That this Council hereby finds and determines that each of the lo~s and parcels of land enumerated in said assessment rolls was and is especially benefitted by such improvement in an amount not less than the amount set opposite in the column headed "Total Assessment" And this Council further' finds and determines that the proper proportion of the cost of such improvements to be especially assessed against such lot or parcel of land is the amount set opposite the description of such lot or parcel of land respectively in said assessment rolls. Section 3. That said assessments may be paid in part or in full without interest on or before December 31, 1970, or in annual installments for a period of from one to ten years as designated on each assessment roll, payable on or before the 30th day of September, annually, with 8% inter~t thereon, failure to pay the annual installment renders the same delinquent and thereafter a 10% penalty is added and the said 'delinquent special assessment is certified to the County for collection with the real estate tax. Section 4. That this Council did hereby determine ~nd re-determine to proceed with said improvements, does ratify and confirm all other proceedings heretofore had in regard to these improvements, and said improvements shall hereafter be known and numbered as I'local improvements numbered 497,600,622,625,634,640,642, ~48. and 649. Section 5. This resolution shall take effect immediately upon its passage. Roll Call - All Ayes. Motion by Logacz, seconded by Jes. ka, Call - All Ayes. Authorization to Purchase Resuscitator. December 3, 1970 Roll Call: Land, Heintz, A request was received from the Civil Defense Director to purchase a replacement Handy Resuscitator in the amount of approximately $625. Motion by Heintz, seconded by Jeska to authorize the purchase of a Handy Resuscitator for the Civil Defense Rescue Rig in an amount not to exceed $625. Roll Call - All Ayes. Cancel Check. Motion by Jeska, seconded by Logacz to cancel check #10454 issued to U.S. Eeasing Corp. in the A~amount of $71.59. A~Roll Call - All Ayes. 161 . Library Agreement. Councilman Logacz reported the Library Board met and approved a revised agreement to become an associate member of MELSA For one year on a trial basis. As an associate member he said we can hold on to our control of the Library system and the only thing we would not get is the voting right in MELSA. Mayor Nawrocki and the Council members felt they were not ready to vote on the agreement yet and said they would like to study it further and talk with the County Commissioner. Motion by Jeska, seconded by Heintz, that consideration of the Library agreement be tabled until the next regular Council meeting. Roll Call - All Ayes. Permits & Licenses. Motion by Land, seconded by Jeska that the license applications, special use permit applications, and home occupation permits, as listed be granted upon payment of proper :fees as recommended by the Planning and Zoning Commission, that any restr[~ions that have been on the licenses in the past continue, including a special use permit application from Kenneth W. Anderson to operate a beauty shop at 4917-19 Central. Roll Call - All Ayes. Bingo Permit. Motion by Heintz, seconded by Jeska to grant a request for a bingo permit for 1971 at the Veterans of Foreign Wars Post #230. Roll Call - All Ayes. Christmas Tree Permit. ~anley J. Landowski, 4455 Jackson Street was present requesting permission to sell Christmas trees from his yard. He presented a paper with the signatures of his neighbors indicating they had ~ objections. Motion by Land, seconded by Heintz, to grant the ~les lot permit and a home occupation permit, with the home occupation permit fee to be waivered, said permits to expire 30days from today. Roll Call - All Ayes. Mr. Landowski was informed he had to post $50 bond to insure clean-up as required by ordinance. R~X~X[~X~½~X~[~ Bids on Dog Catcher Services and Legal Publications. Motion by Jeska, seconded by Heintz that the City Manager be authorized to take bids on dog catcher services and legal publications, bids to be opened December 28, 1970.Roll Call - All Ayes.
