Licenses.
Representatives from the Superamerica Service Station, 5000 Central,
were present requesting an off-sale beer license. They reported
having such a license in other communities and have encountered no
problems whatsoever. Mr. Nawrocki informed them that in Columbia Heights
we have a local ordinance which requires that the man selling beer
must also be over 21 years of age. Motion by Jeska, seconded by
Logacz that the license be granted. Roll Call - All Ayes.
Mr. Hansen and Gerry (Red) Johnson of the DX station at 5001 Central
request a license to operate a popcorn stand at that station, and
displayed a plot plan showing the proposed placement. Motion by
Land, seconded by Jeska, that the license be granted. Roll Call -

Resolution Setting Salaries for Local 49 and 664.
A Resolution of intent regarding the 1971 and 1972 compensation
agreement for members of the International Union of Operating
Engineers Local 49 and Teamsters Local 664 was offered by: Logacz,
seconded by: Jeska. WHEREAS, the Metropolitan Area Management
Association, representing approximately thirty suburban communities
in the Twin City MetropolitanArea, did through its negotiating
committee enter into discussion with the International Union of
Operating Engineers Local 49 in accordance with Section 179.50 of
the Minnesota Statutes, and WHEREAS, the discussions between the
negotiating committee of the Metropolitan Area Management
Association and the representatives of the Internatioml Union of
Operating Engineers Local 49 and discussions between the Council
Representatives and Teamsters Local 664 have resulted in agreement,
and, WHEREAS, the Metropolitan Area Management Association has
recommended to all of the communities it represents that the
agreement be implemented, and WHEREAS, such an agreement between
the negotiating committee of the Metropolitan Area Management
Association and the International Union of Operating Engineers
Local 49 and between the Council negotiators and Teasmters Local 664
must be approved by the City Council before the agreement can

become effective, NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Columbia Heights that it is the intent of the City
Council to provide for the following: 1971 Agreement 1. A salary
of $768 per ~nth ($4.44 per hour) for the salary for the Light
Equipment Operators and $838. per month ($4.84 per hour) for salary
for the Heavy Equipment Operators. 2. Other salary differentials
to be based on the Heavy Equipment Operator Scales ($4.84 per hour -
1971) and Light Equipment Operators Scales ($4.44 per hour - 1971)
as follows: Shop Foreman: 20¢ per hour over H.E.O. (1971 - $5.04
per hour). Mechanics: Same as H.E.O. (1971 - $4.84 per hour).
Traffic and Sign Man: 10¢ p~r hour over L.E.O. to 10¢ per hour
under H.E.O. depending upon merit and experience (1971 - $4.74 per hour).
Sewer and Water Maintenance Man: 10¢ per hour over L.E.O. (1971 -
$4.54 per hour). Parkkeepers: 5¢ per hour over L.E.O. (1971 -
$4.49 per hour). Meter Reader (Plumbing Assistant): $2.50 per hour
up to a maximum of 15¢ under L.E.O. (1971 maximum $4.29 per hour).
3. The new salary rates for 1971 to become effective on the first
day of January, 1971. 1972 Agreement A salary increase effective
January 1, 1972 equal to the percent of increase in the Twin City
Area cost of living for October, 1970 to October, 1971 or a $50
per month (29c/hour) increase, whichever is greater. BE IT FURTHER
RESOLVED that any additional fringe benefits such as insurance of
any type granted to all other employees shall include personnel
represented by these respective unions. This resolution shall
become effective upon acceptance in writing from the representatives
of Local 49 Operating Engineers, and Local 664 Teamsters. Roll

County Partidpetion in Silver Lake Beach.
Mayor Nawrocki reported a check was received from Anoka County
Commissioner Albert Kordiak in the amount of $2,000 as the County's
participation in the upkeep of Silver Lake Beach.
Appeal of Planning Commission Denial of 35' Buildin.g Site.
This appeal of a Planning Commission denial of a 35' building site
at 4125 Polk Street from Mrs. Vivian Ratliff, was referred to the
City Attorney at the last regular Council meeting for a legal
interpretation. The City Attorney said on a building permit issued
to Mrs. Ratliff in 1963, a letter was attached signed by Mrs. Ratliff
stating her intentions not to build on the 35' and that the area
be used as a walk-way or driveway to the back parcel. She apparently
has changed her mind since 1963.
Councilman' Jeska sai'd he felt a 35' building site would be encroaching
upon ~certai'n developments that are there now and made a motion,
seconded by Logacz to deny the appeal. Roll Call - All Ayes.
Agreement For Mini-Park Water Fall Development.
Motion by Jeska, seconded by Heintz that the Mayor and City Manager
be authorized to enter int'o an agreement with Landscape Construction
for the waterfall in the Mini-Park at 41st and Central, subject to
suitable agreements that 100% of the costs for the work will be paid
by private sources. Roll Call - All Ayes.

Fence Waiver for 5101 - 7th Street.
A request was received from 5101 - 7th Street for a waiver to erect
a privacy fence between this house and one to the east. The waiver
was recommended by the Planning Commission since the house next door
is unsightly and is a constant maintenance problem. The City
Manager reported both the City Health Department and the County
Health Department have been working on this situation to try and
keep it cleaned up. Motion by Land, seconded by Jeska that the
fence waiver be granted. Roll Call - All Ayes.
Motion by Heintz, seconded by Jeska that the City Manager be authorized
to take the necessary actions to clean up the property to the east of
5101 - 7th Street. Roll Call - All Ayes.
Fence Waiver for 4225-29 Central Avenue.
A request was received from Gordon Hedlund, owner of the apartment
buildings at 4225 and 4229 Central Avenue for a waiver for the 48~'
chain link fence with the barbs up which he constructed across the
back of his property. Mr. Hedlund was present and said he wants
to keep people from going through his property to get to Central Avenue
from 42½ Avenue. The waiver was recommended by the Planning Commission
but that the barbs be remoYed from the fence or corrected. Motion
by Jeska, seconded by Land to grant the 6I' fence he~ht waiver.

Motion by Jeska, seconded by Land that Mr. Hedlund be instructed
to reverse the material on the fence at 4225 and 4229 Central so
that the barbs are at the bottem. Roll Call - All Ayes.
Fence Waiver for Water Tower Site.
The Planning Commission has requested that the Council approve the
placement of a 7' security fence with three barbed ~~wire strands
~~Xon the top around the water tower property as a safety measure.
Motion by Heintz, seconded by Jeska that the rec~est be granted.

Award of Bids on Fencin.g_.
It was reported the City took bids on fencing for the water tower
area on June 8th at I0:00 a.m. Motion by Heintz, seconded by Logacz
that Midwest Fence & Manufacturing Company be awarded the bid on
fencing and that the Mayor and City Manager be authorized to enter
into a contract for same at 4700 Stinson Boulevard in the amount of
$2,646.00. (Low Bid) Roll Call - All Ayes.
Planner or Planning Consultant.
A request was received from the Planning and Zoning Commission that
the City Council consider hiring a part-time planner or consultant
on a retainer basis after the 701 program is completed. Motion by
Jeska, seconded by Logacz that the City Manager be authorized to

explore the possibility of part-time services of a planner or planning
service, such information to be presented to the Council to be
considered with the 1972 budget. Roll Call - Ail Ayes.
Traffic Commission Report Regarding 40th and Jackson.
Councilman Land reported the Traffic Commission received a letter requestin
sema-phores be put up by the Library at 40th and Jackson because of
the increased number of children using the Library. He said the
Commission doesn't feel this is a dangerous intersection, it costs
too much money to invest in lights that are not really of value
at this particular time. Mr. Land said a reply was sent from the
Traffic Commission to the woman who requested the sema-phores.
Freeway Mobil, 53rd & Central.
The City Manager reported last week the drain field for the Mobil
Station at 53rd and Central overloaded and overflowed on to the
embankment by the station. The Pollution Control Agency contacted
the City Office and requested that the City abate this as a nuisance.
Mobil was contacted and they arranged to get the pumping taken care
of as a temporary measure and then requested additional drain field
until Columbia Heights put the sanitary sewer system in. The City
Engineer recommended that Mobil hook up to the Fridley sewer and
said one of the problems was that without knowing what the total
development of the area would be made it difficult to know exactly
where to place the service and how deep. Mobil said they felt the
connection costs to Fridley were quite excessive and submitted a
letter requesting the City of Columbia Heights provide the sanitary
sewer facilities to the station. Motion by Heintz, seconded by Land,
that the City Manager be authorized to advertise for a hearing to be
held at the next regular Council meeting, June 28, 1971 at 8:00 p.m.
for the installation of lateral sanitary sewer, lift station, and
force mains to serve that part of Columbia Heights lying west of
Central Avenue and easterly and southerly of Sullivan Lake including
parts of Lots 1, 2, 3, 4, 5, 7, and 8, Auditors Sub. No. 51,
Anoka County. Roll Call - All Ayes.
Activities Committee Requests Permission to Hold Jamboree.
A let~r was received from the Activities Committee requesting to hold
the 1971 Jamboree and related activities the weekend of June 18, 19and
20, 1971. Motion by Heintz, seconded by Jeska that the request be
granted. Roll Call - All Ayes.
Bingo Permit for Order of Purple Heart.
The request received at the last regular meeting from the Order of
the Purple Heart for a bingo permit was referred to the City Attorney
for a report. The Attorney said after doing some checking he finds
all that is required that they be a religious, charitable or
fraternal organization, that the proceeds do not benefit any
individu ~.
Mayor Nawrocki requested before any action is taken, that a recess
be called.

Councilman Heintz stated he felt the Anderson building where the
Order of Purple Heart proposes to conduct the bingooperations was
not the appropriate area for this type of operation. Motion by

Bids on A Copy Machine.
The City Manager requested call for bids on a copy machine to be
used in the Administrative offices, either purchase ~ rental.

to advertise for bids on a copy machine, purchase or rental, bids
to be opened July 12, 1971. Roll Call - All Ayes.
Ordinance #759 Relating to Parks.
The City Attorney reported he reviewed Ordinance #759 relating
to parks and is concerned over certain sections. He will summarize
his comments in a report and submit them to the Park Board.
Ordinance #764 Rela~b? to Fences.
The City Attorney presented Ordinance #764 amending Ordinance #599
regulating the erection, placement and maintenance of fences in
the City of Columbia Heights. The amendment would cover barbed
wire fence prohibition. A first reading was held.
Ordinance #765 - Sale of Property.
The City Attorney presented Ordinance #765 amending Ordinance #699
which clarifies sale of property to Kenneth J. Wick and Bernice E
Wick. A first reading was held. '
Bids on Roller.
Motion by Jeska, seconded by Heintz that the City Manager be
authorized to advertise for bids for rental or purchase of a roller
and that at the time of the bid opening, the City Manager advise the
City Council as to how the budget will be adjusted to handle payment
of the roller, bids to be opened July 12, 1971. Roll Call -

Bids on Compressor.
Motion by Land, seconded by Jeska that the City Manager be authorized
to advertise for bids on a compressor, bids to be opened July 12,

Fill at Gauvette Park.
Motion by Jeska, seconded by Heintz that authorization be given to
fill the Gauvette Park area with fill from the proposed excavation
of Burlington-Northern yards, subject to not adversely affecting
the adjoining properties. Roll Call - All Ayes.
Award of Bids on Various Items.
Concrete Work: Motion by Jeska, seconded by Logacz that the bid on
curb, gutter, driveway and sidewalk replacement be awarded to
Arcon, and the bid on concrete alley paving be awarded to
Northdale (Projects JJT106, Part A, and Part B) that the Mayor and
City Manager be authorized to enter into a contract for same.

Sewer & Water House Services. Motion by Jeska, seconded by Land
that the bid on sewer and water house services, project JJ7105, be
awarded to Luxenberg Construction Co., on the basis of low bid
and that the Mayor and City Manager be authorized to enter into

Storm Drain: Motion by Jeska, seconded by Land that the bid on
storm drainconstruction, project JJ7107, be awarded to Luxenberg
Construction Co., on the basis of low bid, and that the Mayor and

Licenses.
Mod on by Jeska, seconded by Heintz that the license applications
as listed including a solicitors license from ~JLatin American
Gospel Mission be granted upon payment of proper fees with the

Complaint from 38th and 5th Street.
Mr. Don Kennedy was present complaining of noise, odor, etc. from
the vicinity of 38th and 5th Street. The City Manager was directed
to meet with Mr. Kennedy, take down all the specific complaints
and take care of the situation.
