Board of Equalization meeting
June 24, 1970
The meeting-convened at 7:35 p.M. with the follow~n?f members pregent: Heintz, Jeska
Logacz, Nawrocki. Land, absent. Also present, were Mr. Leone an,J Mr. Stark from
the County Aszessors office~ and John Larson, oit¥ Assessor.
Attorney Charles Coulter was present representin~ Dunkley surfacing Go., 3556 Grand
St. iq.E. He stated that he,is not appeardn~ to be critical of the dollar valuations
put on the asphalt mixin~ plant, but to object to its being assessed as real
property. Inasmuch as.an asphalt plant is only temporarily attached to the land
and could be removed without damage to the land, he contends that it should be
assessed as personal property in a similar manner as in prey%Gus years. Mr. Leone
explained that lt:e State of Minnesota has reco~.ended that asohalt plants be
assessed as real property henceforth, and Anoka County has followed this directive
as regards all such plamts in the County. Discussion followed~durin~ ~..ich the
members of the Council agreed that sufficient studies have been made and the
-procedure is-now established. Motion by heintz seconded by Jeska to deny the
request to return the D~ukley Surfaciny Plant to a personal property status.
Roll call - all ayes.
Mr. and Mrs. James Rogich were present from 4~35 Central Avenue. 'Pneir complaint
is that for the Tears 1967, 1968, and 1969 their taxes have been hi~her than those
of their neighbor to'the north. The house next door has more living area, but that
owner had met with the State assessors in 1967 and had succeeded in ~etting a
reduction on the valuation of the home. Mr. Rogich had not taken that course of
action and he feels he has been taxed excessively and unfairly in comparison for
the past 3 years. It was recogndzed by the Council thab re%retably there does
seem to have been unequal assesa~.,ents made in mast years. The records have now
been corrected and dt will not happen again. The Council is powerless to grant
a rebate on past years taxes and no action coul8 be taken.
Mr. and Mrs. George Herbst, 2100 - 43 Ave. *'.E. were present, i'ir. Herbst stated
that he is not objecting to the valuation of approximately ~16,500 placed on his
home at the present time, although he would have to do extensive repairs and
refurbishment to sell it for that amount. !'~at he is conce~ed about at th~s time
is~that the 1970 taxes will be based on a valuation of $19,100, and that he feels
is indeed excessive. The house has not been ~lsually a?raised since 1967 when the
State assessors were here. Assessor John Larson stated that he would welcome an
opportunity to inspect it at this time and Councilman Jeska agreed to accompany
him. Motion by J~sks seconded by Heintz thet the request of Mr. and Mr~ Herbst
for a review of the appraisal of their ho~te at 2100 - 43rd Avenue be continued
until 7:15 P.M. on ~bnda¥ July 13th, ~.~fch is vdthin 20 days as req~;red by law.

A similar situation was presented by Gerald ?et~rson ~no s~_.oke for his father
Ervin Peterson, 214 - hhth Avenue. This home has been ap!raised as $22,500 for
the 1970 ta~s ~-~ich Mr. Peterson states is 30~ hi?her than the present evaluation.
Mr. Larson pointed o~t that ia addition to the ncrmal .~ercent~:ge of increase placed
on this procerty, the land (t~x 109 x lbO) would acco~uodate a second buildins:
site, therefore: the land value is a factor in -the increased valuation. Some dis-
cussion followed as to the sellin~ orice a realtor has recently quoted Mr.Peterson
on th_~ s ho:.:.me~ but t:.-~is was troven eroneous by i~ir. Larson's records of sellinf, prices

The reco~vened i~eetinE of the Board of Equalization ~ms called to order at 7:20
P.M. Members present Land, Heintz, Jeska, Logacz, Navm.ocki. Also present were
Assessor John Larson and. Mr. Leone from the Co2nSy ~zsessors office.
Visual inspections :have been made by Mayor Nav~ocki, Oo~ciha~ Jeska,- an'd
Assessor John Larson at 'the hom~ of George Hefost, 2100 - 43 A%~o N.E. Based
on tl~is on-site inspection, and that of comparables, the 1970 market value of. this
home is recommended to be ,hanged from 19,100 to 17,500, ~4nich is still .ar~ i~-
crease, over the 1969 market value .~,~_~mch was 16,~00. Motion by ~Jeska seconded
Heintz to concur with this .change. Roll call - all ayes.
Coincidental ~th the ~lsual in~oection at 2100'- 43rd Avenue, an inspection was
made at the adjacent home, 2112 - 43rd A~nue ~_~_cn is owaed by Raymond J~ Verplank.

21,150 to 19,750. So moved by Jeska s~conded by Logacz. All~ ayes.~

An inspection has also been made at the Ervin 'Peteuson home, 2114 - 44 ~J;e. N..E.
The.1970 market value of 22,250 had .been based, on the assumption that there are
two ~mildinE sites on this property. This has bee~ proven~to be erreneu-s,because
of the location of the house on the lot. Motion by Land. seconded by Heintz to-re-
.duce the 1970 v~luation to 18,450, Roll call, all ayes.·
