HomeMy WebLinkAboutMay 16, 2000COLUMBIA HEIGHTS HOUSING & REDEVELOPMENT AUTHORITY{HRA) REGULAR MEETING MINUTES OF MAY 16, 2000 CALL TO ORDER - The Regular Meeting of the Columbia Heights Housing and Redevelopment Authority (HRA) was called to order by Chairman John Hunter at 6:03 p.m., May 16, 2000, in the Parkview Villa Community Room B, 965 40z Avenue NE, Columbia Heights, Minnesota. ROLL CALL Commission Members Present: Commissioners Absent: Staff Present: John Hunter, Marlaine Szurek, Julieune Wyckoff, Don G. Jolly Gary L. Peterson Walt Fehst, Executive Director Ken Anderson, Deputy Executive Director Micheile Chalin, Parkview Villa Public Housing Administrator Randy Schumacher, Assistant Community Development Director PLEDGE OF ALLEGIANCE. CONSENT AGENDA. Move to adopt the consent agenda items as listed below: Approval of Minutes of the Regular Meeting of March 21, 2000. Move to adopt the minutes of the March 21, 2000, regular meeting as presented in writing. 2) CONDUCT PUBLIC HEARING FOR ADOPTION OF HOUSING & REDEVELOPMENT AUTHORITY AGENCY PLANS Mr. Anderson introduced the Community Development Assistant, Randy Schumacher to present the plan to the board. There will be three motions for the board to approve after hearing public comments. Randy Schumacher, Community Development Assistant, presented the Agency Annual and 5-year Plan to the HRA Board. He explained that the Quality Housing and Work Responsibility Act of 1998 requires all Housing Authorities to prepare a one year and five year Agency Plan. Staff has completed the draft copy of the Columbia Heights Agency Plan for the public to review and they have advertised this to the Public for comment over the last forty five days. After summarizing highlights of the plan, Mr. Schumacher requested that the Chair open the Public Hearing for review of the draft Housing and Redevelopment Authority Annual and 5-Year Agency Plans. There were no comments or questions at this time. Therefore, Chairperson John Hunter closed the Public Hearing. MOTION by Julienne Wyckoff, Seconded by Marlaine Szurek, to close the Public Hearing for the review of the draft Housing and Redevelopment Authority Agency Annual and 5-Year Agency Plans. All Ayes. MOTION CARRIED. MOTION by Julienne Wyckoff, Seconded by Marlaine Szurek, to waive the reading of Resolution 2000-01, there being ample copies available to the public. All Ayes. MOTION CARRIED. MOTION by Julienne Wyckoff, Seconded by Marlaine Szurek, to adopt Resolution 2000-01 of the Columbia Heights Housing and Redevelopment Authority (HRA) confLrming approval of the Public Housing Agency certifications of compliance with the PHA plans and related regulations. All Ayes. MOTION CARRIED. Motion by Julienne Wyckoff, Seconded by Marlaine Szurek, to adjourn the meeting at 6:23 p.m. All Ayes. MOTION CARRIED.
