Storm Sewer Line at 38th and 5th Street.
The City Engineer explained he would like to put a storm sewer
line under the Soo Line railroad crossing at 38th and 5th Street.
Motion by Land, seconded by Heintz that an additional $6,358.00
be authorized for installation of storm sewer line under the
trackage area at 38th and 5th Street and an additional amount
not to exceed $1,300.00 be authorized to adjust the 10" main on
the said track. Roll Call - All Ayes.
Easement allignment for Looping From Lincoln St. cul-de-sac to 39th.

The City Engineer presented a plan for looping from the Lincoln
Street cul-de-sac to 39'th Avenue. This involved the property of
Mr. Vincent Scalise and John Moen. He recommended an award be
made for each parcel. Motion by Heintz, seconded by Land that
John C. Moen be awarded $50 for easement across a portion of
Lot 1, Block 2, Harts Addition, and that Vi..ncent Scalise be
awarded $525 for an easement across the west 1/2 of Lot 2, Block 14,
Auditors Subdivision of Walton's Sunny Acres Third, all according
to the plan presented by the City Engineer. Roll Call - All Ayes.

Presentations.
Mayor Nawrocki presented a plaque to Dr. Herbert for appreciation
of his service on the City Health Board for 15 years.
Mayor Nawrocki also presented a plaque to Ed Miskowic for his 26
years service on the Columbia Heights Fire Department.
Street Dance Request
A number of young people were present requesting permission for a
street dance on 43rd and 2nd Street, Sat~lay, September 19th. Mr.
Lee Morgan, who lives on the corner of 43rd and 2nd Street, was
the spokesman for the young people and said the group will be
chaperoned by parents. He said he has signatures from 30 neighbors
stating no objections to the street dance and he said he will work
closely with the Police Department to erect barricades to close
off the streets to traffic. Motion by Land, seconded by Heintz
to grant the request for permission to hold a street dance on 43rd
and 2nd Street from 8:00 p.m. to 11:30 p.m., Saturday, September
19, 1970. Roll Call - All Ayes.

Ordinance #738 - Sale of Property.
A second re~ding was held on Ordinance #738 - Sale of west five
feet of Lot 41, subject to easement to the City of Columbia
Heights for public street and utility purposes over, in, under
and across the north 30 feet and the south 5 feet thereof, Block
3, Reservoir Hills, acco~ling to the map or plat thereof on file
and of record in the Office of the Register of Deeds in and for
Anoka County, State of Minnesota, to Willard N. Sexauer.

A first reading.was held on Ordinance #739 - sale of Lot 3,

of Reservoir Hills, Anoka County, State of Minnesota, to James

Recommendations on Ford Motor Co. Proposal.
A request was received from the Planning & ~oning Commission that the
Council review the Planning Commission recommendations on the Ford
Motor Co. proposal to build a facility at 51st and Central and to direct
the Commission to take desired actions.
The City Manager read the minutes of the Planning Commission heari!ng,
September 1st, after Councilman Jeska stated he felt the minutes may
be in error. He understood that the Commission was ~looking for
direction from the Council and that the first sentence in the minutes
about the Commission holding hearings was in error. It was stated
this is the first time the Ford matter has come to the Council and
that Ford has not appealed the Planning Commission denial of an
ordinance change. Ford has not brought in anything new at this time.
Councilman Land stated he thinks Ford is compatible with 51st and
Central and he wants Ford and the Planning Commission to get together
on it. Councilman Heintz said he would like to see nothing less than
a facility such as Hansord Pontiac in the Gateway Center with the
whole works inside the building. Anything less than that he will not
go along with.
Harley Stover was present representing the Mathaire Citizens Group and
presented recommendations for the Council: 1. He recommended the
Council take whatever action is necessary as he feels the Mathaire
citizens rights are being abused. He ~J~presented guidelines in
ordinance J~form from the City of Bloomington that would do more than
minimize harrassment. A copy of the ordinance was presented to the
City Attorney and to Mayor Nawrocki, and included in the ordinance was
a provision that the land use can only come up once every 12 months,
the fee would be $100, and when a new recommendation is made the City
is very careful to see changes are made. 2. He also recommended
that the Council discont~ue hearings because the residents are not
interested in it. He said the City Planner tells us this kind of
operation does not fit in our 701 plan so why do we ingnore this
expensive professional advice. He said Ford ought to consider a light
commercial type of operation.
The Attorney for Ford was present and said they are not Jhere to harrass
anyone nor propose the same thing proposed before. They are here
because they believe a Ford agency can be constructed on the site and
be harmonious with the community. He said the Planner indicated the
site is proper for a properly designed automobile agency.
After several Mathaire residents expressed their feelings, Councilman
Logacz said this is not a hearing. He said we have gone through this
many times and have heard all this before.
Motion by Heintz, seconded by Jeska, to recommend to the Planning
Commission that the Commission deliberate with Minar Ford and the
Mathaire citizens group for something not less than the Hansord Pontiac
facility with everything except employee parking inside the building.

Mayor Nawrocki state he doesn't feel personally harrass~d at this point
and has sat through each of the meetings and hearings. He said he
follows it because he also lives in the area.
Another Mathaire resident stated he has attended every meeting so
far and is of the opinion that at least 75% to 80% of the citizens
attending the meetings objected to the facility on the property.
He feels the majority does not rule and there is still some interest
on the Commission in favor of this thing. He said it is a miscarraige
of justice.

Resolution Transferring $165,000 to H.U.D. Project.
A resolution transferring funds interdepartmentally was offered by
Jeska, seconded by Heintz, BE IT HEREBY RESOLVED by the City Council
of the City of Columbia Heights that the City Treasurer be, and he
is hereby directed to transfer One-hundred and Sixty-five thousand
dollars ($165,OOO) from the General "Permanent Improvement Revolving
Fund" to the "H.U.D.II Project No. WS-MINN-65 (P.I.R. No. 640)
Permanent Improvement Revolving Fund to be utilized as necessary
for contract payments on the city share of the watermain project
(WS-MINN-65.) BE IT FURTHER RESOLVED that the City Treasurer be
directed to deposit to the credit of the general Permanent Improvement
Revolving Fund the receipts from the bond sale of $165,000 which shall
be completed on or before December 31, 1970. Passed this 14th day
of September, 1970. Roll Call - All Ayes
Resolution Setting License Fees for Trailer & Truck Rentals.
A resolution setting license fees for trailer and truck rentals as
required by Ordinance #736 was offered by Jeska, seconded by Heintz,
BE IT HEREBY RESOLVED by the City Council of the City of Columbia
Heights that an annual license fee on all trailer, truck and camper
rentals as required by ordinance #736 be established as follows:
$35 for the first year and $15 annual renewal. This resolution shall
become effective for calendar year 1970 and each year thereafter unless
amended by further Council acdon by resolution. Passed this 14th day
of September, 1970. Roll Call - All Ayes.
Resolution Acceding Kiwanis Donation.
A resolution offered by Jeska, seconded by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that
the City shall accept the sum of $108.60 donated by the Kiwanis
Club of Columbia Heights - Fridley for five (5) 22 caliber rifles to
be used in fire arms training. Passed this 14th day of September,
1970. Roll Call - All Ayes.

Resolution Authorizing Contract With Auditor.
A resolution authorizing contract with George M. Hansen
Company to serve as public accountant on the H.U.D. project,
was offered by Logacz, seconded by Jeska, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights ~h~t the Mayor
and City Manager be and they are hereby authorized to contract
with George M. Hansen Company to serve as Auditors on H.U.D.
contract designated WS-MINN-65. BE IT FURTHER RESOLVED that
the estimated cost for such auditing procedures shall be
approximately $1,000. Passed this 14th day of September, 1970.

Request to Cancel Check #9515.
A request was received to cancel check #9515 in the amount of
$525 issued to Vincent J. Scalise at the last regular meeting.
Mr. Scalise has decided not to enter into an agreement for the
easement for the watermain project. Motion by Jeska, seconded
by Logacz to cancel check #9515. Roll Call - All Ayes.
Request to Perform 1970 Audi~.
A request was received from the George M. Hansen Co. to perform
the 1970 audit. The cost was estimated at about $5,000 which
runs about the same as in the past. Motion by Jeska, seconded
by Heintz that the Mayor and City Manager be authori~d to enter
into a contract with George M. Hansen Co. to do the city audit
for 1970. Roll Call - All Ayes.
Request to Spend $1,000 for black dirt and for sod.
The Park Board requested authorization to spend $1,000 for black
dirt and for sod for Memorial Park. Motion by Heintz, seconded
by Logacz that the ~City Manager be authorized to ~~
spend up to $1,000 for black dirt and for sod for Memorial Park.

Request Expenses for Police Chiefs Meeting.
Motion by Land, seconded by Jeska that expenses be authorized for
the Police Chief for the Police Chiefs meeting in Marshall, Minnesota,

Request to Call for Bids on Tractor.
Motion by Land, seconded by Jeska that the City Manager be authorized
to advertise for bids for an industrial type tractor for the Park
Department, bids to be opened Monday, September 24th. Roll Call -
All Ayes.

Request to Attend Workshop.
A request was received to send two men (one from the Park Department
and one from the Street Department) to the Shade Tree Maintenance
and Equipment Show, September 24th, sponsored by the University of
Minnesota Institute of Agriculture, to be held at the Arboretum
in Chanhassen. A discussion was held on the number of men from the
departments who have attended this workshop before ~Kand what was
the need of sending more people. Motion by Land, seconded by
Heintz that two men be authorized to attend the Shade Tree Maintenance
and Equipment Show and their expenses be authorized. Roll Call -
Land, Heintz, Jeska, Logacz - Ayes. Nawrocki - Nay. The request
was granted.
Request to Set Hearing Date on P.I.R. Projects.
A request was received ~To set Monday, November 30th for hearings
on the following P.I.R. projects:
#497 St. Open, Sewer, Gravel Base on Tyler Place, 44th to
45th and 44½ - Tyler-McLeod.
#600 St. Open, Sewer, Base on 42½ east of Central.
#622 Plat and pave alley, Fillmore - Pierce, 46th to 47th.

Motion by Jeska, seconded by Heintz that the City Manager be authorized
to advertise for hearing for P.I.R. projects, the hearing to be held
Monday, November 30th at 8:00 p.m. at the Field House. Roll Call -

Resignation and Appointment on Library Board.
Mr. Claude Johnston submitted his resignation from the Library Board
as he has moved out of town. An appropriate certificate of service
should be issued. Motion by Land, seconded by Jeska that the
resignation of Claude Johnston be accepted with regret. Roll
Call - All Ayes.
The City Manager was instructed to get a list of names of people
who have shown interest in the Library Board for appointment at the
next regular meeting.

Taxi Cab License Request.
Mr. Patrick Ketchum was present requesting a license to operate
Highland Cab Company which he and Red Bennett have bought out from
Mr. Kahles. The Council members explained that the cab situation in
Columbia Heights is touchy and we had better see that we can keep one
business alive before we issue more licenses. Motion by Land,
seconded by Heintz that the license application request be denied.

Solicitors License Request.
A solicitors license application was received from Mrs. Evelena Loyd,
EMJ Recreation Center, to sell candy door-to-door. K~5 youngsters
will be assisting in the candy sales. Councilman Land said we should
grant this request on the basis the youngsters carry identification cards.
Motion by Jeska, seconded by Heintz that the license be granted to the
listed personnel on the application form. Roll Call - All Ayes.
City Manager Reports.
The City Manager reminded the Council members of a meeting Tuesday,
September 15th with the School Board, Recreation Commission and Council
to discuss the 1970 Recreation Budget.
The City Manager reminded the Council of a League of Women Voters
meeting Wednesday, September 16th in the field house to honor those
who serve on boards and commissions of the City.
1971 Budget Hearing.
Mayor Nawrocki called for the hearing on the 1971 budget as proposed
to be held Monday, October 5th at 8:00 p.m. in the Council Chambers.
Request to Attend I.C.M.A. Conference.
The City Manager asked the Council to reconsider his request to attend
the International City Manager's Association conference in San Diego
the week of September 20th. He said he would use vacation time if
the Council could see the way for necessary expenses. Motion by Land,
seconded by Jeska that the expenses be authorized for the City Manager
to attend the conference in SanDiego, ~ ifornia the week of September 2Oth,
estimated cost to be about $450. Roll Call: Land, Heintz, Jeska,
Logacz - Ayes. Nawrocki - Nay.
Mayor Nawrocki stated "l feel that the management of City affairs is not
what it should be and that ~X~the City Manager's time under present
circumstances is best spent working directly on our current problems.
I therefore oppose the authorization of these expenses to send the
City Manager to this San Diego Manager's meeting."

Request Permission to Attend Water Works Conference.
The City Engineer requested permission for Don Jolly to attend the
American Water Works Association meeting in Duluth, registration
$20. Motion by Jeska, seconded by Logacz that the expenses for one
person be authorized to attend the American Water Works Association
meeting in Duluth, September 29, October 1 and 2. Roll Call -
All Ayes.

as listed be granted upon payment of proper fees. Roll Call -

Salvation Army Basekt, 41st and Central.
Councilman Jeska asked if the Salvation liarmy basket at 41st and
Central wasn't supposed to have been removed. The City Manager
will contact them on this again.
Proclamation for Goodwill Industries.
Mayor Nawrocki read the following Proclamation for Grrdwill
Industries 'Share your Clothes' Day. WBEREAS, Goodwill Industries
of Greater Minneapolis, a nonprofit, charitable, organization is
dependent upon donated clothing and household articles to maintain
its program of work training and rehabilitation for physically,
mentally and socially limited people; and WHEREAS, several community
organizations including ~Boy Scouts, Civil Defense, Girl Scouts,
Hi-Y and Tri-Hi-¥,. National Guard, Teamsters and businessmen and
churches are banded together to aid Goodwill Industries of Greater
Minneapolis with its annual I'Share Your Clothes" drive Sunday,
October 25, 1970; and WHEREAS, handicapped and disadvantaged
people deserve this one day of voluntary community wide effort to
help provide added opportunitiesfor their individual improvement;
and WHEREAS, the City of Columbia Heights is vitally concerned with
the needs of all its citizens; NOW, THEREFORE, I Bruce G. Nawrocki,
Ma~orof Columbia Heights do hereby proclaim Sunday, .October 25., 1970
to be GOODWILL INDUSTRIES OF GREATER MINNEAPOLIS 'SHARE YOUR CLOTHES'
DAY in the City of Columbia Heights and urge all citizens to fill a
Goodwill bag with repairable clothing and place it at the curb early
in the morning on that day.
