Motion by Jeska, seconded by Land that the minutes of the last regular
meeting be approved as presented in writing and the reading dispensed
with. Roll Call - All Ayes.

Motion by Land, seconded by Heintz that the bids be turned over to the
City Manager for tabulation and report back at the next regular meeting.

Bids on Remote Readers
Motion by Heintz, seconded by Jeska that the award of bids received
at the last regular meeting for remote water meter reading devices
be tabled until the next regular meeting. Roll Call - All Ayes.
Scheduling of Nest Regular Meeting.
Motion by Land, seconded by Heintz that the next regular meeting
be scheduled for Tuesday, October 13th rather than Monday because
Monday is a legal holiday. Roll Call - All Ayes.
Ordinance #739 - Sale of Property.
A second reading was held on Ordinance #739 authorizing sale of
property to James Hasslinger. Lot Three (3), Block Three (3)~
~x. S. t0') (Ex. NE'ly 20') Walton's First Subdivision of Reservoir
Hills, Anoka County, State of Minnesota. Offered by Jeska, seconded
by Logacz. Roll Call - All Ayes.

Resolutions setting Utility Rates
A resolution setting sewer disposal charges was offered byLogacz,
seconded by Jeska, BE IT HEREBY RESOLVED that the City Council
of the City of Columbia Heights set the Sewer Disposal Charge at
Two Dollars and Seventy-five Cents ($2.75) per month per family
unit, and Two Dollars Twenty-five Cents ($2.25) per month for each
additional family in the same dwelling in Columbia Heights; and
that the sewer disposal charge for commercial buildings, be
established at: 25¢ per 1OO cu. ft. first 300~u. ft., ~15¢ per
100 cu. ft. next ~600~u. ft., 10¢ per 100 cu. ft. next 600,000
cu. ft., X~IO¢ per 100 cu. ft. over 1,5OO,OO0 cu. ft., 20¢ per
100 cu. ft. Hilltop. BE IT FURTHER RESOLVED that said charges
shall become effective November 1, 1970. Roll Call - All Ayes.
A resolution setting water rates was offered by Heintz, seconded
by Jeska, BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights that the water rate for Columbia Heights residents
be set at $3.90 per quarter for the first 600 cubic feet or less,
and 40¢ per hundred cubic feet additional water used, and BE IT
FURTHER RESOLVED that the water rate for users outside of the City
of Columbia Heights be set at $4.20 per quarter for the first 600
cubic feet or less, and 45¢ per hundred cubic feet for additional
water used. Said rates to be effective November 1, 1970. Roll
Call - All Ayes.
Ordinance #740 - Sale of Property.
A first reading was held on Ordinance #740 - Sale of all that part
of Lot Three (3), Block One (1), Apache Heights, described as
follows: that part of vacated 4Oth Avenue Northeast and o~
vacated McKinely Street N.E. which a~crued ~ Lot Three (3),
Block Ten (10) Auditor's Subdivision of Walton's Sunny Acres
Fourth, according to the plat thereof on file and of record inthe
office of the Register of Deeds within and for Anoka County, Minnesota,
by reason of the vacation thereof, which lies within the boundaries
of Lot Three (3), Block One (1), Apache Heights, according to the
plat thereof on file and of record in the office of the Register
of Deeds within and for Anoka County, Minnesota, to Rand Realty,
a copartnership consisting of Albert V. Rosenbower and Iven Dostaler.
Parking on the West Side of Van Buren, 37th to 39th Avenue
Residents on Van Buren from 37th to 39th Avenue were present
appealing the Traffic Commission action of August 3rd restricting
parking on the west side of Van Buren from 37th to 39th and they
presented a petition signed by 98% of the residents requesting
the parking be changed back to both sides of the street. Motion
by Land, seconded by Heintz that the petition be placed on file.

Councilman Land said on August 3rd the Traffic Commission held a
hearing on proposed no parking for the west side of Van Buren,
37th to 39th, some of the reasons being better visibility, safety
for children and easier snow plowing. The residents were not in
favor of the restricted parking but said they would give it a try for
a while. Now they would like the signs removed stating their reasons
are inconvenience, danger in crossing the street, and faster driving.
The matter was brought up at the Traffic Commission meeting September 15th
at which time Councilman Land said he made a motion to return the
street to the original signing but the motion died for a lack of a
second. Motion by Jeska, seconded by Logacz that the no parking
signs on the west side of Van Buren, 37th to 39th Avenue be removed.

Lot Subdivision Request.
Motion by Land, seconded by Jeska that the lot subdivision request
from Roy Hilton for the N.½ of Lot 5, Block 1, Rearr. of Block C
be granted and that the special assessments be divided equally
among the benefited frontages. Roll Call - All Ayes.
Side Yard Waiver, 4708 Stinson Boulevard.
A request was received from Mr. Jack Keller, 4708 Stinson Boulevard
for a side yard waiver to construct a garage south of his home next
to the city water tower property as recommended by the Planning and
Zoning Commission. Motion by Heintz, seconded by Jeska that the
X#~lot waiver be approved. Roll Call - All Ayes
Request to Operate Truck Rental, 3828 Central.
A representative of Budget Rent A Car, 3828 Central, was present
requesting a license to operate a truck rental business at his
car rental establishment. WithXhis license application he submitted
a diagram of where the trucks would be parked. Motion by Jeska,
seconded by Heintz that the request be referred to the Planning
Commission. Roll Call - All Ayes.
Report on Sepko Chemicals Co.
Mr. Schwin, Attorney for Sepko Company, appeared on behalf of his
clients at our meeting. Sepko Chemicals have a large delivery of
materials coming in by rail and Soo Line indicated they would not
allow the cars to be brought in to the plant over the spur line
beside the ditch east of Jefferson Street. Several letters have been
submitted, to the Soo Line by the City requesting their participation
in placing storm sewer pipes in the ditch since last summer. They
have refused to participate to date. The estimated cost was $12,000
and the city had requested Soo Line to pay 50% of this cost. The
property on which the tracks lie belongs to Columbia Heights so
Mr. Schwin said he would attempt to get ~pko and Soo Line to agree
to pay something toward the storm sewer cost in exchange for a
deed to the strip of land on which the tracks lie.

Agreement for Maintenance of 37th Aven~e.
Motion by Heintz, seconded by Jeska that the Mayor and City
Manager be authorized to enter into a maintenance agreement for
37th Avenue between Main and Stinson Boulevard with the City of
Minneapolis. Roll Call - All Ayes.

No action was taken on appointment to Library Board.
Resolution on Bus Rates.
A Resolution requesting the M.T.C. to remove the arbitrary additional
zone fare imposed on patrons arriving or departing from locations
in the City of Columbia Heights and to re-instate the fare structure
which placed such patrons On an equal basis with patrons originating
and terminating their trips in Minneapolis was offered by Heintz,
seconded by Jeska, BE IT HEREBY RESOLVED by the City Council of the
City of Columbia Heights, that WHEREAS, the City of Co,lumbia Heights
has been in the process of appealing through the Courts the arbitrary
rate differential of 10¢ above the Minneapolis fare based on
political subdivision boundaries and not on actual cost factors, as
established by the Minnesota Public Service Commission, and
WHEREAS, the Public Service Commission has required Twin City
Lines to bring forth a new zone fare structure system by a given
date, but had allowed that date to pass without requiring said
new zone fare structure because of the impending takeover of the
transit system by the M.T.C., and WHEREAS the M.T.C. has now taken
over the Twin City transit system, including the rate making functions,
and WHEREAS, the Metropolitan Transit Commission studies have shown
the present zone fare to be unfair, and WHEREAS, the M.T.C. is
spending considerable sums of public money to subsidize public
transit for other certain parts of this metropolitan area, and
WHEREAS, the two routes serving Columbia Heights, #10 Grand-Central,
and #18 2nd Street N.E.-Monroe are two of the most profitable lines
in the system, and WHEREAS, the northern most boundary of Columbia
Heights is closer to the downtown loop area of Minneapolis than the
southern most boundaries of Minneapolis which only pay a base fare,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights that, based on the above circumstances, the M.T.C.
is hereby petitioned to immediately eliminate the zone fare rate
differential from patrons originating or terminating their ride in
Columbia Heights. BE IT FURTHER RESOLVED that should the M.T.C. feel
that further study is required, that the zone fare rate differential
be suspended until the completion of such a study. Roll Call - All
Ayes.
Resolution Supporting Jaycees Softball Tournament.
A resolution supporting the proposal to hold the 1971 Jaycees State
Slow Pitch Softball Tournament in the City of Columbia Heights was
offered by Logacz, seconded by Jeska, BE IT HEREBY RESOLVED by the

City Council of the City of Columbia Heights, that WHEREAS, the
Columbia Heights Jaycees are bidding to be the host for the 1971
Jaycee State Slow Pitch Softball Tournament in August, 1971 and
WHEREAS, the Columbia Heights Jaycees have shown their ability to
conduct such a tournament in an exemplory successful manner in 1969,
AND WHEREAS, the City ~EEEZZof Columbia Heights has the facilities
to meet the needs of major tournaments of this nature as demonstrated
in similar cases in the past. NOW, THEREFORE, the City Council
hereby pledges their cooperation and the full cooperation of the
necessary city departments to assist the Jaycees to assure a
successful tournament for both their fine organization and the
City of Columbia Heights. Roll Call - All Ayes.
Metro Clean Air Committee Leaf Bags.
Mayor Nawrocki presented some paper leaf bags he received from
the Metro Clean Air Committee to be distributed to residents in
the City, two per person. A container will be set out for people
to make contributions to the Metro Clean Air Committee when they
pick up the large bags.
Police Salaries.
Members of the Police Department were present to discuss their
agreement between the City Council and members of Local 149,
and the resolution setting 1970 salaries and fringe benefits. After
a lengthy discussion on work schedules, clothing allowance, the
pension program, and residency requirements, the City Manager read
the following resolution setting salary and fringe benefits for
1970 for members of the Police Department: The resolution was
offered by Logacz, seconded by Jeska, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights that the
following salary and fringe benefit schedules be established
for calendar year 1970 with the salary schedules to be effective
January 1, 1970: 1. Salaries. Sergeants $925 per month, top
patrol after four (4) years $865 per month, top dispatcher after
four (4) years $731 per month, as of January 1, 1970. Step
schedule to be adjusted using present criteria for patrol and
dispatcher with less than the maximum seniority. Investigators
to receive $35 per month in lieu of over-time. 2. Hospitalization.
City to ~ the individual employee's premium. 3. Uniform
Allowance. $125.00 per year by voucher for uniform personnel;
$50.00 per year for dispatchers. Uniform damaged in the line of
duty shall be replaced or repaired by the City in the event
the individual's allowance has been depleted. 4. False Arrest
Insurance. To be furnished by the City. 5. Court Time. Personnel
required to appear in court during off duty time will receive a
minimum of two (2) hours time at 1½ times their normal rate.
Additional time to be paid at straight time. 6. Prior to any
negotiations for a 1971 agreement, a committee of city officials
and police personnel are to meet and resolve the pension program
for police personnel. Roll Call - All Ayes.

Motion by Logacz, seconded by Land, that ff~Councilmen Jeska
and Heintz be designated as Council representatives on a committee
to work with two committee members as designated from the Police
Department to work on the pension program. Roll Call - All Ayes.
Street Lighting for H~rt Boulevard.
The City Engineer reported on street lighting on Hart Boulevard and
quoted costs of the installation and maintenance. He will approach
the Chief Theater and the Apache apartments on this matter.
Ordinance #741 - Sale of Property.
The City Attorney presented Ord.#741 amending Ord. #700 sale
of North ½ of Lot Fourteen (14), all of Lot Thirteen (13),
all of Lot Twelve (12), and the South ½ of Lot Eleven (11),
Block Five (5), Valley View, according to the duly recorded
map or plat thereof on file and of record in the office of the
Register of Deeds in and for Anoka County, Minnesota,XXXX~X~X
to Andrew P. Ocel and Elizabeth Ocel, husband and wife. A
first reading of the ordinance was held.
Model Ordinance on Rezoning and Conditional Uses.
The City Attorney presented a model ordinance on rezoning and
conditional uses presented to him by Harley Stover at the
last regular meeting. Mayor Nawrocki stated copies of the
ordinance would be circulated to the Council members and it would
be up to the individuals if we should do anything further.
Licenses.
Motion by Jeska, seconded by Heintz that the license applications
as listed including transferring license from Gerald G. Johnson,
BXD/B/A Johnson Bros. "66", Inc. to Javelin Tire Corp., 4043
Central Avenue, be granted upon payment of proper fees. Roll
Call - All Ayes.
Plannin9 Commission Hearings.
Councilman Jeska reported setting up hearings on the 701 program
in four different locations in town and the cost of holding these
hearings.
