Councilman Jeska brought forth a problem with #2 liquor store customers parking in the Oildyne parking lot on 40th Avenue. City Manager stated he informed the owner of Oildyne he should put up "No Parking" signs but apparently they have done no good. There not enough parking spaces at the liquor store. Motion by King, seconded by Jeska that the 2nd reading of Ordinance #713 on garbage collection service be tabled until the special meeting of the City Council, ~Vednesday, October 15, 1969 at 9:30 p.m. Roll Call - All Ayes. Roll Call: Land, Jest<a, Motion by Land, seconded by Jeska that Mildred Carlson be appointed secretary pro tem. Rol 1 CMl 1 - All Ayes. A resolution was offered by Logacz, seconded by Jest<a, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed to levy the delinquent special assessments on the properties in the City of Columbia Heights as submitted on the duplicate statement form with the amount to be levied indicated opposite the stamp "Certified to County Auditor" BE IT FURTHER RESOLVED that the foregoin9 amounts shall be included in the individual real estate tax statements for the current year and identified thereon as special assessments. Said levies shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the 9eneral laws of the state. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belon9 to the City of Columbia Heights ~d shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. The City of Columbia Heights shall accept payments on these levies until the end of the calendar year. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. 107. Passed this 8th day of October, 1969. Nawrocki, Mayor Mildred Car]son, Secretary Pro-Tern at OFFICIAL PROCEEDINGS Special Heeting October 15, 1969 The meeting came to order at 9:35 p.m. Roll Call - All .Present. A Resolution was offered by King, seconded by Land, WHEREAS, The City of Columbia Heights did on the 14th day of October, 1969 conduct and hold a Primary Municipal Election for the purpose of nominating candidates for' office of City Councilmen to be voted on at the General Municipal Election, November 4, t969; and WHEREAS, the City Council of the City of Columbia Heights, at a meeting of said Council held on the 15th day of October, 1969, did canvass the returns and results of said Primary Municipal Election; and WHEREAS, the followin9 results were determined by said canvass of said Primary Municipal Election, to-wit: Valid Baltots Cast: 1,481; Void Ballots Cast: 6; Total Ballots Cast: 1,487. Votes for Councilmen: Robert Kin9 395; E. (Sebe) Heintz 666; Helen Kersh 481; Melvin B. Aanerud 488; Dale Jeska 639; Joe P. Burmis 158. NOW, THEREFORE!, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights That E. (Sebe) Heintz, Dale Jeska, Melvin B. Aanerud, and Helen Kersh are hereby declared to be candidates for Councilmen at the General Municipal Election to be held November 4, 1969. Passed this 15th day of October, 1969. Roll Call - All Ayes. A discussion was held on whether or not to award the bids on janitor services at the meeting. The item was placed on the agenda as the bidders wanted the award made as soon as possible in order to get their equipment and supplies read~ for the contract to begin November 1, 1969. Mayor Hawrocki stated that since the previous motion was to award the bids October 27, we should stick with that motion. No action was taken. A resolution establishing rates for garbage collection service was offered by Jeska, seconded by Logacz, BE IT HEREBY RESOLVED by the City Council of the City ~ Columbia Heights that effective November 1969, the fee for mandatory garbage and rubbish pick-up service to residences in the City of Columbia Heights shall be $2.25 per monti~ per residential dwelling unit and for multiple dwellings with four or more units the charge shall be as follows: I
