The City Attorney presente~l copies of a letter he will be sending to
Dean Nyquist, Attorney for the Columbia Heights Apartment Owners
Association in regards to garbage pick-up service.
The City Attorney presented Ordinance #723 adopting all of the State
Pollution Control Agency regulations by reference. A first reading
of the Ordinance was held..
A discussion was held on a ]ease agreement for court room facilities
with the County of Anoka. The City Attorney will go over this and
a contract or agreement wi 1 ] be made up.
A discussion was held on the Snowmobile Ordinance and the City Attorney
said our ordinance does not conflict with the State Laws in any way but
he will get copies of the Attorney General's Opinions on this and
advise the Council if there is anything different.
Motion by Jeska, seconded by Logacz that the license applications as
listed oe approved upon payment of proper fees and that the special
use permits and home occupancy permits as ]isted be approved upon
payment of proper fees with the same restrictions as app]icable dur:ng
the last calendar year be included. Roll Call - All Ayes.
A discussion was held on the proposed fountain at 4tst and Central.
Motion by Jeska, seconded by Logacz, that the Mayor and City Manager
be authorized to enter into an agreement to purchase the water
fountain for the proposed park site at 41st and Central. Roll Call -
A 1 ] Ayes .
Motion by Heintz, seconded by Logacz

Motion by Land, seconded by Heintz to appoint Temple Nygaard Secretary
pro-tem. Roll Call - All Ayes.
Motion by Land, seconded by Logacz to waive the ]2-hour prior notice
requirement on meeting date and time. Roll Ca]] - All Ayes.
This special meetin9 was called for the purpose of considering the
On-Sale Club Beer License application of the Columbia Heights Jaycees,
in order that they might sell beer at various activites during the r
Jamboree week, January i7 through 25th. These activi~es consist of
ice fishing contest at Silver Lake, and softball games and snowmobile
races at ttuset Park. Mr. Gene Mady, General Chairman of Jamboree
week, was present. Hotion by Heintz, seconded by Land that this
license be issued. Roll (]all - All Ayes.
