Councilman Jeska stated he received a call from a representative of
Employer's Mutual of Wa~au claiming he could save the City $1,500
a year on premiums for Workmen's Compensation. A discussion was held
on our present insurance committee and the suggestion was made to
hire a professional advisor for setting up specifications.
The Coancil members felt it would be desirable to compare our policy
with the one from Employer's Mutual of Wausau and maybe the
insurance representative could come in and look over our workmen's
compensation policy.
A d scussion was held on the resolution that made salary adjustments
for the classification of Street and Sewer & Water Superintendents
after a question was raised as to whether this should have been
foreman in the resolution. A check was made of the minutes of
February 3rd wherein the salaries were set and the classification
was actually Superintendent, not foreman.
Some people were present requesting a beer license to sell beer in
Huset Park at a softball tournament sponsored by Dick's Place May
22, 23, and 24th. The proceeds for the beer sales would go into a
fund to send a team from Dick's place to an outstate tournament later
in the summer. The ~uncil members felt they were not ready to make
any decisions tonight and the matter was referred to the Park Board
for recommendations and the City Attorney said he would check the
license law with respect to individuals being allowed to do this.
The request will be taken up again at the March 23rd Council meeting.

The City Manager requested cancellation of two checks issued in error.
Motion by Jeska, seconded by Heintz .that check #7784 in the amount of
$23.25 and check #7939 in the amount of $1,597.23 be cancelled.

The City Attorney presented a lengthy ordinance providing for the
licensing and regulation of gas fitters, the ordinance modeled
much like the Minneapolis ordinance. The Council members decided
they needed more time to look it over and no action was taken.
The Attorney presented another ordinance which would establish fire
lanes as recommended by the Fire Chief. Motion by Land, seconded by
Jeska that the proposed ordinance be referred to the Traffic Commission
for a report. Roll Call - All Ayes.
PETITIONS, LETTERS AND REQUESTS
A discussion was held regarding the City Square Park at 41st and
Central on which a proposed lease has been presented by Attorneys
for School District #13. The lease was for 25 years and the
City Attorney recommended certain modifications on this lease.
In regard to the school acquisition of certain city owned
properties a further review of the property description and
correspondence for the area south of 42nd Avenue between 2nd
Street and University was held. Following this discussion which
concerned itself with a road acess from 2nd Street, the Council
held a first reading of Ordinance #724 authorizing the sale of
Lot 11, Block 2, rearrangement of Block "d" to School District
#13 with the understanding that a public road be included across
the southerly part of the school site. A first reading of
Ordinance #725 was also held conveying to the State of Minnesota
the remaining sections of Lot 5, Block i, rearrangement of
Block "D" which are not taken for highway purposes. This title
transfer will allow the State of Minnesota to transfer the title,
in turn, to School District #13.
A request was received from Mr. Carl Hedlund to move a 3.bedroom
rambler from 3828 Unity Avenue North in Robbinsdale to 4932 - 4th
Street N.E. as was unanimously recommended by the Planning Commission
with certain conditions. Mr. Hedlund has the option to buy two
adjoining lots at 4932 - 4th and the Council members felt it would
be desirable to make these lots into one large building site.

Motion by Jeska, seconded by Logacz that permission be granted for
Mr. Hedlund to move the house to 4932 - 4th Street with the following
conditions: That the old house with the garage at 4932 - 4th Street
be removed and the new house be placed on Lots 6 and 7, Block 13,
Rosalyn Park, that the exterior of the home be repainted, that a
garage facility be provided for, that the lot be sodded, that the
owner provide to the City a $500 performance bond or cash bond to insure
the work be completed by August 1, 1970, the bond conditioned that if
the work is not done by August l, 1970 that either the performance bond
or cash bond be used to finish the work. Roll Call - Land, Heintz,
Jeska, Logacz - Ayes. Nawrocki - Nay. Mayor Nawrocki stated his
opposition is not in terms to the way the proposal is laid out, but
he is simply against moving older homes into the City.
Motion by Land, seconded by Heintz that the City Manager be authorized
to advertise for bids on two police cars, the bids to be opened March
23, 1970 at 8:00 p.m. Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz that expenses be authorized for
Officer Donald French of the Police Department to attend the First
Aid Course on Emergency Care and Transportation of the Sick and
Injured April 27-30, 1970, the expenses in the amount of $45.

Motion by Jeska, seconded by Heintz that the Police Chief be allowed
to attend the Annual Police Chiefs Training Institute at the
University of Minnesota, March 9-11, expenses amounting to $35
plus $3.00 for parking. Roll Call - All Ayes.
A discussion was held on renewal of a 6-month rental agreement for
the Quonset at 3841 - 3rd Street where the Sewer and Water Department
equipment is stored. The owner of the quonset has asked that the rate
be raised $10 per month or $85 per month. Motion by Land, seconded
by Jeska that the Mayor and City Manager be authorized to enter into
a contract for renewal of the building for a one year period at a
rate of $85.00 per month. Roll Call - All Ayes.
Motion by Jeska, seconded by Heintz one person be authorized to attend
the 31st Annual Assessors School, March 10 - 13th at the Pick-Nicollet
Hotel at a fee of $35. Roll Call - All Ayes.
A lengthy discussion was held on equalization of assessments after
the City Manager presented a report of a meeting last week with the
County and City Assessors. Mayor Nawrocki stated his feelings as
follows: 'Il object to any general raising of the assessed valuation
of this community until such time as it is shown that the level of
assessed valuation for the other communities in our school district and
our county are brought up to the same level as our community is at.I'
Motion by Heintz, seconded by Jeska that the City Manager be authorized
to spend up to $880 for a used stainless steel water tank for the
flusher. Roll Call - Ali Ayes.
A discussion was held on the specifications for a new truck and
some changes in them had been made. The Council members stated they
would like to see the specifications before the bid letting. Motion
by Heintz,~ seconded by Land that the bid date for a new city truck be
changed from March 23rd to April 13th. Roll Call - All Ayes.
Dick Borchardt of 4327 Jefferson Street was present requesting something
be done on Jefferson to slow the traffic as his car had been hit again
while parked in front of his home. There is no alley here and Mr.
Borchardt asked if anything could be done to get an alley or off-
street parking. The Council recommended he first go to the traffic
commission with his request and the Police Department will be notified
to watch the area.
The City Manager presented a resolution setting salaries for heavy
equipment and light equipment operators at a monthly scale instead of
the already established hourly scale, apparently because the employees
can make a little bit more on the monthly scale. This resolution was
recommended by the State Office of Mediation Services. The Council
decided to look the request over before taking any action.
The City Attorney said the appeal of the four apartment buildings on
Stinson Boulevard was heard but no decision had been reached as yet.
The City Attorney reported he received a complaint from a person in
LaCrosse, Wisconsin on the Tatoo Shop on 40th Avenue. There are no
state laws governing tatoo shops now and the Attorney will check into
the matter further and see if some sort of ordinance could be drawn up.
The City Attorney also reported a contract was received from Milsco
Engineering for the fountain at the City Square Park at 41st and
Central. No performance bond was included with the contract but
will be furnished on the del ivery date of the materials.

as per list attached be grant~ upon payment of proper fees. Roll

A discussion was held on vat service for apartments and Mayor Nawrocki
brought up the point we were five months into the garbage pick-up
contract and some of the vats have not even been delivered yet. Some
of the vats that have been provided for are not new vats either. He
said a question was raised at the Apartment Owners Association meeting
about charges for a 4-yard vat in relation to a 1-yard vat and that a
clarification on the rates must be made.
Councilman Jeska brought up a question from a senior citizen at 4316
4th Street who had applied for senior citizen reduced rate for garbage
pick-up service. There is a gi~rl living in an apartment in the house
but together they only fill ½ the can each week and the woman doesn't
think it is right to pay 50¢ for herself and $2.25 for the renter each
month.
Councilman Heintz said the Recreation Commission hired a field
supervisor (the title of recreation supervisor was changed) to begin
work April 13th at a salary of $7,500. He is from Mankato, Minnesota
and has an A. A. Degree.
The City Manager reported the floor of the Library basement has been
tiled including the approach to the pistol range.
The City Manager also reported a meeting Tuesday with the Clerk-Treasurer
A1 Theis to look over the budget.
