supervisor (the title of recreation supervisor was changed) to begin
work April ]3th at a salary of $7,500. He is from Mankato, Minnesota
and has an A. A. Degree.
'The City Manager reported the floor of the Library basement has been
tiled including the approach to the pistol range.
'The City Manager also reported a meeting Tuesday with the Clerk-Treasurer

Motion by Land, seconded by Jeska that the bids be turned over to the
City Manager for tabulation and report back at the next regular meeting.
Roll Call - All Ayes.
Mayor Nawrocki stated at the time of the award of bids it would be
valuable to have a copy of the 1969 bids for comparison.
Bids on demolishing 4301 - 7th Street were received from the following:
Carl Bolander & Sons Co. in the amount of $550.00.
Truck Crane Service Co. in the amount of $495.00.
Chies Brothers in the amount of $950.00.
Motion by Land, seconded by Heintz that the bid~X~X~NN~X~for
demolishing a house at 4301 - 7th Street be awarded to Truck Crane
Service in the amount of $495.00, the Mayor and City Manager to enter
into a contract for same. Roll Call - All Ayes.
ORDINANCES AND RESOLUTIONS
Land Lease Agreement for 41st and Central. An Agreement from School
District //13 was presented to the City Manager shortly before the
meeting. A discussion was held on the modifications contained in the
Agreement, the major concern being termination of the lease and the
Council asked that the 25 year lease be changed to 99 years which would
be more desirable. The section regarding paying assessments on taxes
in the year following termination of the lease, on which concern was
expressed at the last meeting, had now been eliminated from the lease.
ORDINANCE //724 Authorizing Sale of Property to School District 13, and
//725 conveying property to the State of Minnesota for ultimate transfer
to the School District. A discussion was held on an easement for
public right-of-way and it was generally felt that the 30' easement
was not wide enough and does not provide for any walkway or boulevard
for pedestrians. Mayor Nawrocki telephoned Howard Seim of the School
Board and there seemed to be no problem in holding off a second reading
of the Ordinances while the Engineers get together and work on some
sort of plan for street access. The School District also requested
vacating a part of 3rd Street and the City Attorney said he would prepare
an ordinance for a first reading later in the meeting.

ORDINANCE #726. No action was taken on Ordinance #726 providing for
licensing and regulation of gas fitters. Some questions were
raised, one being why an age limit requirement, and the City
Attorney stated a bond is required and no one under 21 can get a
bond or contract for work. A discussion was held on how this
ordinance could be enforced as it would be very difficult to check
private~mes where the owner hooks up his own gas dryer, for
example. Mayor Nawrocki stated he can't see telling the average
person to pay $30 or $40 to have someone come in and hook up a
gas dryer or something. Councilman Heintz suggested authorizing
a permit for a gas fitter to do work in Columbia Heights if he
were licensed in Minneapolis or another community in the Metropolitan
Area. It was ultimately suggested another ordinance be drafted
for the next meeting.
Resolution Adoring the Revised 1970 Budget. The Council felt the
Resolution as presented was cumbersome and what we need is a
resolution that sets out the new amounts and revenue sources.
No action was taken and a revised resolution will be presented at
the next meeting.
Resolution Setting Monthly Salaries In Lieu of Hourly Scales for
Personnel in the Street and Park Departments, Represented by
Local 49 Operating Engineers. The differential is $3.20 per month
for Light Equipment 09erators and $2.53 per month for Heavy
Equipment Operators and the request recommended by the State
Office of Mediation Services. A discussion was held on the
hospitalization plan for the City and the City Manager said our
insurance is about average with other communities and based on
his recommendation the resolution was offered by Land, seconded
by Heintz, BE IT HEREBY RESOLVED that the basic salary scales for
1970 be set on a monthly basis as follows:

Said salaries are being set to conform to the negotiated settlements
as recommended by the Office of Mediation Services in lieu of hourly
scales to eliminate minor differentials between salary scales in
Columbia Heights and those in other suburban communities. Roll

ORDINANCE #727. A first reading of Ordinance #727 was held. This
Ordinance modifies #722 vacating a section ~ street right of way
lying east of Royce Street and Leander Lane north of McLeod. The
reason for the ordinance was because the County wished a slightly
different description of the boundaries of the property and it was
just a matter of getting the figures down to a more exact description.

PETITIONS, LETTERS AND REQUESTS
Lot Subdivision Request. Motion by deska, seconded by Logacz that
the lot subdivision request for the west ½ of Lot 35 (Subj. to st.
eas. over N. 30') Block 3, Reservoir Hills be granted. Roll Call -
All Ayes. The request was from Mr. John Yencho, 958 - 43rd Avenue
N.E. , for his late father's estate.
Joint Powers Agreement. No action was taken on this joint powers
agreement between the City of Columbia Heights and the Village of
New Brighton regarding the construction of Stinson Boulevard from
45th to Fairway Drive. The City Manager stated Anoka County is working
on an agreement that will differ from this one.
Beer License Request. A request had been received from Dick's Place
to sponsor a tournament in Huset Park and sell beer to the participants.
The request was referred to the Park Board for recommendation and
Mr. Murzyn, the Park Superintendent, indicated they prefer to have
only civic organizations such as the Boosters Club handle tournaments
including the sale of beer or malt beverages. The City Attorney
said under our Club License Ordinance we could not legally issue a
license to Dick's for these purposes and since the request was informal
he will simply notify them they cannot have the license.
Request to Attend Seminar. Motion by Logacz, seconded by Land that
two firemen be authorized to attend the Emergency Care Seminar
April 2, 3, and 4, 1970 and expenses be authorized. Roll Call -
All Ayes. The Seminar will be held at North Memorial Hospital.
Appointment to Fact Finding Panel. Motion by Jeska, seconded by
Logacz that Professor Cyrus Smythe be appointed to represent the
City of Columbia Heights on a fact finding panel with Local 664.
Roll Call - All Ayes. Prof. Smythe is from the Metropolitan Section
of the League of Minnesota Municipalities, and he also represents
Anoka and Coon Rapids.
Appointment of Negotiations Committee. Motion by Jeska, seconded
by Heintz that Professor Cyrus Smythe be appointed to re~resent the
City of Columbia Heights in negotiations with Teamsters Local 149
representing the members of the Police Department. Roll Call -
All Ayes.
Appointment to Metropolitan Section Committees. A discussion was
held on a request from the Metropolitan Section to recommend members
to the Board of Directors and several Transportation Committees.
No Action was necessary as this was only put on the agenda in case
any of the Councilmen wanted to represent the City of Columbia Heights
on one of the committees.
REPORTS
City Manager Reports
The City Manager reported plans for Mayor Rogers, of Roosevelt City,
visit and what is on his itinerary so far. He also reported a letter

had been sent to the Department of Health, Education and Welfare
in Washington D. C. and a follow-up phone call will be made to see
if any financial assistance could be arranged from them as we
need several hundred dollars for Mayor Rogers expenses while
in Columbia Heights.
City Attorney Reports
Post Office Option to Purchase Property. Motion by Heintz, seconded
by Land that the Mayor and City Manager be authorized to enter into
an option agreement with the Postmaster General for the sale of
property described as follows: South 42 feet of Lot 14, all of
Lot 43, the West 20 feet of Lot 44, all in Block 5, Reservoir
Hills, Anoka County, in the amount of $6,850 and subject to a
condition that the City Council prior to sale approve an off-street
parking plan for an adjacentapartment building. Roll Call - All
Ayes.

Ordinance #728 Vacating~3rd Street. The City Attorney presented
Ordinance #728 vacating 3rd Street between 41st and 42nd Avenue.
A first reading was held of the Ordinance. The second reading
will be April 13 at which time a public hearing will be held.
City Engineer Reports
The City Engineer presented a resolution conde,ling certain
property on Reservoir Boulevard from 43rd to 44th for watermain
construction. He said he has not been able to get anything from
the people living in the area and the best way now is to condemn.

The City Council of the City of Columbia Heights deems it necessary
for the preservation of public peace, health and safety, and
WHEREAS, it is necessary for the purpose of constructing and
maintaining watermains and other various utilities and their
appurtenances as deemed necessary by the City of Columbia Heights,
as outlined in H.U.D. Project WS-MINN-65. BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights that the following
described land shall be condemned for the purpose of constructing
and maintaining said watermains and various utilities and their
appurtenances as deemed necessary by the City of Columbia HeiSts,
to-wit: In, over, upon, under and across 1. The easterly 10 feet
of Lot 4, Block 4, Walton's Second Subdivision, Anoka County,
Minnesota. 2. The easterly 10 feet of Lot 3, Block 4, Waiton's
Second Subdivision, Anoka County, Minnesota. 3. The southerly
20 feet of the easterly 10 feet of Lot 2, Block 4, Waiton's

Radios. The City Engineer requested permission to purchase two
radios plus a console unit to be used in the Street, Sewer & Water,
and Building Departments at a cost of approximately $1,540. Questions
were raised as to what was budgeted for radios and were they really
necessary. Councilman Jeska said he would investigate the matter
and make a recommendation at the next meeting. He will make a list
of all the units we are presently using.
Tema Property. A discussion was held on the Tema property and the
appraisals made. Mayor Nawrocki indicated that Mr. Tema was not
interested in anything that might involve capital gains.
LICENSES
Motion by Lan~, seconded by Heintz that the license applications
as listed be granted upon payment of proper fees. Roll Call -

Motion by Land, seconded by Heintz, that the license application of
Lyle Quick to operate a second hand clothing store at 509 - 40th
Avenue N.E. be granted upon payment of proper fees. Roll Call -
All Ayes.
OLD AND NEW BUSINESS.
49th Avenue Footbridge. A discussion was held on the 49th Avenue
footbridgeand Mayor Nawrocki stated The Village of Hilltop has
passed the preliminary plans for the bridge. The Highway Department
will be contacted to see what the schedule is now.
Junk Cars. Mayor Nawrocki said he has received complaints on junk
cars on the east side of the alley on Polk Street between 37th to
39th.
Educational Assistance for Personnel. A discussion was held on
tuition expenses for employees attending school. It was suggested
some sort of policy manual be prepared outlining what can and
cannot be done.
NEW BUSINESS
City Property. The City Manager reported a letter was received from
someone who wants to buy property adjacent to the water tower.
This was referred to Engineering.
Garbage Pick-up Service. Mayor Nawrocki suggested a system where
the pick-up service people could leave a written notice with the
property owner where a pick-up was ~not made stating the reason
why the pick-up was not made which would relieve the city office
of doing this type of work.

Street Sanding. Mayor Nawrocki reported receiving a letter from
Bruce Lee on Innsbruck Parkway indicating that the City change
their method of street sanding in the winter. Copies of the
letter were circulated to the Council members and City Engineer.
Hart Lake Apartments. Councilman Land reported the situation
at the new apartments on Hart Boulevard and said he wanted
someone to clean up the area. it was suggested the Planning
Commission review the apartments and see that everything was
done that was put on the permit.
Anoka County Joint Law Enforcement Council. Councilman Heintz
reported meetings of the Anoka County Joint Law Enforcement
Council of which he is a member and stated some of the goals
of the Council.
