Ordinance #743 - Parking Meters.
Councilman Land reported the Traffic Commission reviewed Ordinance
#743 setting parking meter rates and fines for violation thereof
and unanimously recommended setting the fine for violation at
$1.00 instead of the proposed $2.00 on the basis of lack of
enforcement of theX~X~X~Xparking meter regulations. The
City Manager said this was also the feeling of the Police Chief and
members of the Department.
Ordinance #743 was read by the City Manager and was offered by
Logacz, seconded by Land. Roll Call - All Ayes. The ordinance
was adopted.
Bids on Sewer Cleaning Compounds.
Only one bid was received on sewer cleaning compounds:

Motion by Jeska, seconded by Heintz that the bids be turned over
to the City Manager for tabulation and report back later in the
meeting. Roll Call All Ayes.
Ordinance No. #745 - Rezoning 3738 Reservoir Boulevard. (Shell Station).
A first reading was held on Ordinance #745 rezoning Lot 12,
SpainsAddition from R-3 Multiple Dwelling to C-2 General Commercial.
(3738 Reservoir Boulevard.). Roger Ilstryp from Shell Oil, Peter
Barna representing Attorney Guzy who could not attend the meeting,
and residents from the vicinity of 37th and Central were present.
Councilman Jeska explained the actions of the Planning Commission
in recommending the rezoning to allow relocation and reconstruction
of the Shell Service Station at 37th and Central, and d icxzussions
were held on the style of the building and location as was discussed
at a meeting between Shell and the neighbors. A second reading of
the ordinance and a public hearing will be held on January llth
and all property owners in the area will be notified.

Ordinance #746 - Vacating Spains Alley (Shell Oil.)
The City Manager reported Ordinance #746 which refers to vacating
Spains Alley from Central to Reservoir and platting a new public
alley goes hand and glove with this Shell proposal. Councilman
La[] ~said the Traffic Commission discussed this thoroughly but
made no recommendations. He said there were three alternatives,
none of them seemed to be especially good or bad and that they
were not ready to make suggestions. The suggestions were:
We could have a cul-de-sac at 37th and Reservoir, run one-way
traffic going north on Reservoir with south-bound traffic going
only as far as the intersection, or have the neighbors crOss
through the Shell lot to get from Central to Reservoir.
The feeling among the Council members w~s not to have a first
reading of the vacating ordinance.
Ordinance #747 - Rezoning lots west of California Street, 37th to 39th.
A first reading was held of Ordinance #747 rezoning Lots 1 through
15 of Block 74, Lots 1 through 15 of Block ~79, and Lots ! through
15 of Block 96 from M-i Light Industrial to M-2 Heavy Industrial.
It was reported the Planning Commission recommended this rezoning
upon receipt of lands east of California Street and make as much
of these lands as possible a buffer strip and park for the neighborhood.
Mr. Russell Thompson of Burlington Northern Railway was present
and indicated they realize they have to be down to the existing
noise level in the area. It was agreed that the second reading
of Ordinance #747 and a public hearing will be held at the next
regular Council meeting, December 28th. The Park Board will be
notified and asked for comments.
Resolution Designating Director and Alternate Director to Suburban
Rate Authority.
The resolution was offered by Land, seconded by Jeska, BE IT
RESOLVED by the City Council of the City of Columbia Heights,
Minnesota, as follows: Bruce G. Nawrocki is hereby designated
as a director of the Suburban Rate Authority, and Walter Logacz
is hereby designated to serve as alternate director of the
Suburban Rate Authority for the year 1971 and until their
successors are appointed. Roll Call - All Ayes.
Resolution Establishing Special Garbage and Rubbish Pick-up Rates and
~inimum Water and Sewer Rates for Low Income Senior Citizen~.
The resolution was offered by Heintz,'. seconded by Logacz, WHEREAS,
it has been determined that a practical hardship exists for certain
low income senior citizens in our community to finance the expanded
garbage and rubbish pick-up service and the new rate adjustments
from the Metropolitan Sewer Board on sewage disposal ~N~charges and
water rate increases from the Minneapolis Water Department; NOW,
THEREFORE, the following procedure shall be instituted in respect
to utility charges to said senior citizens: 1. Upon receipt from
a senior citizen over 65 years of age having an annual income of

less than $3,000 per year, a form shall be sent out requesting certain
basic information such as age, age of spouse, others in household, and
total annual income of household. 2. The completed form, signed by the
senior citizen, shall be checked by the City Administrative offices ~
as to qualifications and completeness of data. 3. Senior citizens
with a household income of less than $3,000 per year shall have the
following rates on utilities:
Garbage $1.00 per month $3.00 per quarter
Sewer Service 2.00 per month 6.00 per quarter
Minimum Water rate 1.00 per month 3.00 per quarter
These rates are in lieu of the standard rates of:
Garbage $2.25 per month $6.75 per quarter
Sewer Service 2.75 per month 8.25 per quarter
Minimum water rate 1.30 per month 3.90 per quarter
4. These rates shall become effective beginning February 1, 1971 and
thereafter on the next regular billing date following receipt of
completed forms from qualifying senior citizens. 5. In order to keep
all records up to date, it will be necessary for these forms to be
renewed annually beginning on or before December l, 1971 and each
December 1 thereafter. Roll Call - All Ayes
Resolution Directing City Clerk to Strike Assessment from Loc 'I~i~ O.
The Resolution was offered by Heintz, seconded by Logacz, WHEREAS,
the property known and descirbed as 3853 - 3rd Street N.E. legally
descr, as parts of Lots 10 and 11, Rearr. of Block E., Plat //34412,
Parcel lOlO, was assessed $251.00 for local improvement No. 640,
(251' @ $1.00) AND WHEREAS, only 191 assessable feet benefited from
the improvement, and 60 feet that was charged in error was not benefit
by said improvement no. 640: BE IT THEREFORE RESOLVED by the City
Council of the City of Columbia Heights, that the City Clerk be and
he is hereby authorized and directed to strike from Local Improvement
No. 640, the 60 feet at $1.00 charged against the above desc. tract
in the amount of $60.00. Rol 1 Call - A1 1 Ayes.
Library Agreement.
It was reported the proposed contract was recommended by the Library
Board unanimously and the agreement would allow the City to become
a participant in MELSA with all rights except voting and would also
allow us to keep our present borrowing arrangement with the City of
Minneapolis. ~tion by Heintz, ~seconded by Land that the Mayor and
City Manager be authorized to enter into the agreement with the Anoka
County Library system.½~ Roll Call - All Ayes.
Request Time Extension on Remodeling 4200 Central.
Mr. Dwight H. Sundeen, United Rent-All, 4200 Central requested by letter
a time extension for remodeling to operate his rental ~X~Xbusiness.
The letter stated one contingency remains before the purchase of the
property is finalized, that being obtaining a Small Business Administrati~
loan. Motion by Land, seconded by Heintz to grant the 60 day extension
to Mr. Sundeen. Roll Call - All Ayes.

Remote Reader Installation Prices.
A discussion was held on a price to be set for installing remote
reading water meter heads on the b~is of time involved for each
installation. It was decided to table the item until th~ next regular
meeting and in the mean time find out how the telephone company
installs similar meters and what tools they use.
Request to attend Bldg. OfficialsXlnstitute.
Motion by Land, seconded by Heintz that the request for the building
inspector to attend the Building Officials Institute, January 18,19,
and 20 at the Pick Nicollet Hotel be granted and expenses be authorized.

Solicitors License Request from Christian Record Braille Foundation.
Motion by Jeska, seconded by Heintz that the request for a solicitors
license from C. Starks, Christian Record Braille Foundation, be
granted and that the fee be waived. Roll Call - All Ayes.
Solicitors License Request from E. M. J. Recreation Center.
A request was received for a solicitors license from %Evelena Loyd,
E. M. J. Recreation Center, but no action was taken. The Council
wishes for more information concerning who will be doing the selling.
Traffic Commission Appointment.
It was reported the School Board and Traffic Commission recommend
the appointment of Mr. Don Johnson, Principal of Nelson School,
to the Traffic Commission to fulfill the unexpired term of Don Burton.
Motion by Land, seconded by Jeska that Mr. Johnson be appointed
to the Traffic Commission. Roll Call - All Ayes.
Consultant
Authorization of LaborX~X~X~ Services.
A discussion was held on salary negotiations for 1970 and 1971 in
various departments, and a recommendation made to use services of
a labor ~~X~X Motion by Heintz, seconded by Jeska to authorize
the services of Mr. Smythe up to an amount of $500. Roll Call -
All Ayes.
City Attorney Reports.
The City Attorney reported on a Court case, a condemnation case over
Block 7, Sheffields Subdivision.
The City Attorney reported on the easement rights on Reservoir Boulevard.
He also reported the Fire Department is talking about changes in their
pension along the lines of the Police Department.

Award of Bids on Sewer Cleaning Compounds.
Motion by Land, seconded by Jeska that the bid~ on sewer cleaning
compounds be awarded to Oxford Chemical in accordance with the
bid submitted. Total amount of the contract: $2,925 90 Roll
Call - All Ayes. ' '
C~ity Engineer Reports.
A discussion was held on the 10% withholding to Orfei.
A discussion was held on the drainage problem at 39th.
Licenses.
Motion by Heintz, seconded by Jeska that the license application,s
as listed be granted upon payment of proper fees. Roll Call -
A 11 Ayes.
Membership on Park Board.
Councilman Heintz suggested having a Council member serve on the
Park Board and it was decided to get the ordinance establishing
the Park Board and see what requirements there may be.
Anoka County Association of Municipalities.
Mayor Nawrocki reported the Anoka County Association of Municipalities
meeting will be Wednesday, December 16th in Fridley City Hall.
Financial Report.
The Council members recognized the financial reporting as making a
big improvement.
Resignation from Human Rights Commission.
Motion by Jeska, seconded by Heintz that the resignation of Ken
Sheehan from the Human Rights Commission be accepted. Roll Call -
All Ayes. It was reported the sentiment of the members of the
Commission was perhaps a ~younger person possibly someone from
the High School might be designated to serve on the Human Rights
Commission.
A certificate of appreciation will be prepared for Mr. Sheehan.
