The regular meeting of the City Council was called to order at 8:08 p.m.

Shell Oil Proposal for 37th and Central.
Peter Barna representing Attorney Guzy, Roger I llstrup from Shell
Oil Company, and several residents from the vicinity were present
to discuss a proposed new service station at 37th and Central.
M~or Nawrocki reported consideration of Ordinance #746 vacating
Spains Alley and the resolution authorizing an agreement between
Shell and the City of Columbia Heights was ~referred to the
Planning Commission for recommendations at the last Council meeting
and apparently the Planning Commission met February 16th without
a quorum, therefore no official actions were taken. A report was
submitted from the City Planner recomme~ding the Council approve
the agreement and wait until the site plan comes in before the
actual building permit is issued. The Council members again
expressed the desire to see something from the Planning Commission
in regards to storage ~ damaged cars, screening and landscaping,
the community sign, and some descriptive materials on the lighting
to be used.

Motion by Heintz, seconded by Jeska that the second reading of
Ordinance #746 along with the resolution authorizing the agreement
between Shell and the City be tabled until the next regular meeting,
and that the items be referred back to the Planning Commission for
specific recommendations. Roll Call - All Ayes.
Mayor Nawrocki said the Planning Commission meets March 2nd and
The Council meets again March 8th, and if this isn't resolved by
then it will routinely be continued.
Ordinance #749 Adopting Fire Prevention Code.
Second reading was held on Ordinance #749 adopting the fire prevention
code (1970 edition) by reference. The ordinance was offered by
Logacz, seconded by Jeska, Roll Call - All Ayes. Adopted.
Ordinance #751 Providing for Ap.pointment of Councilman to Park Board.
A first reading was held on Ordinance #751 amending Ord. #158
Creating a Park Board for the City of Columbia Heights and Providing
for the Administration of Parks in the City of Columbia Heights by
such Park Board by providing for the appointment of a member of the
City Council to the Park Board, said Councilman to be the Council
representative to the Recreation Commission.
Consideration of Sale of Land Behind 4531-33 University.
A request was received from Mr. & Mrs. Gary Quick to purchase a
parcel of land 30' X 60' which is land locked behind 4531-33
University. The City Manager reported the appraisal value on a
parcel of land this size is about $400 but he said in view of this
being done by Quit C~im Deed with the purchaser to take camof
clearing title, it would be his recommendation to set a price of
$100. He reported the City Attorney indicated that the Council
consider actually advertising this for sale. Motion by-Jeska,
seconded by Heintz that consideration of sale of land be tabled
until March 22, that the City Manager be instructed to look further
into the ownership of unclaimed land bo~rdering property on the rear
and side, and that the City Manager contact the adjoining property
owners to ascertain interest. Roll Call - All Ayes.
Request to Purchase Pro ep_~_E~_~ for Library Parkin~ Lot.
The City Manager requested authorization to purchase the northerly
28' of 3974 Jackson S£reet, south of the Library to be used for
additional parking for the library. The owner, Mr. Schuh, has
indicated he would sell for $14,000. Motion by Jeska, seconded by
Logacz that the Mayor and City Manager be authorized to enter
into a purchase agreement with Mr. & Mrs. Harold Schuh to purchase
northerly 28' of Lot 6, Block 64, house 3974 Jackson Street. Roll
Call - All Ayes.

Request for Attendance at Assessors School.
A request was received from Mr. Larson and Mrs. Carlson to attend
the annual Assessors School March 9-12 at the Pick-Nicollet Hotel.
Motion by Land, seconded by Logacz that the request be approved and
registration be paid. A lengthy discussion was held on the justificat
for sending two people from the department to this school for one
week. Motion by Heintz, seconded by Jeska to amend the motion to
allow only one person to go. Roll Call: Heintz, Jeska, Logacz,
Nawrocki - Ayes. Land - Nay.
Milk Vending Machines.
A letter was received signed by eight dairy store and superette
store owners requesting elimination of milk vending machines. The
Council members asked what the policy was on these machines and
suggested the City Manager check with the State Health Department
and the Agriculture Department for their views on these particular
machines. Motion by Jeska, seconded by Heintz to refer the matter
to the City Manager for further investigation and report back at
the next regular Council meeting. Roll Call - All Ayes.
It was reported an application has been submitted from Chisago Lake
Dairy to operate three milk vending machines in the City. No
action was taken on the license application.
49th and Central Intersection.
The City Manage~ in Mr. Brown's absence, reported on the County
Engineering project to close off the easterly driveways from
Leon's and Red Barn.
Frozen Water Services.
The City Manager also reported we have begun to have more frozen
water services than ever before possibly due to the extremely wet
fallweather.

Motion by Jeska, seconded by Heintz that the license applications
as listed be granted upon payment of proper ~es. Roll Call - All
Ayes.
Senior Citizen Housing.
It was reported the forms have been received from A1 Kordiak and
the Attorney's Office and the City Manager are going over them.
Filling Station, 53rd and Central.
Councilman Land reported the Mobile Station at 53rd and Central
is in the used car business, with about six cars lined up with
"For Sale" signs in them. This will be investigated.
27.
"Oak Wilt" Disease.
Councilman Land reported he attended a meeting of the Innsbruck
Home O~ers Association where a discussion was held on the infestation
of Oak Wilt disease. The City Attorney will look into an ordinance
similar to Dutch Elm disease, and the Park Superintendent will be
contacted to get his views.
