Street Sanding. Mayor Nawrocki reported receiving a letter from
Bruce Lee on Innsbruck Parkway indicating that the City change
their method of street sanding in the winter. Copies of the
letter were circulated to the Council members and City Engineer.
Hart Lake Apartments. Councilman Land reported the situation
at the new apartments on Hart Boulevard and said he wanted
someone to clean up the area. It was suggested the Planning
Commission review the apartments and see that everything was
done that was put on the permit.
Anoka County Joint Law Enforcement Council. Councilman Heintz
reported meetings of the Anoka County Joint Law Enforcement
Council of which he is a member and stated some of the goals
of the Council.

The City Engineer explained because of the distance in traveling
involved, and because portions of the bids on plant mixed bituminous
were very close in price, we should award the bid to two companies
which would give us two sources of supply. In other words, Hardrives
was low bidder, but it would be a seven mile haul whereas Dunkley
Surfacing is located right in Columbia Heights.
Motion by Land, seconded by Jeska, that the City Manager be authorized
to utilize equipment rental from the lowest bidder from the equipment
available from the bid tabulation. Roll Call - All Ayes.
Motion by Heintz, seconded by Jeska, that the City Manager be authorized
to purchase miscellaneous water and sewer materials from the lowest
available bidder according to the bids received. Roll Call - All

Motion by Logacz, seconded by Jeska, that the bids be turned over
to the City Manager for tabulation and report back at the next
regular meeting. Roll Call - All Ayes.
The bid from Bill Boyer Ford was opened late in the meeting and a
motion was made at that time to refer it to the City Attorney for a
legal opinion as to acceptability of the bid.
Hearing Vacating 3rd Street South of 42nd Avenue.
A hearing was held to vacate a portion of 3rd Street N.E. south of
42nd Avenue in conjunction with the school proposal to build a
replacement school for Oakwood Elementary in this area. Several
residents were present including Mr. Art Porter, 221 - 40th Avenue
N.E. who was opposed to the vacation project. He stated some of
his objections, one being a safety problem on 40th and University,
and asked if the hearing could be tabled until he saw the school
plans such as where the buildings ~ould be located, etc. Mr. John
Monetta was also present and asked what happens to the vacated
portion of property and the City Attorney explained ½ goes to the
people on one side of the street and ½ goes to the people on the other.
M£. Monetta said he is in court now with the school contesting the
school proposal. A second reading of Ordinance #728 vacating the
property was held. The ordinance was offered by Land, seconded by
Logacz. Roll Call - No vote was taken.
Motion by Heintz, seconded by Jeska, to table ~urther consideration
of Ordinance #728 until the next regular meeting, April 27, 1970.

Ordinance #724 - Sale of Property to School District 13.
Motion by Jeska, seconded by Land, that Ordinance #724 for sale of
property to School District 13 be tabled until the next regular
meeting of the City Council, April 27th. Roll Call - All Ayes.
Request to Purchase Property Next to 4708 Stinson.
Mr. Jack Keller, 4708 Stinson Boulevard, was present requesting to
purchase 25' next to 4708 Stinson to build a garage. Motion by Land,
seconded by Jeska, that the City Manager be authorized to have an
appraisal of the property 25 feet south of 4708 Stinson made, and the

the first reading of an ordinance for sale of the property be ready
for the next regular Council meeting. Roll Call - All Ayes.
Appeal for Lot Width Waiver at ~4546 Jefferson Street N.E.
Mr. & Mrs. Edward Violet were present to appeal the denial of a lot
width waiver by the Planning and Zoning Commission ~o build an
apartment in the basement of their home at 4546 Jefferson Street N.E.
A petition signed by two of the neighbors stating they have no objections
to a walk-out basement apartment was presented. Motion by Jeska,
seconded by Logacz, to place the petition on file. Roll Call - All
Ayes.
Motion by Land, seconded by Heintz that the lot width and lot area
waiver request be granted. Roll Call: Land, Heintz, Logacz - Ayes.
Jeska, Nawrocki - Nay. There must be a 4/5 vote to approve this request
and therefore the request was denied.
Request Special Use Permit for Honda Sales at 5098 Central.
Request was received for a Special Use Permit from N.E. HondalSales
at 5098 Central Avenue N.E. A fish and chips restaurant which does
have priority to the purchase agreement for the property has requested
the necessary rezoning hearing to allow a ~staurant at this address.
Motion by Heintz, seconded by Logacz, to table consideration of the
Special Use Permit request until such time as the Planning and Zoning
Commission has taken action on the request for rezoning on the same
property. Roll Call - All Ayes.
Lot Subdivision Col'rection for 4230-Reservoir Boulevard.
Mr. Frank Biedny and his surveyor were present requesting a correction
be made in the way the lot at 4230 Reservoir Boulevard is divided.
Motion by Jeska, seconded by Heintz to refer the matter to the City
Engineer for recommendation and dra~ng of necessary amendments to
the ordinance. Roll Call - All Ayes.

Resolution Authorizing Lease Agreement for 41st and Central.
Motion by Heintz, ~conded by Land, to table consideration of the

Ordinance #726 - Control of Unreasonable Acceleration.
This ordinance was recommended by the Traffic Commission and a
first reading of the ordinance was held.
Ordinance #727 - Establishing Fire Lanes.
Ordinance #727 was also recommended by the Traffic Commission and
a first reading was held.
Resolution Adopting the Revised 1970 Budget.
Consideration of the resolution was withheld until an informal
meeting, Monday, April 20th at 8:00 p.m. with the City Clerk-
Treasurer to determine the financial status in regards to the end of
the year accounts.
Tke Mayor Presented a Proclamation - Suburban Green-up Week, April 18-25.
Dedicated to the ~oposition that society today is faced with a
real danger of self contamination, and motivated by a sincere
desire to improve the communities we serve, we join Sun Newspapers
in sponsoring and supporting SUBURBAN GREEN UP WEEK. This special
week is to be a time when Twin City Suburbanites are encouraged to
pitch in and clean up, spruce up and pick up their living spaces
and generally keep the suburbs an aesthetic and healthy place to live.

A request was received for waiver of the industrial fence requirement
from Ganzer ~J~Distributing Co. for their new building at
545 - 37th Avenue N.E. A letter was received from the home owner
next to the Ganzer building indicati'ng he preferred a fence not
be installed. Motion by Jeska, seconded by Heint~ that the letter
be placed on file,XXK~and no action be taken on the part of the

Motion by Land, seconded by Heintz to refer to the Planning Commission
the ~~X~question of the possibility of additional screening for

Amendment to Junk Car Ordinance.
No action was taken on a Planning Commission recommendation for an
amendment to the junk car ordinance. The City Attorney said it could
not be done.
Side Lot Waiver for 4038 - 2nd Street N.E.
Motion by Jeska, seconded by Logacz that the one foot waiver to build
a garage at 4038 - 2nd Street be granted. Roll Call - All Ayes.

The meeting was calle~i to order at 11:28 p.m.
Traffic Commission Recommendations.
Plat an Alley. North of 43rd Avenue East of Jefferson. The Traffic
Commission recommended unanimously the platting of an alley in the
area after Mr. Dick Borchardt, 4327 Jefferson, requested some sort of
off-street parking for this block. Motion by Jeska, seconded by Land,
that the matter be referred to the City Engineer for a report on
costs, etc. and report back at the next regular meeting. The City
Engineer is also instructed to contact Mr. Borchardt and anyone else
interested in the alley ~to get the sentiments of the neighbors.
Roll Call - All Ayes.
Limited Parking at Mathaire Park. It was recommended by the Traffic
Commission to install limited parking signs on the east side of
Johnson Street adjacent to the pool at Mathaire Park after a request
for such parking was received from the residents living on Johnson
Street. The Council members felt if we restrict parking at one park,
we will have to do it for all. Motion by Jeska, seconded by Logacz, that
the request for no parking signs be denied but the Engineering
and Police Department be requested to continue surveilance of the area
and report back to the Council on this situation. Roll Call - All
Ayes.
Parking Along the North Edge of Highland Park. The Traffic Commission
recommended "No Parking Between 10:00 p.m. and 8:00 a.m." signs be
installed on Innsbruck Parkway along the north edge of Highland Park
after a request was received from one of the residents in the area to
eliminate parking here and thus avoid the problem of kids using the
park as a meeting place in the evening. Motion by Land, seconded by
Jeska, that the Engineering Department be authorized to post the
east and south side of Innsbruck Parkway along Highland Park with
'~o Parking 10:00 p.m. t6 8:00 a.m." signs. Roll Call - All Ayes.
Traffic Control at 49th and Central. It was recommended by the
Traffic Commission to install No Exit signs on the driveways near
Central 'A~enue at the Red Barn and Leon's on 49th Avenue to eliminate
some of the conjestion at the intersection. Motion by Heintz,
seconded by Jeska, that the City Engineer work with Red Barn in
closing up the easterly access to their property on 49th and widening
the westerly exit in lieu of putting up signs. Roll Call - Ali Ayes.
Motion by Heintz, seconded by Jeska that the City Engineer contact
the Village of Hilltop to discuss ways of improving traffic control
on 49th and Central. Roll Call - All Ayes.
Beer License.
Motion by Heintz, seconded by Land, that the beer license request
be granted to the Boosters Oub for May 22, 23, and 24, June 26, 27 and
28, and July 23, 24, 25 and 26, and to such later postponed dates in
the event of bad weather. Roll Call - All Ayes.

Sewage Disposal Contract with Minneapolis.
The City Engineer reported Minneapolis has supplied us with a
counter-proposal for billing on the sewage disposal contract.
Motion by Jeska, seconded by Heintz, that the City Council stand
behind our last proposal to the City of Minneapolis with respect
to the charges. Roll Call - All Ayes.
Appointments to Commissions & Boards.
The City Manager was instructed to contact people whose terms are
expiring in 1970 to see if they would consider re-appointment to
th~ various boards and commissions, the appointments to be made
at the next regular meeting.
Report on Need for Additional Radios.
A request for one console unit and two portable radios was received
at the last meeting and Councilman Jeska reported after checking into
the need for such radios, we can get one portable from the Fire Dept.
and will have to purchase the others. Motion by Jeska, seconded by
Heintz, that the City Manager be authorized to purchase one console
unit and one mobile unit in an amount not to exceed $950. Roll
Call - All Ayes.
'Request to Attend Fire School.
Motion by Land, seconded by Logacz, to authorize the request for
two persons to attend the 1970 State Fire School, April 27-30 in
St. Paul. Roll Call - All Ayes.
Call for Bids on Bath House.
Motion by Land, seconded by Jeska, that the City Manager be
authorized to advertise for bids on the bath house ~r Silver Lake
Beach, the bids to be opened April 27, 1970. Roll Call - All Ayes.
Taxi Report.
Highland Cab Co. has requested to adjust their rates the same as
the Minneapolis Cabs have done. A lengthy discussion was held on
the rates out of the city and the Council felt no action should be
taken on the out of city request until it is defined more clearly.
Motion by Heintz, seconded by Jeska that the Highland Cab Co. be
authorized to adjust their rates to the following: 55¢ for first 1/8
mile and 10¢ for each 1/4 mile, 10¢ for each additional waiting time
and $6.00 per hour waiting time. Roll Call - All Ayes.
City Attorney Reports.
Ordinance #729. The City Attorney presented ordinance #729 amending
Ordinance #597, regulating the use of highways within the City of
Columbia Heights incorporating the provisions of the State Highway
Registration ACt by reference and imposing a penalty for the
violation thereof. A first reading was held.
Ordinance #730. He also presented ordinance #730 providing for
notices to home owners and all other users of the garbage and
rubbish pick-up, said notice to indicate the reason for failure to
collect the garbage and rubbish. A first reading was held.
Licenses.
Motion by Heintz, seconded by Land, that the license applications as
per list attached be granted upon payment of proper fees. Roll
Call - All Ayes.
A solicitors license application was received from Margaret Joan Ottem
to sell coupons for colored photographs and set up appointments
for Wonderland Studios. The Police Chief submitted a report from
the Better Business Bureau on Wonderland Studios with a recommendation
the application be denied. Motion by Heintz, seconded by Jeska
that the license application be denied. Roll Call - All Ayes.
Truck Bids.
The City Manager brought forth an envelop containing a bid on a
new truck, the bid which had not been opened with the others early
in the meeting. Motion by Jeska, seconded by Logacz that the bid
from Bill Boyer Ford for a truck be so noted that it was opened at
1:25 a.m. and that it be referred to the City Attorney for a legal
opinion as to acceptability of same. Roll Call - All Ayes.
Motion by Heintz, seconded by Logacz to adjourn at 1:26 a.m. Roll Call -
