO
of which $1,800 is already part of an alley surfacing project leaving
$19,200 estimated cost to the storm sewer work. It is proposed that
$10,O00 of the cost of storm sewer would be paid for out of general
funds in the City leaving about $9,200 worth of storm sewer work to be
assessed. The total estimated cost to be assessed for overlay and
storm sewer is approximately $1.03 per foot ½ way up the block both
sides of 45th, and property fronting on 45th Avenue would be assessed
Residents present questioned the need for storm drains at the
intersections. The Engineers said storm sewer design is not just
for low spots. You try and intercept some of the water before it
gets to the low spots. We need continual pick-up ~ water all along.
Questions were raised on how the Village of Hilltop would be assessed
for their portion north of 45th Avenue from Central to Monroe.
Mayor Nawrocki reported the City has no authority to assess another
municipality but we can enter into an agreement with them for their
share. How the Village collects money for their share is their own
affair.
Motion by Land, seconded by Logacz that the City Manager be authorized
to proceed with the construction of overlay and storm sewer v~o~k on
45th Avenue from Central to University. Roll Call - All Ayes.
Motion by Heintz, seconded by Jeska, to amend the motion to approve
the project contingent upon participation by the Village of Hilltop.
Roll Call - All Ayes.
Mayor Nawrocki said the resolution authorizing the project will not
be read or approved until an agreement is negotiated with the Village
of Hilltop.
Hearing on Curb, Gutter and Accessory Utility Work with Bituminous
Surfacing On Jefferson Street, 39th to 40th Avenue, and 39th Avenue,
5th to Jefferson.
The City Engineer reported this is actually two projects. One is
for curb, gutter, sanitary sewer, storm sewer and bituminous surfacing
on Jefferson Street from 39th to 40th Avenue. The other project
involves curb, gutter and surfacing on 39th Avenue from 5th Street
to Jefferson. He said curb and gutter will be installed and
assessed only where there is none at the present time. The heavy
bituminous surfacing on the streets will come under the State Aid
Program and no assessments will be made. The assessment for curb
and gutter is largely to the Park Department of the City.
A discussion was held on the possibility of installing sidewalks
on the east and west side of Jefferson Street going south of 40th
Avenue to the park properties.
Motion by Land, seconded by Jeska that the City Manager be authorized
to proceed with these two projects and that the City Engineer be
requested to check on the cost of the feasibility of sidewalks.

Resolution Ordering Improvements.
Offered by Land, seconded by Jeska, BE IT HEREBY RESOLVED by the
City Council of the £ity of Columbia Heights, WHEREAS, the City
Council of the City of Columbia Heights by motion on the 24th day
of May, 1971 ordered notice of a hearing to be given to property
owners, and WHEREAS, pursuant to a notice of hearing certain
residents appeared at a Council meeting on the 21st day of June,
1971, and ~EREAS, the Council determines to proceed with this
local improvement, a portion of the cost being defrayed by special
assessments under Charter provisions , NOW, THEREFORE, RXlT IS
HEREBY RESOLVED: 1. That the location and extent of such
improvement is as follows: Relaying storm sewer from alley south
of 40th Avenue to track area on J'efferson Street. Relaying sanitary
sewer from alley south of 40th Avenue to tmck area on Jefferson
Street. State Aid S£reet construction. Replace or new curb and
gutter, 39th Avenue, 5th Street to Jefferson - NJefferson, 39th to
40th Avenue. 2. That the materials to be used are as follows:
Bituminous materials, concrete, reinforced concrete pipe, gravel
base, plastic sewer pipe. 3. That a careful estimate of the cost
of the improvement has been made by the City Manager and the several
lots and parcels of land fronting upon and adjacent to such proposed
improvement, which he deemed benefited thereby, were properly
notified of said hearings, and 4. That the City Manager shall also
list the names and owners of the several parcels so improved as
nearly as can be ascertained. 5. These improvements shall also be
known as Project No. 661 - P.I.R. and M.S.A.S. 13-110-O3, 13-107-O5.

Main Street Tree Markings.
Residents from Main Street, 37th to 4Otb Avenue, were present
and held a discussion with the Council members and Engineering
staff regarding markings on trees and telephone poles for removal
during construction in this area.
