Appointment to Joint Purchasing Committee.
A Joint Purchasing Committee has been formed within the Anoka
County Association of Municipalities and a representative from
Columbia Heights would be desirable. The Council members asked
if John Barna, Administrative Assistant, might be interested in
this committee.

The meeting was called toorder at 8:03 p.m.
Jeska, Logacz, Nawrocki - present.
Also present were the City Manager, City Attorney, staff members from
the Engineering Department and the AssessorIs office, and approximately
20.0 citizens.
Mayor Nawrocki stated the meeting was an assessment hearing for review
of various improvement projects which have been c~mpleted this past year,
all or a part of which the cost will be assessed against the adjacent
property. The pro~ects were as follows:
Project #497 - Street Opening, Gravel Base, Sewer on Tyler Place and
44½ Avenue. It was reported the cost on this project came to $23.15
per foot, the assessment to be~read over a 10 year period. There were
no questions raised on this project.
Project #600 - Street Opening, Gravel Base, and Sewer in 42½ Avenue.
The cost of this project was assessed at $20.77 with the recommendation
that the assessment be spread over an eight year period. The only
question on this project related to clarifying any additional assessments
that might take place on 42½ Avenue such as sidewalks, curb and gutter.
Project #622 - Platting and Concrete Alley Paving, Fillmore to Pierce,
46th to 47th Avenue. The assessment for this project was $8.74 and
the recommendation was to spread the cost over a five year period.
There were no questions on Proje ct #622.
Project #634 - Curb, Gutter and some Base Work, Stinson and Fairway Drive.
This project was done in conjunction with the county paving work on these
streets. It was recommended to spread the assessments for three years.
No questions were raised on the project.

Project #640 - Trunk and Lateral Watermains - Citywide. It was reported
this project affects everybody in the community, every property will
have an assessment. Mayor Nawrocki said it is recognized there is a
considerable amount of restoration work to be done and some 'of the
restoration work that has been done may not necessarily hold up through
the winter months. Many questions were raised and a lengthy discussion
was held on the cost of the project, restoration work, and individual
cases reporting problems with water pressure and liability. These
complaints and problems were all noted, and addresses listed, to be
checked out by the B~gineering Department. The assessment was ~
recommended to be spread for two years on the $1.00 trunk charge and
five years on property which is assessed for both trunk and lateral
at $4.50 per foot.
Project #642 - Sidewalk south on 49th Avenue, University to Monroe.
It was reported the City is paying 60% of the cost out of general
funds, with 40% assessed back to the property owners in the area.
The assessment of 68¢ per foot was recommended to be spread for two years.
Questions were raised on ~hy the sidewalks was put on the south side of
49th, will the kids use the sidewalk when going to and from school, and
who will maintain it.
Project #648 - House Removal, 4301 - 7th Street. The house was removed
after being recognized as a hazard to the neighborhood. The assessment
was recommended to be spread for one year. No questions were raised.
Project #649 - Concrete Alley Paving, 4th and 5th, 48th to 49th Ave.
The assessment came to $5.05 per foot with the .recommendation to be
spread for five years. No questions were raised on this project.
Mayor Nawrocki reported the amount of the assessments can be paid in
full in 30 days wi~out any interest charge. After 30 days the projects
go on the assessment rolls for the indicated period of time and 8%
interest is placed on the unpaid balance.
A resolution adopting assessment rolls for the following improvements
and determining that said improvements have been made and ratifying and
confirming all other proceedings, heretofore~ had: Special assessments
numbered 497,600,622,625,634,640,642,648 and 649 was offered by ~~
Land, seconded by Logacz, WHEREAS, the City Council of the City of Columbia
Heights, Minnesota at 8:00 p.m., met on the 30th day of November, 1970,
at the Field House in Columbia Heights, being the time and place set
when and where all persons interested could appear and be heard by the
Council with respect to benefits, and to the proportion of the cost of
making the local improvements above described, a notice of such hearing
having been heretofore duly published as required by law, and a notice
mailed to each property owner of record stating the proposed amount of
the assessment; and WHEREAS, this Council has heretofore estimated and
fixed the cost of such local improvements and has prepared an assessment
roll therefore. THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY
RESOLVES: Section 1. That this Council does hereby adopt the aforesaid
assessment rolls known and described as "Assessment Ro~l for Local
Improvements numbered 497,600,622,625,634,640~648 and 649.

~ection 2. That this Council hereby finds and determines that each of
the lots and parcels of land enumerated in said assessment rolls was and
is especially benefitted by such improvement in an amount not less than
the amount set opposite in the column headed "Total Assessment". And this
Council further finds and determines that the proper proportion of the
cost of such improvements to be especially assessed against such lot
or parcel of land is the amount set opposite the description 'of such
lot or parcel of land respectively in said assessment rolls.
Section 3. That said assessments may be paid in part or in full without
interest on or before December 31, 1970, or in annual installments for
a period of from one to ten years as designated on each assessment roll,
payable on or before the 30th day of September, annually, with 8% inter~t
thereon, failure to pay the annual installment renders the same
delinqOent and thereafter a 10% penalty is added and the said
'delinquent special assessment is certified to the County for collection
with the real estate tax. Section 4. That this Council did hereby
determine ~nd re-determine to proceed with said improvements, does
ratify and confirm all other proceedings heretofore had in regard to these
improvements, and said improvements shall hereafter be known and
numbered as "local improvements numbered 497,600,622,625.,634,640,642,
~48-and 649. Section 5. This resolution shall take effect immediately
upon its passage. Roll Call - All Ayes.

Special Meeting
The meeting was called to order aty:o3 p.m. Roll Call: Land, Heintz,
Jeska, Logacz, Nawrocki - present.
Authorization to Purchase Resuscitator.
A request was received from the Civil Defense Director to purchase
a replacement Handy Resuscitator in the amount of approximately
$625. Motion by Heintz, seconded by Jeska to authorize the
purchase of a Handy Resuscitator for the Civil Defense Rescue Rig
in an amount not to exceed $625. Roll Call - All Ayes.
Cancel Check.
Motion by Jeska, seconded by Logacz to cancel check #10454 issued
to U.S. Leasing Corp. in the ~N~amount of $71.59. K~Roll Call -
All Ayes.
