HomeMy WebLinkAboutOct 5, 1970131 . OFFICIAL PROCEEDINGS Special Meeting October 5, 1970 The meeting was called to order at 8:04 p.m. Jeska, Logacz, Nawrocki - present. Roll Call: Land, Heintz, Mayor Nawrocki stated the purpose of this meeting was to consider the proposed budget for 1971. Members of the City staff were present as were Anoka County Commissioner A1 Kordiak, Rosemary Byrnes, and Judy Strom from Sun Newspapers. Mayor Na~ocki outlined the budget following a pamphlet entitled "Budget Informational Meeting", a copy of which is attached. After the completion of the hearing, Mrs. Byrnes complimented the Mayor, City Councilmen, and city employees who made up the 1971 budget and the presentation. She was very pleased with it. A resolution adopting the 1971 budget for the City of Columbia Heights was offered by Logacz, seconded by Heintz, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that WHEREAS, the City Council has at various times met for the purpose of discussing the budget for the year 1971, and WHEREAS, the City Council has determined that the anticipated revenues and expenditures for calendar year 1971 are as listed on the two documents headed "Budget, Expendi~res, City of Columbia Heights, January 1, 1971 through December 31, 1971,? and "Budget Revenue Estimates, City of Columbia Heights, January 1, 1971 through December 31, 1971" NOW, THEREFORE, BE IT ~REBY RESOLVED that the City Council of the City of Columbia Heights approve~ and adopt the 1971 budget as prepared and presented for consideration, said detailed budget to be made a part hereof. Roll Call - All Ayes. A resolution approving 1970 tax levy, collectable in 1971 was offered by Land, seconded by Jeska, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, County of Anoka, Minnesota, that the following sums of money be levied for the current year, collectable in 1971, upon theXZ~X~ taxable property in said City of Columbia Heights, for the following purposes: General Fund Civil Defense Fund Firemen's Relief Association Policemen's Relief Association Recreation Fund Storm Sewer Construction Fund Debt Service Retirement Fund $ 94~,960.00 ll,OOO.O0 24,000.00 30,150.00 31,000.00 15,O00.O0 81~560.00 Roll Call - All Ayes Total $1,134,670.00 132. The City Manager presented one other resolution directing delinquent assessments to the County Auditor, Offered by Heintz, seconded by Jeska, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed to levy the delinquen special assessments on the properties in the City of Columbia Heights as submitted on the duplicate statement form with the amaunt to be levied indicated opposite the stamp ~lCertified to County Auditor" BE IT FURTHER RESOLVED, that the foregoin~ amounts shall be included in the individual real estate tax statements for the current year and identified thereon as special assessments. Said levies shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the general laws of the state. All assessments with penalties and interest as indicated thereon paid to the County treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. The City of Columbia Heights shall accept payments on these levies until the end of the calendar year. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Roll Call - All Ayes. Motion by Jeska, seconded by Logacz to adjourn at 9:00 p.m. All Ayes. Nawrocki, Mayor Secretary to the Council ,OFFICIAL PROCEEDINGS Regular Me~ing Monday, Oct. 13, 1970 The regular meeting of the City Council was held Monday, October 13, 1970. The meeting was called to order at 8:12 p.m. Roll Call: La nd, Heintz, Jeska, Logacz, Nawrocki - present. Motion by Heintz, seconded by Land that the minutes of the last regular and special meetings be approved as presented in writing and the reading dispensed with. Roll Call - All Ayes. Payment of Bills. A ~scussion was held on payment of two bills to Orfei & Sons. Concern was expressed over the street restoration work on the watermain project and it was suggested we should maybe withhold payment to Orfei until restoration is at a better stage of completion. Motion by Jeska, seconded by Logacz that the ~ollowing bills be paid out of their proper funds with the exception of 10068 and 10069 to Orfei, that ~these two bills be again looked at and report back.
