Minneapol is SewerContract.
Mayor Nawrocki reported discussions with the City of Minneapolis
on our sewer contract and said they have agreed to take the
$12,661.21 and split it as a settlement in accordance with their
March 24th letter. Motion by Jeska, seconded by Heintz that the
City Managerbe authorized to prepare a final dollar settlement for
sewage disposal charges with the City of Minneapolis for 1968,
1969 and 1970 in accordance with their letter of March 24th and
with the Mayor's discussions with the Minneapolis officials. Roll
Call - All Ayes.
Report on Water Supply.
It was reported a letter was received from the State Health Department
regarding the status of our municipal water supply indicating
things are in pretty decent shape.
Garbage Collection Service At Apache Apartments.
Mr. Sonnenberg reported over the holidays there were problems with
the vat service at the Apache Apartments but now things are being
straightened out.
Motion by Logacz, seconded by Jeska to adjourn at 11:55 p.m.

Open Bids on Low Boy Trailer.
Bids received on a used rear loading flat deck low boy trailer from
the following:
G. M. Johnson, 2 axel'1962 Federal Co. 25 Ton, $1,600.
Minnesota Machinery Co., Load King, 1965 Model, 27 Ton, $3,450.
Road Machinery & Supply, LaCrosse, 24 Ton, Model 1944, $2,350.
Motion by Jeska, seconded by Logacz that the bids be turned over to
the City Manager for tabulation and report back at the next regular
meeting. Roll Call - All Ayes.

Award of Bids on Office Machines.
A recommendation for award of bids was~ made by the City Manager to
accept the bid from Pitney-Bowes 'on a folding-inse'rting machine,
automatic mailing machine and a check signer in the amount of
$3,545.30 based on new equipment and the space requirement.
A discussion was held on the length of the guarantee on all equipment
bid or offered and it was reported the Friden Company machines are
guaranteed for one year on parts and labor whereas the Pitney-Bowes
equipment is only guaranteed for 90 days. It was also reported
the rental on the meter head on the Pitney-Bowes mailing machine
was $3.'00. per month higher than Friden.
Therefore, a motion was made by Councilman Heintz, seconded by
Jeska to accept the bid from Friden Company on a re-built Pitney-
Bowes model #3300 folding-inserting machine in the amount of $1,100
and the Friden Model 420 .mailing machine in the amount of $895
which includes trade-in. Roll Call ~ All Ayes.

Award of Bids on Dog Catcher Services'
Motion by Land, seconded by Heintz tO award the dog catcher bid
to B & E Patrol, Inc. on the basis of low bid in the amount of
$3900, for a period of one year. Roll Call - All Ayes.
Ordinance #746 Vacating Spains Alley for Shell Oil.
Mr. Guzy, Attorney representing Shell Oil, was present and requested
~K~the second reading of Ordinance #746 and the agreement between
Shell and the City of Columbia Heights be postponed for two weeks
stating basically they were not ready to take action at this point.
Motion by Jeska, seconded by Logacz that the second .reading of
Ordinance #746 be continued until the next regular meeting.

Ordinance #750 Amending #693 Relating tO Licensing Multiple Dwellings.
A second reading was held on Ordinance #750 AmeXnding Ord. #693
being an ordinance relating to multiple dwellings and the licensing

Request to Operate Second Hand Store a~ 4020 Central.
A request was received for a transfer of a second hand store license
for the Clothing Post at 40th and 5th Street to relocate at 4020
Central in the Voss Store. The request is to also operate a "flea"
market where people bring their own merchandise' and sell it at
specified hours. The zoning is appropriate and the City Attorney
said there is nothing to prohibit the transfer of the license.
Motion by Heintz, seconded by Land to approve the transfer of a
second hand clothing license in the name of Mrs. Lee Ann Weinberger

Lot Subdivision Request, 1027 - 42nd Avenue N.E.
A lot subdivision request was received from Stephen A. Gorecky,
i315 Pierce Terrace N.E. to divide E. ½ of Lot 38 (Ex. S. 5')
(Subj. to ease. over No. 30'), Block 3, Reservoir Hills (1027 - 42nd
A~nue). Motion by Land, seconded by Jeska that the subdivision request
be granted upon payment of outstanding specials in the amount of
$1,637.35. Roll Call - All Ayes.
Resignation from Human ~ghts Commission.
Motion by Land, secomded by Jeska that the resignation of
Mrs. Gloria Chadwick from the Human Rights Commission be accepted
and that she be given the token of apprecation of service for this
Commission. Roll Call - All Ayes.
Appointment to Human Rights Commission. (Two positions).
Motion by Heintz, seconded by Jeska that Tom Durand be appointed to
fulfill the unexpired term of Kenneth Sheehan on the Human Rights
Commission and that he be appointed for a full three year term
starting in April, 1971.
Motion by Jeska, seconded by Logacz, that James Lien be appointed
to fill out the unexpired term of Mrs. Chadwick on the Human Rights
Commission. Roll C~11 - All Ayes.
Settlement on Minneapolis Sewer charges.
Motion by Jeska, seconded by Heintz that the payment in the amount
of $142,.755.29 be authorized to the City of Minneapolis for final
settlement of sewer charges for 1968, 1969 and 1970 subject to a
~signed agreement indicating same from City of Minneapolis, said
agreement to meet with approval of the Columbia Heights City Attorney.

Request to Purchase Motorola Unit for Squad Car.
Motion by Heintz, seconded byXK~N~Land that the City Manager be
authorized to purchase a new Motorola Radio for squad car use in
the amount of $872. Roll Call - All Ayes.
City Manager Reports.
The City Manager reported an informal meeting of the Council to be
held Tuesday evening, Jan. 26, 1971, for the purpose of meeting with
Peter Tema on the City Garage, Mrs. Deeble regarding Library parking
lot, and the Engineering Department park plan and storm sewer
proposal s.
He also reported a special formal Council meeting to be held ~Thursday
9:00 p.m. to discuss 1971 salaries, evening at

city Attorney.~eports.
Burlington-Northern Railroad Agreemen.~. Mr. Thompson and Mr.
Anderson from Burlington-Northern Rai r'oad were present at the
meeting and presented the Council copies of a proposed agreement
between the City of Columbia Heights 'and Burlington-Northern,
outlining concerns expressed at heari~ngs held on rezoning property
west of California Street for construction of a classification yard.
Payment on Batson Condemnation. The City Attorney requested
payment on the Batson condemnation based on the Jury verdict.
Motion by Heintz, seconded by Jeska that the amount of $17,020.11
be paid to Edgar Bernard, William Batson, City of Columbia
Heights, County of Anoka, and G. D. Giancola pursuant to the award
of condemnation court. Roll Call - All Ayes.
The City Attorney reported a bill is being sponsored to the
Legislature requiring a 5¢ deposit on all throw away containers.
The City Attorney also reported a bill is being sponsored to allow
the City to pay for special assessments for senior citizens when
the improvement to be paid is a renewal of an existing improvement.
Report on Blood Bank.
Mayor Nawrocki reported on a meeting he and the City Manager
attended with the Mrs. Jaycees to discuss the blood ~R~bank program
in the City. On the Ekman case the Mrs. Jaycees were going to try
and work out something to get additional units of blood and the
Carpenters Union supplied additional units. A thank you note was
received iROn,from Mrs. Ekman for the help she received from the
City.

Mayor Nawrocki requested concurrance by the City Council of his
appointment of Robert Hinrichs to the Housing Authority.
Motion by Logacz, seconded by Jeska to confirm the appointment
of Robert Hinrichs to the Housing Authority. Roll Call - All Ayes.
Payment of Bills on Soo Line Case and Bus Fare Appeal.
Motion by Jeska, seconded by Heintz that the bills in the amount
of $2,765.67 to Soo Line and $2,423~68 to Sokolowski and Peterson
be approved for payment. Roll Call - All Ayes.
Traffic Signal at 49th and Central.
Mayor Nawrocki reported major changes have occurred on the traffic
lights at 49th and Central. Mr. Brown said he will review this with
the Highway Department and report back at the next regular meeting.
