OFFICIAL PROCEEDINGS Regular Meeting August 24, 1970 The regular meeting of the City Council was called to order at 8:05 p.m. Roll Call: Land, Heintz, Jeska, Logacz, Nawrocki - present. Invocation was given by Rev. Kerr~th L. Stewart, Associate Pastor of Community Methodist Church. Mayor'Nawrocki welcomed Miss Judy Strom, the new reporter for Sun Newspapers. Motion by Heintz, seconded by Jeska that theminutes of the last regular meeting be approved as presented in writing and the reading dispensed with. A hearing was held on replacement of a 4'l watermain on Gould Avenue from Central to the alley west of Reservoir Boulevard based on the City Engineer's recommendation. The City Manager explained we discovered an existing old 4" water main at the above address that was to have been replaced 40 years ago. He said the plans had been drawn and everything done except for the actual installation. The City Manager said the replacement would be ~ on the same 109. basis as the H.U.D. watermain program for the entire city which was estimated in April, 1969 as $1.O0 per front foot for the city- wide trunk service and $3.50 per front foot for lateral service, or a total of $§.50. The residents present all felt the replacement was ~&~something that needed to be done and the following resolution ordering the improvement was read by the City Manager. The resolution was offered by: Logacz, seconded by: Land, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the City Council of the City of Columbia Heights by motion on the lOth day of August, 1970 ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council meeting on the 24. th day of August, 1970, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the location and extent of such improvements is as follows: Watermain on Gould Avenue from Central Avenue to the alley west of Reservoir Boulevard. 2. That the materials to be used are as follows: 3. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly es can be ascertained. 5. These improvements shall also be known as Project No. 640. Passed this 24th day of August, 1970. Roll Call - All Ayes. Announcement of Jaycee Project. Mel Aanerud of the Columbia Heights Jaycees was present to announce a Jaycee project known as "Do Something", a project to get the citizens to volunteer themselves for the community. A resolution supporting this project was presented by the City Attorney X~ later in the meeting. Ordinances #735 and #736 Regulating and Licensing Truck & Trailer Rentals. A continuation of the hearing on Ordinances #735 and #736 regulating and licensing truck and trailer rentals was held. The City Attorney presented a revised ordinance #736 which included the recommendations based on the discussions ~at the last meeting. The ordinance was read and discussions were held on the changes in the revised sections especially in regards to hard surface areas and the use of crushed rock. Ordinance #736 was offered by Heintz, seconded by Logacz. Roll Call - All Ayes. The ordinance was adopted. No changes were made in #735 and since a second reading of the ordinance was held at the last meeting, only a vote was required. The ordinance was offered by Jeska, seconded by Heintz. Roll Call - All Ayes. The ordinance was adopted. 110. Ordinance #738 - Sale of Property. A first reading was held on Ordinance #738, sale of the west 5 feet of Lot 41, Block 3, Reservoir Hills to Willard N. Sexauer for the amount of $25.00. Recess was called at 9:50 p.m. The meeting was resumed at 10:00 p.m. Request for Solicitors License. A request was received from Margaret Joan Otten of 5311 - 4th Street to sell coupons for colored photographs for Capitol Portraits. She formerly had a license with Wonderland Studios and now wishes to do the same type of thing with Capitol Portraits. The report submitted by the Police Department was good. Motion by Land, seconded by Heintz that the license be granted. Roll Call - All Ayes. Request for Solicitors License. A request was received from Jeffrey Persky, 2107 So. Hennepin Ave., for a solicitors license to retail oil paintings outside. Mr. Persky was not present at the meeting and it was stated he has not displayed his paintings for over a week. The police report submitted was read. Motion by Jeska, seconded by Heintz that the request be tabled until such time as additional information be submitted to the Council. Roll Call - All Ayes. Request for Restaurant License. A request was received from Mrs. Frances Urista to operate a chicken carry-out restaurant at 4011 Central Avenue. Mrs. Urista formerly had her chicken restaurant at this location but moved over to the PDQ store on 37th and Stinson. She now wants to move back to the Central Avenue location as things did not work out at PDQ. She stated in July she opened up a doughnut shop at 4011 Central, within the 180 days allowed by ordinance for non-conforming uses as the 4011 Central location is zoned C-2 and not C-3. Motion by Heintz, seconded by Jeska that the license be granted. Roll Call - All Ayes. Report on Field House Remodeling. Mr. Tom Van Housen, architect from Progressive Design Associates, was present to make a report on the field house remodeling project. He discussed some of the problems they have encountered such as strikes, the window trim, the sound system, and the trophy cases. Apparently it has become necessary to purchase new window trim at a cost of $470. Motion by Land, seconded by Jeska that the additional amount of $475 be~thorized for the field house remodeling project for window trim replacement. Roll Call - All Ayes.' 111. Weed Spraying at Silver Lake. A request was received from the Silver Lake Residents Association asking the City to participate in the weed spray project that is condUcted around the lake in the amount of $100, based on our ownership of Silver Lake Beach. Motion by Land, seconded by Jeska that the Council authorize the payment of $100 for our share of the wee d spraying costs on Silver Lake. Roll Call - All Ayes. Councilman Heintz proposed an amendment to the above motion. Motion by Heintz, seconded by Jeska to amend the motion subject to confirmation by the City Manager that the work has been done and in the future they request to have this done. Roll Call - All Ayes. Building Permit for Shed at 4557 Taylor. Mr. John E. Gause of 4557 Taylor Street was present asking why he got a letter asking him to get a building permit for a shed he put up himself three years ago. Mayor Nawrocki said the purpose of requiring some sort of foundation is so that if we get a good windstorm the structure does not end up in the neighbor's front window or something like that. Another reason for requiring a foundation is to prevent rats from getting in. Mr. Gause agreed to come in a get a permit on which a description will be shown on how the shed will be anchored down. Budget Meetings. Budget meetings were set up tentatively for September 15th with the School BOard and Recreation Commission, the Library Board on Wednesday, August 26th, and Street and Sewer & Water Departments on Thursday, August 27th. Resolution Commending Jaycees on "Do Somethin~'Project. The City Attorney prepared and read the following resolution offered by Logacz, seconded by Jeska, WHEREAS, the Jaycees of Columbia Heights have inaugu~ted in Columbia Heights a "Do Something" project, andWHEREAS, the City Council endorses said project and encourages the Jaycee organization to seek community involvement, NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the Jaycees are commended for the undertaking of the i'Do Something" project and urge all citizens to participate tt~rein. Roll Call - All Ayes. City Attorney Reports. The City Attorney reported on an agreement between the City and School District 13 for the purchase of property on 3rd Street, on a letter he received from a woman regarding an overdue water ~bill, and a letter he received from Dallas Peterson of the City of Minneapolis regarding the sewer contract. 112. Storm Sewer Line at 38th and 5th Street. The City Engineer explained he would like to put a storm sewer line under the Soo Line railroad crossing at 38th and 5th Street. Motion by Land, seconded by Heintz that an additional $6,358.00 be authorized for installation of storm sewer line under the trackage area at 38th and 5th S~reet and an additional amount not to exceed $1,300.00 be authorized to adjust the 10" main on the said track. Roll Call - All Ayes. Easement allignment for Looping From Lincoln St. cul-de-sac to 39th. The City Engineer presented a plan for looping from the Lincoln Street cul-de-sac to 39th Avenue. This involved the property of Mr. Vincent Scalise and John Moen. He recommended an award be made for each parcel. Motion by Heintz, seconded by Land that John C. Moen be awarded $50 for easement across a portion of Lot 1, Block 2, Harts Addition, and that Vincent Scalise be awarded $525 for an easement across the west 1/2 of Lot 2, Block 14, Auditors Subdivision of Walton's Sunny Acres Third, all according to the plan presented by the City Engineer.
