Hearings on assessable projects #631, 638, 639, and644 were held.
Project #631. Waterline replacement from watermain to stop box on 40th
Avenue, University to Central.
The City Manager presented the project stating when 40th Avenue was
widened it was necessary to move the stop box to a new location back of
the new public sidewalk. It was recommended the cost of $173.70 be
spread over a three year period or could be paid in full in 30 days
without the 8% interest charge.

Project #638.. Alley Opening, Lookout to 5th Street, 4Oth to Summit.
The assessment on this project is $3.92, the cost to be spread over
a five year period. The City Engineer explained the alley will be
maintained through alley maintenance funds and additional work will
be done next year. The owner of 3974 - 5th Street was present
objecting to the amount of the assessment stating she is paying more
for the alley than her neighbors. It was pointed out to her that
she is paying exactly $2.80 a foot on a 1OO' lot.
Project #639.
53rd Avenue.
Alley Surfacing, University to 4th Street from 52nd to
This assessment on the project is $1.67 per foot.
Project #644. Delinquent Weed Control.
Albert Urspringer was taken off the list of delinquencies.
John Moneta was present stating he felt the assessment was quite
high.
A Resolution adopting assessment rolls for the following local improve-
ments and determining that said improvements have been made and ratifying
and confirming all other proceedings, heretofore had: Special Assessment
numbers 631, 638, 639, and 644 was offered by Logacz, seconded by Jeska.
WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met
on the 8th day of December, 1969, at the City Hall Council Chambers,
being the time and place set when and where all persons interested
could appear and be heard by the Council with respect to benefits, and
to the proportion of the cost of making the local improvements above
described, a notice of such hearing having been heretofore duly published
as required by law, and a notice mailed to each property owner of record
stating the proposed amount of the assessment; and, WHEREAS, this Council
has heretofore estimated and fixed the cost of such local improvements
and has prepared an assessment roll therefore. THE CITY COUNCIL OF THE
CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES: Section 1. That this Council
does hereby adopt theaforesaid assessment rolls known and described as
"Assessment Roll for Local Improvements numbered 631, 638, 639, and 644.
Section 2. That this Council hereby finds and determines that each of
the lots and parcels of land enumerated in said assessment rolls was and
is especially benefited by such improvement in an amount not less than
the amount set opposite in the column headed "Total amount of lien against
each tract of land" And this Council further finds and determines that
the proper proportion of the cost of such improvement to be especially
assessed against such lot or parcel of land is the amount set opposite
the description of each such lot or parcel of land respectively in
said assessment rolls in said column headed "Total amount of lien against
each tract of land." Section 3. That said assessments may be paid in
part or in full without interest on or before January 7, 1969, or in
annual installments for a period of from one to ten years as designated
on each assessment roll, payable on or before the 30th day of September,
annually, with 8% interest thereon. Failure to pay the annual install-
ment renders the same delinquent and thereafter a 10% penalty is added
and the said delinquent special assessment is certified to the County
for collection with the real estate tax. Section 4. That this Council

did hereby determine and redetermine to proceed with said improvements,
does ratify and confirm all other proceedings heretofore had in that
regard, and said improvement shall hereafter be known and numbered as
"Local Improvements numbered 631, 638, 639, and 644."
Section 5. This resolution shall take effect immediately upon its
passage. Passed this 8th day of December, 1969. Roll Call All Ayes.
A Resolution establishing special garbage and rubbish pick-up service
rates for qualified senior citizens and extra can service rates where
requested was offered by: Jeska, seconded by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights: WHEREAS,
it has been determined that a practical hardship exists for certain low
income Senior Citizens in our community to finance the expanded garbage
and rubbish pick-up service: NOW, THEREFORE, the following procedure
shall be instituted in respect to said Senior Citizens: 1. Upon
request by a Senior Citizen, a form requesting certain information such
as age, need for a lesser service (one can), and annual income of the
household, shall be sent to said individual. 2. The completed form,
signed by the Senior Citizen, shall be checked by the City Administrative
Offices and filed for the appropriate billing category. 3. Senior
Citizens with household incomes of over $1,8OO.O0 per year and not
exceeding $3,000.00 per year shall be given a reduced garbage service
rate of $1.00 per month. 4. Senior Citizens with household incomes
of $1,800.00 or less per year shall be given a reduced garbage
service rate of $.50 per month. 5. Income shall be determined from
the present year's income, which includes all forms of receipts.
6. The reduced rates for Senior Citizens shall be effective on the
next regular billing date following receipt of the completed form.
7. Extra service where additional garbage can service is desired can
be made available for an extra $1.00 per can per month on a minimum
of 6 months paid by a separate billing in advance. Passed this 8th
day of December, 1969. Roll Call - All Ayes.
A discussion was held on a list of six requests for reconsideration
of garbage service rates. A gentleman from 4455 Jackson Street was
present stating he hauls all his garbage to a dump in St. £1oud when
he visits his mother each week in St. Cloud. He also has an incinerator
and garbage disposal in his home and sees no need for collection service.
He complained about the unsightly condition around the Salvation Army
Box across the street from his home in Hilltop. The Council felt
everyone should be treated the same and if a request like this is
granted others will come in and ask for the same.
The City Attorney presented Ordinance #721 prohil~iting back yard burning
in the City of Columbia Heights. He explained this is the exact wording
in the State Pollution Control Agency regulations. ^ discussion was held
on regulating industries and the City Attorney will continue working
on the ordinance.

No action was taken on Ordinance //717 allowing a restaurant in C-2 zone.
The City Engineer presented a Resolution establishing municipal state
aid street, offered by King, seconded by Land, WHEREAS, it appears to
the City Council of the City of Columbia Heights, Minnesota, that the
street hereinafter described, should be designated as "Municipal State
Aid Street", under the provisions of Minnesota Laws of 1959, Chapter 500;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights that the street described and numbered as follows,
to-wit: MUNICIPAL STATE AID STREET MSAS No. 13-115-O90 - Stinson
Boulevard from its intersection with Fairway Drive (Anoka CSAH //4),
northerly to its intersection with 5th Street N.W. (MSAS 47-103-010)
(New Brighton), be and hereby is designated as a "Municipal State Aid
Street" of said City, subject to the approval of the Commissioner of
Highways of the State of Minnesota. BE IT FURTHER RESOLVED that the
City Clerk is hereby authorized and directed to forward two certified
copies of this resolution to the Commissioner of Highways for his consider-
ation, that upon his approval of the designation of said street, or
portions thereof, such approved street or portion thereof shall
comprise the Municipal State Aid Street System of the City of Columbia
Heights, and that same be constructed, improved and maintained in
accordance with the rules and regulations of the Commissioner of Highways,
and the provisions of Minnesota Laws of 1959, Chapter 500. Passed this
8th day of December, 1969. Roll Call - All Ayes.
PLANNING AND ZONING COMMISSION RECOMMENDATIONS
A request was received from Rodney Billman, Inc. for a very minor
side lot waiver for 2310 Innsbruck Parkway. A letter was submitted
by the next door neighbor stating no objections to the waiver.
Motion by King, seconded by Jeska that the 0.27' side yard waiver
be granted upon recommendation of the Planning Commission. Roll
Call - All Ayes.
A discussion was held on a proposed walkway on Monroe Street between
46th and 46½ Avenues for school children walking to Valley View and
the Junior High Schools. The Traffic Commission and the Planning
Commission have both recommended the Council meet with the Council
of Hilltop Village to consider the matter further. Motion by Jeska,
seconded by Logacz that the City Manager be instructed to contact the
Village Council of Hilltop and attempt to set up a joint meeting with
them Monday, December 15th at 8:00 p.m. for the purpose of discussing
the walkway. Roll Call - All Ayes.
A discussion was held on a request for hockey rink lights at McKenna
Park. Mr. Dick Borchardt from the Boosters Club was present and
said there may be a possibility the Boosters could come up with the
money for the project. More thought will be given to the project and
decisions reached at a later date.
A recess was called at lO:i7 p.m. The meeting came to order at
10:30 p.m.
A discussion was held on the purchase of a Vac All Sewer Cleaning machine.
Motion by King, seconded by Land that the City Manager be authorized to
call for bids on a sewer cleaning machines, bids to be opened at the
January 12th meeting of the Council. Roll Call - All Ayes.

REPORTS
The City Manager reported contacting hardware stores in the Columbia
Heights area informing plastic garbage containers are illegal in the
City and asking cooperation in selling metal containers to the
residents.
The City Attorney reported the new Council members take office the
first business day in January and there is no requirement that a
Council meeting be held that day. He reported either an ordinance
be adopted or the City Manager call a meeting to establish the date
of the first meeting.
The City Attorney informed the Council members there has been
trouble in the schools with people pulling the fire alarms.
The City Engineer reported Orfei and Sons began work on the H.U.D.
project.
LICENSES
Councilman King raised a question about a solicitor's license
application from the Christian Record Braille Foundation and it
was decided to hold the application until another meeting.
Motion by King, seconded by Jeska that the license applications as
per list attached except the one from Christian Record Braille
Foundation be approved as presented upon payment of proper fees.
