LICENSES
Motion by King, seconded by Jeska, that the license applications
as per list attached including a solicitors license from Mrs.
Dorothy Melcher to sell Amway Products door-to-door be granted
upon payment of proper fees. Roll Call - All Ayes.
A discussion was held as to when the new City Council will be taking
over and when will the changeover meeting be. The City Attorney will
check into this and report at the next meeting.
The Mayor reported he has received resignations from two Commission
members: Robert D. Peterson of the Housing Authority is moving to
Fridley, and A1 Martinson of the Police and Fire Civil Service
Commission has been appointed to the Anoka County Sheriff's Commission.

The meeting was called to order at 8:05 p.m.

Motion by Jeska, seconded by Logacz, to appoint Temple Nygaard as
Secretary pro-tem. Roll Call - All Ayes.
The purpose of this meeting is to hold hearings on assessible projects
in the City of Columbia Heights and pass a resolution adopting the
assessment rolls. Included are Projects #625, 626, 627, 628, 641, and
643.
Gerral Herringer was present asking when the interest rate had been
changed from 6% to 8%. Mayor Nawrocki stated this was changed by the
1969 session of the legislature and any improvements in the state are
now 8%. The City Manager stated the borrowing rate has been 2.9% up to
4.5%. Last month when we sold bonds it went up to 6%.
Project #625
Mr. Leonard Thompson, owner of 3746 Stinson (apartment building), was
present objecting to the assessment for water, sewer and street surfacing
on McKinley. He has no access to the street and needs no more
improvements. He is also disturbed about the amount of taxation,
the corporate license for multiple dwellings, and garbage service rates.!

Mr. Gordon Asselstine, owner of the apartments at 3806, 3816 and 3826
Stinson also objected to the assessments based on the grounds that
there is no benefit to the property from these projects and the assess-
ments are therefore unwarrented. He and Mr. Thompson both indicated
they have attorneys to represent them and are protesting the assessments.
Mr. John Christianson, 2124 - 40th Avenue, asked if the stone work done
at this address is included in the job. The City Manager stated the
stone was furnished and the home owner did the work. He said his
grade change was not satisfactory and someone from the Engineering
Department will have to review it.
Projects 626, 627, and 628. Street surfacing on 39th., Watermain in
McKinley, and Sanitary Sewer in Hart to Stinson, 37th to 39th Avenue.
Mr. Thompson and Mr. Asselstine again objected to these projects.
Project #641. Seal Coating projects.
Project #643. Delinquent Utility Bills.
John Kalata, 3832 - 2nd Street, was present stating he didn't understand
why his address was listed as delinquent as he has all the cancelled
checks to show he has paid part of the bill and was never notified
of the delinquency. The City Manager stated at least two notices had
gone out indicating delinquency. A discussion was held as to whether
or not it is proper to include the November 1st billing as being
delinquent as it was also included. The City Attorney said it was
his understanding that if a bill is 30 days old it is already
delinquent. Mayor Nawrocki stated the office should make some
attempt to notify people of delinquencies.
A question was raised about when the work on the alley between Pierce
and Fillmore was going to be done. It was explained the bid received was
excessively high and better bids can be expected in the spring when other
work can be included along with it. The alley will be maintained during
the winter and will be surfaced along with others next year.
Recess at 8:50 p.m. The meeting was called to order ~ 9:05.
A resolution adopting assessment rolls was offered by King, seconded by
Jeska, Resolution adopting assessment rolls for the following local
improvements and determining that said improvements have been made and
ratifying and confirming all other proceedings, heretofore had: Special
Assessment #625, 626, 627, 628, 641, and 643. WHERAS, The City Council
of the City of Columbia Heights, Minnesota, met on the 1st day of December,
1969, at the City Hall Council Chambers, being the time and place set when
and where all persons interested could appear and be heard by the Council
with respect to benefits, and to the proportion of the cost of making the
local improvements above described, a notice of such hearing having been
heretofore duly published as required by law, and a notice mailed to each
property owner of record stating the proposed amount of the assessment; and,

WHEREAS, this Council has heretofore estimated and fixed the cost of such
local improvements and has prepared as assessment roll therefore. THE
CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES: Section 1.
That this Council does hereby adopt the aforesaid assessment rolls known
and described as "Assessment Roll for Local Improvements numbered 622,
626, 627, 628, 641, and 643. Section 2. That this Council hereby finds
and determines that each of the lots and parcels of land enumerated in
said assessment rolls was and is especially benefited by such improvement
in an amount not less than the amount set opposite in the column headed
"Total amount of lien against each tract of land" And this Council further
finds and determines that the proper proportion of the cost of such
improvement to be especially assessed against such lot or parcel of land
is the amount set opposite the description of each such lot or parcel of
land respectively in said assessment rolls in said column headed "Total
amount of lien against each tract of land" Section 3. That said
assessments may be paid in part or in full without interest on or before
December 31, 1969, or in annual installments for a period of from one to
ten years as designated on each assessment roll, payable on or before the
30th day of September, annually, with 8% interest thereon. Failure to pay
the annual installment renders the same delinquent and thereafter a 10%
penalty is added and the said delinquent speical assessment is certified
to the County for collection with the real estate tax. Section 4. That
this Council did hereby determine and redetermine to proceed with said
improvements, does ratify and confirm all other proceedings heretofore
had in that regard, and said improvement shall hereafter be known and
numb'ered as "Local Improvements numbered #625, 626, 627, 6~8, 641, and 643.
Section 5. This resolution shall take effect immediately upon its passage.

BIDS ON USED LOADER
Motion by King, seconded by Logacz to accept the bid of Ziegler, Inc.
for a used loader in the amount of $13,150 and the Mayor and City
Manager be authorized to enter into a contract for same. Roll Call -
All Ayes.
GARBAGE COLLECTION SERVICE
The City Manager presented a proposed resolution on a lower rate for
senior citizens. It will be re-written and action taken at the meeting
scheduled for December 8th.
A discussion was held on a tag system for garbage cans.
Manager will contact Acme Tag Co.
