Special Meeting
The meeting was called to order at 8:30 P.M. with all members present~ (r. and,
Heintz,. Jeska, Logacz, Na~ocki).
Award of bid oF park b!ackt.oRping ~ ~
Motion by 'Oeska seconded by ~ogacz to award the bid for blacktop work at city
pa~ks, Project 7000, ~to. Dunkley Surfacin~ Co. Inc. in the amount of $4,033 which
wa-s the low bid, and that the Mayor and ~ity Manager be authorized to enter
into a contract for sa~e. Roll call, all ayes.
Award of bi~s on gasoline: diesel fuel, and furnace oil
Motion by Heintz seconded by Jeska to award bids as follows:

Reports
The City Manager repprted that the drainage ditch between the park pro_Derby and
the city garage has been cleaned out. _The Soo Line Railroad. has expressed concern
that the ditch may erode since it is about l0 feet deep. Mr. Bro~n~ confirmed that
we have encroached somewhat on their 16~ feet of right-of-way, and that the walk-
way alongside the tracks may not be of sufficien~ v~dth to satisfy the Industrial
Commission. Mr. Broom~ and ~. ~latson suggested that', now that the ditch is ope~
and clean, pipe could be laid and the ditch covered. The cost of pipe ($11.08
per lineal foot) ~d installation would be less now: since~ the ditch is ready,
than it vould be later even with HUD help. Councilmen are not convinced that it
is the city's responsibility to install pip~ and fill the ditch, certainly pot
vrithout the participation of the railroad. It was decided that~ a letter sho$1d be
~ritten to the Soo Line asking them if they will participate in solving the prob-
lem, and also that the City Attorney should s~ee the letter before it is sent, since
the City should not assume an unnecessary liability.
MrJ Murzyn, Park~Superintendent was present, and there was some discussion about
dandelions in Mathaire and McKenna p~Eks., and also about blovring sand. Property
owners near the parks have been complaining. N~r. Murzyn explained that ~they had
had. extremely bad luck this spring ~dth the dandelion spraying, as it rained so
frequently during May. Also some of the top soil that was put on the parks has
turned out' to be composed of too much peat. They hope for a better grade of
material at Memorial Park this year.

Hearinz on blacktop and necessary curb and gutter - h3rd A~.~nue~ Central-Quinc~
An advertised hearinf was held on the above. About lO residents whose, property
would be assessed for this improvem~ent were present. The City Engineer exp_.lained
thai', except for the block from Quincy to Jackson, no mat has ever been installed
on this street. There is considerable roughness iN some spots and others can be
expected to fail by spring. In ~he block between Van~.uren and Central there is
no curb on the south side and drainage is very poor. The R~~/~ Traffic
Com~dssion has recomr~ended that h3rd-~Ax~nue be widened about 6 feet on each side
at Central Avenue to provide a t~rn slot. Mr. Bro~.m recommended merely putting
an overlay on ~3rd from Quincy to Jackson. From Jackson to Central ,they would
rip the street, use the material for base, and put a l~' overlay. The estimate
for each block would be as follows:

The property owners ~fno were present-objected. Them feel the street is in good
enouzh shape for a residential street. Them object to the fact that too many
truc~s delive~n? to Shoppers City are usin~ ~43rd Avenue. Trucks should use ~,th,
or get onto Shoppers City lot at the first entrance, if the street does need
extensiv& repair, either Shop?ers City or the general public should pay for it.
One man wants h comparison of the taxes paid by ~oppers City and the taxes paid
by the homes whb would be assessed for the street. Mayor Nawrock-i Jointed out
that the number of children in the homes are takin~ over half of their tax ~ollars,
and such is not 'the case with Shoppers City. He did howe~r instruct the City
Manager to have the comparison ready by Thursday. The City i'mna~er was also
directed to research the restrS, ctious placed on Shoppers City when they were
getting their permits to build, and the ~ouncil given copies.

Representativez were present frozo~ rmdget"Rent-a-Car to report that, in comoliauce
with the Planning' Commission directives, the~j have pla~d a 60 foot hedge between
the public sidewalk and the blacktop area where they park their cars. Although
Ted Brown, Northeast 5od¥ Shop, owns the land an~ maintains.a fenced in storage
lot on the back portion of the property, he w~=. not present at the meeting.

DisCussion followed concer~in~' t~e ~roposed ordinance ~.ich would req.~ire
barbecue grills to b~ at least 20 f~et from · neighboring residential str~ctures,
although there is no stipulation as to how far they must be from the owner's home.
A representative from Minnegasco was vreseut and he pointed out that each grill whicl
may ha~ to be moved in order to comp~' would cost the property owner at least
$21[.OO. Since there is no safety factor involved, but rather one of neJ~ghborhood
annoyance, it was moved by Land seconded by ~ieintz that OrdJ_~ance 733 not be

Proposed resolution cancelling special assessment (Im~.6h3) ~6OO'Taylo~ St.
A resolution was presented which woold enable the utilities billing department
to sutmit a corrected bill to Mr. Myron ~udnick, ~600 Taylor St. The Water
Department had not been aware thnt the honse was unoccupied from l~ov. 1968 thra
March 9, 1970, and they had prepared estimated bills. 'ihese bills ~mre unoaid
and the total sum of $111.O3 was ultimately as~essed ~_~ainst the property. It

now becomes ~w~ necessary to-cancel the asses~0.ent and prepare an accurate
.billing. There was sc~e question Ss to how the sewer and garbage chargers had
been computed, and a motion was made by ~Heintz seconded by Jesk~ to table this
item until the next regular .meeting, and the City Manager be instructed to get

Soo Line Railroa_d,,, (drai,na,,ge ditch alon,g s~ur track,),,,
Representatives of the Soo~ine were present. ~ They had met ~.M_th Mr. Bro~m and PIro
Sokolowski and together had walked the tracks ~adjoining the.drainage ditch.
Sokolowski reported that the Soo Line people w'eel we have taken their "toe hold"
away from them and the~ deem it such a hazard that they are not 'allowing their engines
to make deliveries to ~epk$ Chemical Company. Mr. Brown pointed out that although we
had originally been. talking about the 500 feet of the ditch which has been cleaned
out, it would be ad-risable to improve the entire length, all the way to Sepko. He
estimates that the cost of oipe and installation would ~ abouv $12,000 and reported
that Soo Line has verbally agreed to pay one-half of the cost. No hearing is neces-
sary since a previous stomm sewer hearing included this work. The City has received
bids earlier this year on miscellaneous .water a'md sewer materials and ~.~ll be able
to take advantage of the lowest ~vailable price on the pipe. Motion by Jeska seconded
by Heintz that the ''~

drain pipe on the north side of the railroad tracks between Jeffermon Street and 'the
Sepko property ~ubject to written agreement with the Soo Line on a ~0-~0 cost sharing

Remote water meter registers .
D~iscussion followed on advertising for bids~ on remote registgrs for water meters.
It would be the city's intent to purchase a supply of tb~ese registers, ahd offer them
for sale to home ovmers who would be interested in navzn~o them installed. Mayor
Nawrocki would like to see a.n-~evaluation be~ore advertlsiug for bids, as to the t~ypes
available and ~¢nioh of them would save the city the most money, i~tion by Jeska
seconded by Land to table the decision to advertise for bids until the next regular
meeting July 13. All ayes.
Call for bids on street roller
'fhe Street Department indicates the need for a vibrator street roller ~th hydraulic
transport 'attachment, the estimated~ cost of which would be about $4~00. This sum
has been budgeted for. Motion by Land seconded by Heintz to authorize the City
Manager to advertise for roller bids to be opened Ju~:y 13th. Roll call - all ayes.

r. ~urzyn Was pre'se~t' and. explained that this flail would greatly speed up grass
cutting in the parks. P~tion by Land seconded by Heintz that the City Manager be
authorized to spewed up to $600 for a flail machine for the Park Dept. $~11 ayes.

~Citizen Complaint ',
A petitio~ has ~'eu received from 2~ people who want a large cotton~ood tree
removed from a vacant lot between ~223 and ~235 Seventh Street. ~. %~Yatson reported
that th~ o~mer of record, of this property is deceased, and there has been s~e
~fficulty by the heirs in cleariuE the title. It may be that the City %~ll
ul$~ately have to remove the tree and asssss the cost. I~. Sokolowski pointed, out
that in that event there w~ld have to ~ a hea~nE and the heirs notified.

Mr. Jeska reported briefly that' he has had no success as yet in sti~nulatiug interest
in Anoka County mass transit plans.
