"Oak Wilt'~ Disease.
Counciiman Land reported he attended a meeting of the Innsbruck
Home (~ers Association where a discussion was held on the infestation
of Oak Wilt disease, The City Attorney will look into an ordinance
similar to Dutch Elm disease, and the Park Superintendent will be
contacted to get his views.

Ordinance #751 Providing for Council Member on Park Board.
second reading was held on Ordinance #751 ame×nding Ord. #158
A, creating a Park Board for the City of Columbia Heights and Providing
for the Administration of Parks in the City of Columbia HeiSts by
Such Park Board" by providing for the appointment of a member of
the City Council to the Park Board. The ordinance was offered by
Logacz, seconded by Jeska. Roll Call -Ali Ayes. Ord. #751 was
adopted.
Resolution Endorsing Concept for Federal Revenue Sharing._
Resolution was offered by Logacz, seconded by Jeska, WHEREAS, the
cost of financing the services in our community continues to increase
at a rate that exceeds the ability to pay for many of our citizens;
and WHEREAS, the only present means of financing these services is
from property taxes which are already rising at a rapid rate; NOW,
THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights that we do hereby endorse the concept of revenue
sharing by the federal government which is to be returned to our
City to off-set property taxes. BE IT FURTHER RESOLVED that copies
of this resolution be submitted to all elective officials representing
us in our State and in Congress. Roll Call - All Ayes.
Oak Wilt Disease Ordinance.
An ordinance relating to the control and prevention of Oak Wilt
Disease in the City of Columbia Heights, based on the Dutch Elm
Disease Ordinance, was presented. The City Attorney suggested the
Council consider adopting an ordinance pertaining to all tree
diseases, with the exception of the Dutch Elm Disease ordinance,
rather than having an ordinance for every disease. Motion by
Jeska, seconded by Heintz to refer the matter back to the City
Attorney for his evaluation. Roll Call - All Ayes.
40th Avenue - Reservoir to Arthur.
A report was made on a petition submitted to the Planning Commission and
the Traffic Commission signed by residents on 40th Avenue between
Reservoir and Arthur objecting to widening the street and objecting
to any plans for making it a state aid road as suggested in the
Comprehensive Plan. Property owners at the Planning Commission
meeting spoke against widening the street to state aid specifications
because it would result in more traffic, more noise and some grade
changes. The Planning Commission made no recommendations to the
Cou,ail although several members indicated unofficially the desire
to make it a state aid road, and the Traffic Commission unanimously
recommended the Council consider placing this stretch on the state a~
road planning for the future. A lengthy discussion was held and
Councilmen Jeska and Land indicated they would like to see this on the
state aid system but no action should be taken without a public hearing.
They said there was no great rush for it now and we should think about
putting it on next year.
Side Yard Waiver Request for 3739 Main Street.
Motion by Jeska, seconded by Heintz that a side yard waiver of 1'
be granted to 3739 Main Street, to allow Mr. Ed Carlin to place his
garage 2' from the side lot line instead of the required 3' as
recommended by the Planning Commission. Roll Call - All Ayes.
Solicitors License for VFW.
Motion by Jeska, seconded by Heintz to grant the solicitors license
to the VFW to sell home flag sets, that the fee for the license be
waived on the basis of a non-profit organization. Roll Call - All A~$.
Bids on Police Cars.
Motion by Land, seconded by Heintz tdauthorize the City Manager to
advertise for bids on 2 squad cars, aids to be opened at the regular
meeting, April 12th. Roll Call - All Ayes.
Parking Meters.
A request was received to purchase 17 new parking meters as recommended
by the Traffic Commission and based on the anticipated increased income
from the meters since the new rate changes. It was reported the older
meters are difficult to re-build with parts replacement. Motion by
Logacz, seconded by Land to authorize the purchase of 17 new parking
meters in the amount of $986. Roll Call - All Ayes.
Soil Mechanics and Foundation Engineering Conference.
Motion by Land, seconded by Logacz that one person be authorized to
attend the Soil Mechanics and Foundation En,~gineering Conference
March 25th at the University of Minnesota and that expenses be
authorized. Roll Call - All Ayes.
Commission and Board Appointments.
The City Manager reported letters were sent out to Commission and
Board members whose terms are expiring this spring asking~;~they would
consider accepting reappointment. Motion by Jeska, seconded by Land
that Jim Heldenbrand be reappointed to the Human Rights Commission
for a 3 year term, Robert King be reappointed to the Merit Commission
for a 5 year term, Don Johnson be reappointed to the Traffic
Commission for a 4 year term, Wm. H. Grand jean be reappointed to
the Library Board for a 3 year term, and Marvin Super be reappointed
to the Park Board for a 5 year term. Roll Call - All Ayes.
Motion by Jeska, seconded by Land to concur in the Mayor's reappoint-
ment of Gerry Herringer to the Police & Fire Civil Service Commission
for a 3 year term. Roll Call - All Ayes.

American Water Works Association Conference.
Motion by Heintz, seconded by Logacz that the Water Superintendent be
authorized to attend the American Water Works Association Conference
in Denver, June 13-18 and expenses be authorized. Roll Call - All Ayes.
Fiscal Disparities.
Motion by Jeska, seconded by Heintz that the City Manager be directed
to draft a resolution supporting the fiscal disparities proposal in
the Legislature. Roll Call - All Ayes.
City Attorney reports.
The City Attorney reported on legislative actio~son senior citizen
assessments, flood plains, police pensions, fiscal disparities, Non-
returnable containers, credit card tax, and the Guidelines Act.
City Engineer Reports.
The City Engineer reported an offer of $75 was made to the property
owner on the corner of Fairway Drive and Chatham Road for tree removal.
Motion by Heintz, seconded by Jeska that the City Manager be authorized
to advertise for bids on road aggregates, equipment rental,
miscellaenous sewer and water materials, asphaltic materials,
mixed bituminous road materials, and lighting system on Hart Boulevand,
37th to 39th Avenue N.E., bids to be opened March 38th at 10:00 a.m.
Roll Call - All Ayes. The City Engineer reported this coincides
with the County bid letting date.
The City Engineer also reported on a water meter cleaning operation
and a company in New England that supplies parts for old meters.
Licenses.
Motion by Jeska,seconded by Heintz that the licenses as listed be
granted upon payment of proper fees. Roll Call - All Ayes.
Motion by Jeska, seconded by Heintz that the home occupation permits
as listed be approved upon payment of proper fees and any restrictions
placed on them be in force. Roll Call - All Ayes.
Vending Machine License. Motion by Land, seconded by Heintz that
the milk vending machine licenses be granted upon payment of proper
fees. Roll Call - All Ayes. It was suggested a letter be sent to the
people who sent in the petition indicating upon checking we find no
apparent problems with milk vending machines and that there are many
such machines throughout our immediate vicinity.
