REPORTS
The City Manager reported contacting hardware stores in the Columbia
Heights area informing plastic garbage containers are illegal in the
City and asking cooperation in selling metal containers to the
residents.
The City Attorney reported the new Council members take office the~
first business day in January and there is no requirement that a
Council meeting be held that day. He reported either an ordinance
be adopted or the City Manager call a meeting to establish the date
of the first meeting.
The City Attorney informed the Council members there has been
trouble in the schools with people pulling the fire alarms.
The City Engineer reported Orfei and Sons began work on the H.U.D.
project..
LICENSES
Councilman King raised a question about a solicitor's license
application 'from the Christian Record Braille Foundation and it
was decided to hold the application until another meeting.
Motion by King~ seconded by Jeska that the license applications as
per list attached except the one from Christian Record Braille
Foundation be approved as presented upon payment of proper fees.

Motion by King, seconded by Land that authorization be given to
pay the Anoka County Department of Highways the amount of $5,547.00
for electrical system cost to the City of Columbia Heights for workr0n
40th Avenue. Roll Call - All Ayes.
A Resolution and Plaque were presented to Robert King for his 12½
years of service on the City Council. Mayor Nawrocki said Mr. King
has been a source of help and inspiration to him. The Resolution
was offered by Jeska, seconded by Land, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that WHEREAS,
Robert G. King has dedicated a record 12½ years of conscientious
service a~ COuncilman in our community, and WHEREAS, the City has
grown from 15,000 to over 25,000 citizens and experienced development
of a well-ordered nature during his tenure of office, some of which
are:
1. Promoting a park expansion program assuring park facilities for all
sections of the city.
2. Construction of a Municipal Building housing all administrative and
emergency services.
3. Instituting a 24-hour emergency dispatcher service for Police, Fire
and First Aid.
4. Completing and adopting a city-wide zoning plan in accordance with
a comprehensive land use study and supporting an additional study under
the 701 planning program presently in its final stages of research.
5. Approving a street lighting rejuvenation program resulting in
recognition as the best street lighted City in Minnesota.
6. Building our own public library including a major expansion thereof
when usage increased beyond expectations following initial construction.
7. Inaugurating a post card notification procedure on public hearings
in addition to legal publications prior to any statutory requirements
on same.
8. Ratifying our water supply contract with the City of Minneapolis,
assuring our citizens of a perpetual reliable water supply storage facility
9. Initiating a long range storm sewer program in anticipation of future
needs.
10. Studying the various problems incumbent upon a community
experiencing fast growth and undertaking the actions necessary for their
solution.
ll. Approving the first major H.U.D. public facilities project on
watermains thereby acquiring Federal Assistance to off-set assessments
for needed services.
NOW, THEREFORE, BE IT RESOLVED that in recognition of his dedicated
service to the City of Columbia Heights, Councilman Robert G. King,
be presented with an appropriate plaque in appreciation thereof.

A Resolution designating Director and Alternate Director to Suburban
Rate Authority was offered by King, seconded by Jeska, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, Minnesota
as follows: Bruce G. Nawrocki is hereby designated as a Director of the
Suburban Rate Authority, and Walter S. Logacz is hereby designated to
serve as alternate Director of the Suburban Rate Authority for the year
1970 and until their successors are appointed. Roll Call - All Ayes.
Representatives from Northern Pacific Railway were present with revised
plans and requested reconsideration of their application for rezoning the
area between the alleys on each side of California Street and between 37~h
Avenue N.E. and 40th Avenue N.E. Motion by King, seconded by Land that
the City Manager be authorized to advertise for a hearing on the rezoning
request of Northern Pacific Railway, the hearing to be held at the January
26th regular meeting of the City Council. Roll Call - All Ayes.

Motion by Land, seconded by King that the next regular meeting of the
City Council is set for Monday, January 12, 1970 at 8:00 p.m. Roll Call -
All Ayes.
Motion by King, seconded by Land that the City Manager be authorized to
advertise for bids for legal publication and dog catcher services for
1970, the bids to be opened at the January 12, 1970 meeting. Roll Call -
All Ayes.
A discussion was held on the specifications for dog catcher services and
it was suggested that 24-emergency service be required and that maybe the
calls could go through the Police Department where a log would be kept.
Motion by Jeska, seconded by King that the bingo permit application for
1970 from the V.F.W. Club be approved and the fee waived. Roll Call -
All Ayes.
A request was received from Mr. Francis Seward of 4550 Central Avenue
to operate a popcorn wagon in the City of Columbia Heights. Mr. Seward
was present at the meeting and stated he plans to operate the truck he
bought from Rueben Peterson in the same manner as the ice cream trucks
have been operating. The Council explained restrictions were put on the
ice cream trucks as to where they could operate, insurance, and other
safety items. The City Attorney was instructed to check on the restrictions.

Mayor Jack Kirkham of Fridley was present asking that the City pass a
resolution identical to one passed in Fridley last week in opposition
to the use of University of Minnesota facilities for a convention of
the Young Socialist Alliance organization. He stated this organization
advocates the overthrow of the present form of government and that
tax supported schools and buildings should not be used for meetings
of this type. The Resolution in opposition to the Young Socialist
Alliance Convention at the University of Minnesota was offered by Land,
seconded by King, WHEREAS, the announcement has been made that the
Young Socialist Alliance will hold their annual national convention
December 27 to 30 at the University of Minnesota; and WHEREAS, THe
Association is headed by a person purported by the news media to be
a full-time Marxist revolutionary bent on overthrowing the establishment
and replacing capitalism with socialism in the United States; and
WHEREAS, the University is a tax supported institution maintained and
supported by those who treasure the heritage and form of government
prevailing; and WHEREAS, American youth are fighting and dying on
battlefields to halt the spread of communism and preserve not only the
American way of life in this Country, but assure peoples of less
powerful governments are not driven to submission to a communistic
government; and WHEREAS, the people who support and maintain our tax
supported schools should have a voice in the use of such property by
those who advocate the overthrow of our government; and WHEREAS, the
City Council of the City of Columbia Heights is opposed to the use of
tax supported facilities for use of organizations advocating the
overthrow of our government; NOW, THEREFORE, BE IT RESOLVED by the
City Council of the City of Columbia Heights to go on record as being
opposed to the University of Minnesota or any other tax supported
school or legislative body allowing the use of a public building for
meetings held by any organization whose members or membership includes
those who advocate the overthrow of our present form of government -
national, state or local. Roll Call - All Ayes.
The Resolution will be sent to the University Board of Regents, President
Malcolm Moos, and members of the Senate and House of Representatives
Education~or the State of Minnesota.

The meeting came to order at 9:42 p.m.
The City Attorney presented a letter from Mr. Dean Nyquist, the
attorney representing the Columbia Heights Apartment Owners Association.
The letter stated there was tremendou~ discrimination against apartment
owners in the city as to rates for garbage collection service and
the requirement that the contractor furnish vats. The City Attorney
will respond to Mr. Nyquist and a draft of the letter he will be sending
to Mr. Nyquist will be reviewed by the City CoUncil.

A discussion was held on the Rice Creek Watershed District. Mayor
Nawrocki stated he receives letters on this and would like to sit
down with A1 Kordiak and the City Engineer at an informal session
to work something out.
The City Attorney reported the appeal from Asselstine and Johnson
on the assessment hearings.
Motion by Jeska, seconded by King that expenses be authorized for any
member of the Traffic Commission to attend the Minnesota Safety
Council's Annual Meeting. Roll Call - All Ayes.
Motion by King, seconded by Land that the license applications as
per list attached be granted upon payment of proper fees. Roll Call -
All Ayes.
Councilman Land reported problems with juveniles~ operating the pin
ball machines at Mad¥'s Bowling Lanes. He spoke~ith Chief Glader who
has warned Mady's about this.
