Traffic Safety Award Dinner.
The City Engineer requested expenses be allowed for Traffic commissior'I

Recreation Commission Bus.
Councilman Heintz reported the Recreation Commission bus has been
in the garage for repairs for some time now and requested a report
on this at the next regular meeting.
Reception for Recreation Director.
It was reported a reception will be held for retiring Recreation
Director, George Kolesar, in the Field House on Friday, April 30th.

Minutes of last regular meeting.
One correction was made on the minutes of the last regular meeting
held April 26th, on the matter on the call for a hearing. The
streets were corrected to read Foist Drive instead of Fairway
Drive and the descriptions on Upland Crest were made stating
West Upland Crest and North Upland Crest. Hotion by Jeska,

Certificate of Appreciation.
A Certificate of Appr~:iation was presented to Mrs. Jim Heldenbrand
on behalf of her husband who served on the Human Rights Commission
for three years. Fir. l~elde~nbrand had to resign from the Commission
when he accepted a job offer in the East.
Proclamation Recognizing VFW Poppy__Day.
~.IHEREA§, the sacrifices of those who have lost their lives~ their
health, or their livelihood as a result of their military service
are rightly tile concern of all citizens, and WHEREAS, the annual
sale of Buddy Poppes by the Veterans of Foreign ~lars offers an
opportunity for the people of this community to express their
solicitude for those unfortunate persons ~zho have paid more than
their share of the cost of freedom; and WHEREAS, VF¥1 Buddy Poppies
are assembled by disabled veterans, and the proceeds of this
worthy fund-raising campaign are used excbsively for the benefit
of disabled and needy veterans, and the widows and orphans of
deceased veterans, in the desire to "Honor the Dead by Helping

Columbia Heights do hereby urge the citizens of this community to

Bids on Bituminous Paving for Park Areas.
Motion by Land~ seconded by Jeska that the. bid on bituminous
paving for park areas opened at the last regular meeting be
awarcled to H & S Asphalt Co. of Anoka on the basis of low bidder.

Bids on Bituminous Street Surfacing.
Motion by Jeska, seconded by Heintz that the bids on bituminous
street surfacing opened at the last regular meeting be awarded
to Hardrives, Inc. on the basis of lot bidder Roll Call - All
Ayes. ·
Hearing on Curb & Gutter on 39th Avenue, Central to Reservoir.
Several residents were present for a hearing on curb, gutter and
paving on 39th Avenue from Central to Reservoir Boulevard. City
Engineer Brown proposed a 9 ton design asphalt surface road 44'
in width. He said the project would cost approximately $25,000
total. The assessment for curb and gutter would be around $4.00
a front foot with the cost of paving to be paid for out of state
aid funds. A lengthy discussion was held on problems with
alignment, loss of trees and an existing fire hydrant which will
have to be moved to the west about 18' to avoid conflicts with
the narrow frontage of a lot. Mr. Brown reported according to
traffic studies, in the future there will have to be some adjustment
on traffic possibly with a signal at 39'th and Central. The road
surface wil 1 have to take it.
Residents present voiceol~bjections to the propc~al, the main concern
being cost of the project. One businessman on Central Avenue said
you are not inviting people to stick around Columbia Heights much
longer with rising taxes and assessments. He said he did not
make the profits these past two years he did before and if
things keep going up he will have to move out. Mayor Nawrocki
agreed saying people are up to their necks with taxes. These
past years have not been good years and this is not a desirable
time to pay for these things.
Motion by Logacz, seconded by Jeska that the project be denied.

Hearing on Curb, Gutter & Paving in Hilltop Second Addition.
A number of residents were present for a hearing on curb, gutter
and paving project on Forest Drive, Highland Place, East Upland
Crest, West Upland Crest, and North Upland Crest.
City Engineer Brown explained his proposal to install curb, gutter,
correct the drainage and pave the 31' wide streets. He said the
streets are deteriorating and are in need of reconstruction. The
cost would be approximately $9.00 per front foot, or on a per lot
assessment would run about $500. The County will participate
in the cost. He said more than ½ the community has provided
themselves with permanent streets and it is not fair to pay high
maintenance on areas such as this.
Two identical petitions were presented in opposition to the
project, one from Forest Drive and the other from Highland Place.
The petitions were signed by almost all of the residents living
on the streets. Motion by Jeska, seconded by Logacz to accept

the. petitions and place them on file. Roll Call - All Ayes.
A resident from 2106 Highland Place expressed the views of most
people present and said they oppose major or permanent street
improvements and in the petitions presented they offer some of the
justification for that position. They have analyzed the streets on
the basis of need and looking at the streets from that standpoint
they find the road at the present time is firm and structurally sound
with onty a few areas requiring patching. The bituminous curbs at
present are in good condition and are considered adequate. P~s for
future needs, ten years ago that stre~ was subjected to a patching
and seal ing operation and considering that type of maintenance and
the condition of the present road they feel ~ith a similar type of
maintenance effort they should be able to get by for another ten
years. He said in the ~ce of rapidly rising taxes it is incumbent
upon each of us to analyze major expenditures on the basis of
need. Only through that approach and taking into consideration
such things as need and the ability of people to pay can we'keep the
financial responsibility to the home owner at a bear minimum.
These are family streets and subjected to local traffic only~ The
peopte are well satisfied with the present conditions and oppse
major permanent improvements to the street.
Another petition was then presented from Horth and West Upland
Crest which followed the same language as the first two° It was
signed by well over ½ the residents effected.

coated in the 1971 construction season. Roll Call: Land, Heintz,

Resolution Authorizing Patching & Seal Coat in Hilltop 2nd Addition.
The Resolution was offered by Land, seconded by Logacz BE IT
HEREBY RESOLVED by the City Council of the City of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by Hotion
on the 26th da'/ of April, 1971 ordered notice of a hearing to be
given to property owners, and ¥IHEREAS, pursuant to a notice of
hearing certain residents appeared at a Council meeting on the JOth
day of May, 1971, and WHEREAS, the Council determines to proceed
with this local improvement~ a portion of the cost being defrayed
by special assessments under Charter provisions. NOW, THEREFORf--,
IT IS HEREBY RESOLVED: 1. That the location and extent of such
improvements is as follows: Patching and Seal Coating in Hilltop
Second Unit, being Upland Crest, West Upland Crest, North Upland Crest
and Forest Drive and Highland Place. 2. That the materials to be
used are as follows: Asphalt Street Surfacing materials. 3. That

a careful estimate of the cost of the improvement has been made by
the City Manager and the several lots and parcels of land fronting
upon and adjacent to such proposed improvement, which he deen~d
benefited thereby, were properly notified of said hearings, and
4. That the City Manager shall also list the names and owners of
the several parcels so improved as nearly as can be ascertained.
5. These improvements shall also be known as Project No. 654.

Ordinance #759 Relating to Use of Parks.
No action was taken on Ordinance #759 relating to the use of parks
and parkways of the Park Board of Columbia Heights and to secure~l~
the quiet, orderly and suitable use and enjoyment of such parks,
parkways, and portion~ of the adjacent lakes, streams and ponds by
the people and prescribing penalties for its violation. It was
reported the Ordinance is being considered by the Park Board and
a report will be made by them.
Ordinances Allowing Commercial Building at 945 - 40th Ave. N.E.
The Attorney reported he drafted two ordinances. Ordinance~ #760
sets up a zone establishing Residence Over Commercial Districts,
and Ordinance #761 rezones property at 945 - 40th Avenue from
C-2-S, General Shopping Center, to R-O-C, Residence Over Commercial.
A first reading was held on both Ordinance #760 and #761.
Resolution Relating to Metropolitan Council.
No action was ~taken on a Resolution forwarded to Columbia Heights
from Arden Hills which relates to the Metropolitan Council.
Comprehensive Plan.
It was reported the Planning Commission adopted a resolution at
their last regular meeting approving the Comprehensive Plan. The
Council members were in general agreement that a meeting should be
held with the City Planner for a better explanation of the Plan before
fina~ action is taken and that a public hearing would be in order
in the future.
Truck and Trailer Lot License, 4401 Central.
Motion by Heintz, seconded by Land that the request to display 3
camper trailers at 4401 Central be granted upon payment of proper
fees and on the recommendation of the Planning Commission. Roll
Call - All Ayes.
Side Yard Waiver, 3830 Lincoln Street.
Motion by Heintz, seconded by Land that the waiver request for l'
be granted for Mr. John Moen to place a garage at 3830 Lincoln Street
based on the recommendation of the Planning Commission. Roll Call -
All Ayes.

Home Occupation Permit for Wood Shop, 3973 Tyler Street.
Mr. Donal, d Plochocki was present requesting a home occupation permit
to build small wood pallets in his garage. He presented a statement
signed by his neighbors indicating n o objections to this permit,
and the request was recommended by the Planning Commission. ~.~otion
by Heintz, seconded by Jeska that the request be granted upon
payment of proper fees. Roll Call - All Ayes.
Ordinance #762 Vacating Alley.
As recommended by the Planning Commission, a first reading was
held on Ordinance #762 vacating the public alley in Blocks 1 and 2,
Pteasant View Addition from l'~onroe Street westerly to the east
line of Lots 6 and 11, Block 2. A section in the ordinance
would allow a permanent utility easement to be retained for
power poles. The second reading of Ordinance #762 will be held
at the next regular meeting at which time a public hearing will
be held.
Property Line Dispute at 1324 and ~1328 - 44th Avenue.
Mr. $ Mrs. Joe Rak and ~'~r. Carroll Gunderson were present at the
meeting requesting that the Council settle a property line dispute
between the properties at 1324 and 1328 - 44th AvenueN.E.
The dispute arose when the Rak's took down a fence and Hr.
Gunderson decided to put up a fence and came in for a building
permit. The Attorney said the Ordinance says if a boundary
dispute is present, the Council can if it deems proper, order the
party who wants to get the building permit to get the property
surveyed. Councilman Land said a problem like this amazes him.
The hardest thing the Council can do is sit in judgement of the two.
He suggested the Engineers go out and find the front and back
markers, put stakes in there so the people can tell where the line
is and if that settles the proble~ then fine. But if it doesn't,
then it is the home owners' problem, not the City's.
Lot Subdivision Request for 1311 - 44th Aven~e.

Activities Committee Street Dance.
A request was received from the Activities Committee to hold a
street dance on Saturday, June 19, 1971 from 8:00 p.m. to 9:00 p.m.
which would involve closing off Mill Street for that time.
Permission was granted from the Police Chief and the Fire Chief.
Motion by Jeska, seconded by Logacz that the request be granted.

Lease Agreement for 558 - 40th Ave.
Motion by Land, seconded by Jeska that the Mayor & City Manager be
authorized to enter into a lease agreement with Edward M. Carlson
for 558 - 40th Avenue N.E. in the amount of $70.00 per month, for
one year. Roll Call - All Ayes.
Auction License for 4020 Central.
A request was received from Walt ~enstra for an auction license
at 4020 Central in conjunction with the Second Hand Store.
Mr. Weinberger, owner of the second hand store, was present and
said the auctions would be held in the evening and on Sundays within
the building. Motion by ~nd, seconded by Jeska that the request
be granted upon payment of proper fees. Roll Call - All Ayes.
Cancel Check.
Motion by Jeska, seconded by Heintz tocancel check #11067 in the
amount of $34.00 issued to Suburban Police & Peace Officers
Association. Roll Call - All Ayes. It was reported the City
was not joining this group.
League Convention.
Motion by Land, seconded by ~ntz that the request for ten people
to attend the League of Minnesota Municipalities Convention
be granted and one double room be reserved for Wednesday and
Thursday, June 9, and 10, 1971. Cost: l0 @ $23.00 = $230.00
which includes Wednesday luncheon, Thursday Banquet, and Friday
luncheon. Double Room: @ $31.O0/day = $62.00. Total: $300.00.

50th Anniversary Committee Expenditures.
A request was received from the 50th Anniversary Committee for the
City to spend up to $500 in connection with the 50th Anniversary
Celebration with the understanding that any donations would apply
against it. Motion by Land, seconded by Heintz that the request be
granted. Roll Call - All Ayes.
Request to Purchase Copying Machine.
A request was received for authorization to purchase a copy machine
for the administration offices from Apeco Company with trade-in of
the ancient copy machine now used in the Engineering Department.
The Council asked that the City Manager do more checking on prices
of other models and possibly call for bids.

Petition Requesting City Acquire Voss Lot.
A petition was received requesting the City acquire the Voss parking
lot for public parking. The petition said the businessmen would
agree to pay their share in the rental and maintenance of the lot.
Hotion by Logacz, seconded by Heintz that the petition be placed on
file. Roll Call - All Ayes.

It was reported the p~ition received ~eariler in the meeting
from North and West Upland Crest in opposition to a proposed
paving, curb and gutter project was not placed on file. Motion by
Jeska, seconded by Heintz that the petition be accepted and placed

Garbage Service for Commercial Establishments.
Councilman Heintz asked if any work had been done on an ordinance
relating to garbage service for commercial and industrial users.
The City Attorney will check on this.
Bids on Fencing~
Motion by Jeska, seconded by ~leintz to advertise for bids to
be opened at 10:00 a.m., June 8, 1971 for fencing at the water
tower site on Stinson Boulevard. Roll Call - All Ayes.
Award of bids could be made at the June 14th regular meeting.
Licenses.
Motion by Heintz, seconded by Land that the licenses as listed be
