The City Attorney requested one additional claim be paid to Mr. Dick
Borchardt which represents one day's wages when Mr. Borchardt appeared
in court as a witness for the City. Motion by Land, seconded by
Jeska that $45 be authorized paid to Mr. Borchardt for witness fees
as recommended by the City Attorney. Roll Call - All Ayes.

Bids on Vertical Power Drill.
Bids on one heavy duty vertical power drill were received from the
following:
Hayden Murphy Equipment Co., Long Airdox Model VGABC
in the amount of $2,.800.00..
Motion by Heintz, seconded by Jeska, that the bid on the vertical
drill be awarded to Hayden Murphy in the amount of $2,800. Roll
Call - All Ayes.
License Fees.
A discussion was held on setting license fees for 1971. Several
suggestions for changes were made as follows: De~te milk truck
and bakery truck liCenses as there is a state law which prevents
us from charging a milk truck license, and there have been no
bakery trucks since the Bambi Man several years ago. It was
suggested that the plumbing license fee be set by resolution at
$25 as the $50 fee seems excessive when other contractor licenses
are only $25. It was also reported that the $5 solicitor's license
fee was not enough to cover expenses involved in investigating
solicitor's license applications and it was recommended to raise
the fee to $10 by ordinance.
A resolution setting fees for 1971 was offered by Heintz, seconded
by Jeska BE IT HEREBY RESOLVED by the City Council of the City
of Columbia Heights that the following list of license fees be
set for 1971: (See Attached.)
Roll Call - All Ayes.
Motion by Heintz, seconded by Jeska that the reading of the licenses
be dispensed with and the resolution be approved as submitted in
writing. Roll Call - All Ayes.
First reading of ORDINANCE #742 was held, amending Ord. #501
regulating transient merchants, peddlers, and solicitors within
the City of Columbia Heights. The City Attorney explained as
soon as the ordinance becomes effective, a new resolution will be
passed with the solicitor's license fee amended.
Request to Use Pistol Range.
A request was received from Steve Stark representing S.C.A.R.E.
(Students for Conserving America's Resources and Environment)
at the High School, to hold a turkey shoot at the pistol range
in the library basement on Sunday, November 22, 1970, proceeds to
go to the S.C.A.R.E. treasury. A report was submitted by the Police
Chief who felt it was desirable to get official approval on this.
Motion by Heintz, seconded by Jeska to grant the request subject to
the conditions as stated in the letter from S.C.A.R.E. including
the fact that someone from the National Rifle Association will be
present. Roll Call - All Ayes.

Request Authorization to Attend Property Tax Course.
A request was received from Mrs. Carlson and Mr. Larson in the
Assessor's office to attend a property tax short course in St. Cloud
November 17th and December 1st. Motion by Land, seconded by Logacz
to grant the request.
A lengthy discussion was held on the pros and cons of sending two
people from the same department to the course after Councilman Heintz
stated he could not see sending two people. Councilman Land said
the advantage of sending two people is they get two different views
of ~ings and they will learn from their discussions on what they
have seen and heard. Councilman Logacz said he feels assessments is
the most controversial and touchy topic the community has, things
are constantly changing, and both Mrs. Carlson and Mr. Larson should
be equally informed. Mayor Nawrocki said some of the items on the
agenda are geared for rural communities only and one place where
they can learn is right in the County office when the State Tax
Commissioner holds meetings.
An amendment to the motion was offered by Heintz, seconded by Jeska
that only the expenses for Mrs. Carlson be authorized. Roll Call-
Heintz, Jeska, Nawrocki - Ayes. Land, Logacz - Nay.
Roll Call on original motion: Heintz, Jeska, Logacz, Nawrocki - Ayes.
Land - Nay. Mrs. Carlson's expenses were approved.
Request for Replacement Parking Meters.
M~X~Mr. Brown requested purchase of 17 replacement parking meters
at $986.00. Motion by Land, seconded by Heintz that the request
be granted. No vote was taken on the motion.
A lengthy discussion was held on the amount of revenue and expenditures
in the budget relating to parking meters, the Voss parking lot,
and the desirability of raising the rates for parking to 5¢ for
30 minutes and 10 ¢ for one hour. Motion by Jeska, seconded by
Heintz that the motion to grant the request be tabled until the next
regular meeting for additional information. Roll Call - All Ayes.
Request for Solicitors License.
A solicitors license application was submitted by Mr. Allen R. Wenzel
to sell Merchants Promotions in the City. Mr. Wenzel was not present
at the meeting and the Council members felt they would prefer to
have him come in personally with more information. Motion by Land,
seconded by Heintz to table the request for additional information.

Lot Subdivision Request, 349- 42nd Avenue N.E.
This was the request tabled at the last regular Council meeting.
Motion by Jeska, seconded by Heintz that the lot subdivision request
of Mrs. Jolly for 349 - 42nd Avenue be indefinitely tabled until
such time as she would bring it back as an item of business.
Roll Call - All Ayes.
Request for Educational Al~tment.
Police Officer Dan Strootman was present requesting refunding
of tuition and books. He stated when he was hired he was told
by the Police Chief the City paid ½ tuition and books for courses
taken md he asked that he be refunded only for courses taken up
until the time the request was first discussed last winter and
a written policy be set forth for future reference. A lengthy
discussion was held on his allotment from the Veterans Administration
and what policy was set down for Library employees a few years ago
on tuition and book reimbursement.
Motion by Logacz, seconded by Land that Officer Strootman be
reimbursed in the amount of $105 which covers 50% of cost of
tuition and books for certain courses. Roll Call - All Ayes.
A resolution establishing the basis for educational assistance
allotment was read by Mayor Nawrocki and was offered by Heintz
but lost for a lack of a second.
The City Manager stated he will check back for a resolution or a
motion which set the policy for Library employees and verify
what the policy actually is at the present time.
Request Authorization for Storm Sewer Materials.
Motion by Jeska, seconded by Logacz that the City Manager be
authorized to spend up to $1,000 for storm sewer materials for
McKenna Park. Roll Call - All Ayes.
Request for Assistance With Private Line Installation, 3950 Lookout.
The City Manager reported he received a letter from Mrs. Arvilla
Holstein, 3950 Lookout Place indicating a financial hardship and
asking that arrangements be made to put in a replacement piece
of pipe from the stop box to her house and have the city assess
the amount of the work back to her property. Motion by Heintz,
seconded by Land that the City proceed with installation of her
private line and recommend the cost be spread along with the
rest of the special assessments for the watermain to the home.

701 Program.
The City Attorney stated a number of questions have been raised
by people such as is the 701 plan urban renewal. He said he has
prepared the section of 701 of the 1954 Housing Act which ought
to be made avail~le to everyone at the next 701 hearing Thursday
night.
Watermain Project Restoration.
Mayor Nawrocki s~ted the Council is pleased to note significant
improvements in restoration work. Whether it was our withholding
funds from the contractor or part of the schedule, we will never
know, but the important thing is the past couple of weeks we have
seen tremendous improvements in the restoration work.
Correction in Assessment Notice.
The City Manager stated a correction should be made in the
assessment notice for the hearing November 30th. The correction
should be on #634, Curb and Gutter on Stinson Boulevard which
should read from Fairway Drive south to 45th Avenue (instead of
to the water tower.) Motion by Jeska, seconded by Heintz that
the correction be made. Roll Call - All Ayes.
Licenses.
Motion by Heintz, seconded by Jeska that the licenses as
listed be granted upon payment of proper fees. Roll Call -
All Ayes.
Anoka County Association of Municipalities Meeting.
Mayor Nawrocki announced the Anoka County Association of
Municipalities meeting was to be Wednesday this week in Anoka
City Hall and everyone was invited to attend.
Pension Funding Meeting.
It was announced that the League of Minnesota Municipalities
will be holding a pension funding meeting Saturday November 7th
and registrations will be sent in for Councilman Heintz and
Councilman Jeska.
