Motion by Land, seconded by Heintz that the minutes of the last regular
and special Council meetings be approved as presented in writing and
the reading dispensed with. Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz, that the following bills be paid

A discussion was held on the garbage pick-up service a~ter Mayor
Nawrocki brought in two boxes that had not been picked up for three
weeks. It was decided to hold a meeting with representatives from
Modern Clean-up at 7:00 p.m., Monday, February 16th.
A Resolution authorizing filing of application with the Department of
Housing and Urban Development, United States of America, for
agrant under P.L. 89-117 was offered by Jeska, seconded by Logacz,
WHEREAS, pursuant to P.L. 89-117 the United States of America has
authorized the making of grants to public bodies to aid in financing
the construction of'basic water and sewer projects: THEREFORE, BE
IT RESOLVED by the City Council, 1. That Malcolm O. Watson be and
he is hereby authorized to execute and file an application on behalf
of the City of Columbia Heights, Minnesota with the Department of
Housing and Urban Developmant, United States Government, for a grant
to aid in financing the construction of sanitary sewers and storm
drains and appurtenances, and an assurance of compliance with the
Department of Housing and Urban Development regulations under Title VI
of the Civil Rights Act of 1964. 2. That Malcolm O. Watson, City
Manager, be and he is hereby authorized and directed to furnish such
information as the Department of Housing and Urban Development may
reasor~bly request in connection with the application which is herein
authorized to be filed.
A discussion was held on reconsideration of annual salary for street
and sewer and water superintendents. The City Manager had a survey
made of other communities and this was presented to the Council.
The Council members wanted more information and time to consider
the request before any action could be taken.
No action was taken on consideration of call for bids on floor
tiling for the Library basement.
Motion by Land, seconded by Jeska that the Police Chief be authorized
to attend the Bureau of Criminal Apprehension Police Management
Course February 23 - 27 to be heldatt~e Arden Hills Training Center
and expenses be allowed. Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz that the Building Inspector be
authorized to attend a Seminar on the Inspector and the Law at the
University of Minnesota, March 2, 3, and 4th and that the necessary
expenses be authorized. Roll Call - All Ayes.
An informal meeting with Hilltop has been scheduled for Monday, February
16th in respect to a discussion on walkway on 46th and Monroe, first
aid and fire protection, and the 49th Avenue footbridge.
A discussion was held on the Planning Commission recommendations for
N.P. Railway and they are still opposed to it.
The City Attorney presented a resolution to condemn property by Hart
Lake. The Resolution was offered by Jeska, seconded by Land, WHEREAS,
the City Council of the City of Columbia Heights deems it necessary
for the preservation of public peace, health and safety, and WHEREAS, it

is necessary for the purpose of constructing and maintaining a storm
sewer facility and various utilities and their appurtenances as
deemed necessary ~ the City of Columbia Heights, ~ BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that
the following described land shall be condemned for the purpose of
constructing and maintaining a storm sewer facility and various
utilities and their appurtenances as deemed necessary by the City
of Columbia Heights, to-wit: In, over, upon, under and across
Block 3,~ Sunny Acres~Second Addition, Anol~a County, Minneosta.

The City Attorney presented the figures the County has offered for
rental of court room facilities. He felt it was fantastically low
and will continue negotiations.
Motion by Jeska, seconded by Heintz to authorize the City Attorney to
work with the Post Office in preparing an option agreement for city
lands involved in the new Proposed Post Office site and such option
to contain a provision that overall development of the site to
include adequate off-street parking. Roll Call - All Ayes.
Motion by Jeska, seconded by Land that the license applications as
listed be granted upon payment of proper fees and the special use
permits and ~me occupancy permits be granted with the same restrictions
as applicable during the last calendar year. Roll Call - Alt Ayes.
John Mu rzyn was present requesting reconsideration of the salary increase
for Richard Kudak of the Park Department. Mr. Kudak takes Mr. Murzyn's
place when he is on vacation and a reasonable increase would be
10¢ per hour over heavy equipment operator. Mr. Murzyn noted that
in the Street and Sewer & Water Departments the men who replace
the superintendent's receive 30¢ per hour higher than heavy equipment
operator. Any action that might be taken would be by amending the
salary resolution but no action was taken at the meeting.
Motion by Heintz, seconded by Jeska to adjourn at 10:O1 p.m. Roll
Call - All Ayes.
