No action was tal~en on a request for a beer license at 4010 Central
pending further investigation by the Police Department.
A discussion was held on the conditions at Highland Cab and a follow-
up should be made on the number of licenses for the cabs and the amount
of: insurance.
A request was received to authorize four people to attend the Construction
Industry Safety [)ay meeting at the Leamington Hotel, February 27th.
Motion by Land that the request be granted for up to four people and
expenses be paid,~ two from the Street Department, one from Sewer &
Water Department~ and one from Park Department. The motion died for
lack of a second.
Motion by Heintz~ seconded by Logacz to send up to two supervisory
personnel to the Safety Conference and that expenses be authorized.
After the session, a brief seminar should be held to inform other
members of the department of the safety features. Roll Call - All
Ayes.

The hearing for reconsideration of a rezoning request from Northern
Pacific Railway to rezone certain property west of California Street
was continued from January 26 when it was referred to the Planning
Commission for recommendations with respect to a buffer and appropriate
screening. Councilman Jeska stated the Planning Commission felt under
the present request there was not the availability of proper screening
and proper distance from the adjacent homes on Main Street. Therefore,
they still wanted to hold fast to their original decision to deny the
rezoning. Mayor Nawrocki proposed that the railroad purchase the
property they do not own and then deed the property over to the city.
The rental the city might be able to get from industries could help in
the development of a park at some point in time. After a lengthy discussion
Councilman Land moved that the request be granted for reconsideration of
the rezoning and the City Manager be instructed to have theapi~ropriate
ordinance drafted. The motion was seconded by Logacz. Roll Call:
Land, Logacz - Ayes. Heintz, Jeska, Nawrocki - Nay. The motion was
defeated.
A discussion was held on a resolution to set a license fee for gas
installers. This item had been tabled at the last meeting for further
information. The City Manager stated this item first came up when
a man came into the office to get a gas fitters license to install
gas dryers in apartment buildings and he was told a licensed plumber
would have to come in and get a plumbing permit. He stated he
thought Columbia Heights used the Minneapolis License Code and a
gas fitter is included in the Minneapolis code. The City Attorney
explained in Minneapolis there is an Ordinance that sets a gas fitters
l~ense fee and the requirements are different from those of a plumber.
Councilman Heintz questioned whether or not any special schooling is
required for gas installers. An ordinance will be drafted.
Motion by Land, seconded by Heintz that a lot subdivision request
to divide Lots 1, 2, and 3, Block 66, Columbia Heights Annex be
granted and the outstanding special assessments in the amount of
$133.60 be paid and a re-plat be submitted showing the lot lines.
Roll Call - All Ayes.
A request was received from Charles Shinder ~or a beer license to
operate a tavern at 4010 Central Avenue and it was pointed out that
the check which accompanied the license application came back because
of insufficient funds. Motion by Jeska, seconded by Land that the
request be denied. Roll Call - All Ayes.
Motion by Land, seconded by Heintz that the City Manager be authorized
to attend the City Manager's Spring Insitute in Little Falls, Minnesota
April 2nd and 3rd and necessary expenses be authorized. Roll Call -
All Ayes.
Motion by Land, seconded by Jeska that a request from Mr. A1 Theis and
Mrs. Margaret Idziorek to attend the Municipal Clerks and Finance
Officers conference March 12 and 13 be granted. Roll Call - All Ayes.

The City Engineer requested authorization to connsummate a cost
settlement on sewage disposal with the City of Minneapolis. The
Council members felt it was necessary to meet informally to discuss
this and a meeting was scheduled for Monday, March 2, at 8:30 p.m.
following the Traffic Commission meeting.
A discussion was held on garbage pick-up service after Mayor Nawrocki
pointed out a few things from the minutes of October 13, 1969 when
bids were taken on the service in regards to location of cans, four
automobile tires per year, non-organic refuse which should be bundled
or tied and put out on the curb on pick-up day. He said the little
truck the contractor is using does not meet our ordinance ~equirements
where the trucks must have a closed metal top so things don't blow out.
He then presented some pictures taken at the 22-unit apartment
building at 39th and Central where there is no vat service yet.
They must have a vat and if a truck cannot get in then the vat
should be rolled out on pick-up day.
Motion by Land, seconded by Heintz that the City Manager be authorized
to spend up to $1,000 to remodel the conveyor system at #1 store.

A request came in from the Police Chief to spend $600 on a new
Mobile Unit Radio for one squad car. Motion by Land, seconded by
Heintz that the City Manager be authorized to spend up to $600 for
a new radio with trade-in of the old one. Roll Call - All Ayes.
The City Engineer requested to call for bids on a new truck. He
said we will be transferring to a new sprinkler system and Mr.
Shafer has a few leads on a used tank. The Mayor suggested that
this be authorized for at the 2nd meeting in March and the specifications
be brought up as a metter of discussion at the informal meeting
scheduled for Monday, March 2nd.
The Park Superintendent requested purchase of a portable bandstand
for the dance hall floor of the Field House. Apparently this was
not included in the bids for field house remodeling and it would be
an expenditure of $1200 or $1300. The construction crew has dismantled
the old one and the Mayor stated it was their responsibility to put
it back. No action was taken.
The City Manager reported a senior citizen application for reduced
garbage rates from Mr. John Behun and said he can't in honesty
judge this as a hardship case.
The City Attorney reported on the Asselstine-Thompson case in District
Court to be held Friday at 9:30 a.m. He said he would like to have
someone from the City Council present to testify this appeal on the
assessments for street opening on McKinley Street.
The City Attorney reported that Frank Pastuszak sued the City ~for
damages to his car while driving down 38th Avenue at 2½ Street. This
was turned over to the Insurance Compeny but the Insurance Company
turned it back over to us. The City Attorney stated we should go on
record with the Insurance Company as being opposed to this policy -
they should have defended us in court.

Motion by Jeska, seconded by Logacz that the City Manager be authorized
to advertise for bids for demolishing of condemned property at 4301 -
7th Street N.E. if same is not accOmplished by February 28, 1970. The
bids on demolishing to be opened March 23, 1970. Roll Call - All
Ayes.
A discussion was held on whether Monroe Street between 46 and 46½ Avenue
was vacated by ordinance in 1959. A letter will be sent to the Anoka
County Register of Deeds office.
A discussion was held on a situation with Moe's Gym when the City
Attorney reported he received a call about them not getting any
advertising with the Recreation Department. Councilman Logacz
said when he was a member of the Recreation Commission Moe's Gym
wanted to use the facilities with the Recreation Department but
wanted all credit for winnings and trophies to be under Moe's Gym and
not the Recreation Department. He said this project has not been
taken over.
The City Attorney also reported he has sent a letter to the contractor
for the water fountain at 41st and Central asking for a completion
time to be put on the contract and a performance bond before the City
can enter into the contract.
The City Engineer reported he would like to get authorization to
advertise for bids on equipment rental, aggregate, asphaltic materials,
plant mix, and a drill for locating water leaks. The Council asked
why the drill was so expensive and they would like to find out more
information so the City Engineer said he would have something ready
for the next meeting. Motion by Jeska, seconded by Heintz that the
City Manager be authorized to advertise for bids on equipment rental,
aggregates, asphaltic materials, and miscellaneous fittings and ~pe,
the bids to be opened at lO:O0 a.m., Tuesday March 31st. Roll Call -
All Ayes.
Motion by Land, seconded by Jeska that the license applications as
listed be granted upon payment of proper fees with the exception of
the gas installer license for which we have no authority over.

A discussion was he!d on trucks parking in the lot behind liquor store
#1 and if the people who park here overnight had authority to do it.
Mayor Nawrocki had taken some pictures of N.E. Auto Body and Buchta's
Garage and presented them to the staff members. These establishments
need cleaning up again.

Councilman Jeska stated he received a call from a representative of
Employer's Mutual of Wa~au claiming he could save the City $1,500
a year on premiums for Workmen's Compensation. A discussion was held
on our present insurance committee and the suggestion was made to
hire a professional advisor for setting up specifications.
The Council members felt 'it would be desirable to compare our policy
with the one from Employer's Mutual of Wausau and maybe the
insurance representative could come in and look over our workmen's
compensation policy.
A discussion was held on the resolution that made salary adjustments
for the classification of Street and Sewer & Water Superintendents
after a question was raised as to whether this should have been
foreman in the resolution.. A check was made of the minutes of
February 3rd wherein the salaries were set and the classification
was actually Superintendent, not foreman.
Some people were present requesting a beer license to sell beer in
Huset Park at a softball tournament sponsored by Dick's Place May
22, 23, and 24th. The proceeds for the beer sales would go into a
fund to send a team from Dick's place to an outstate tournament la~c
in the summer. The ~uncil members felt they were not ready to make
any decisions tonight and the matter was referred to the Park Board
for recommendations and the City Attorney said he would check the
license law with respect to individuals being allowed to do this.
The request will be taken up again at the March 23rd Council meeting.
