II A discussion was held on taking bids for a sewer cleaning machine but the Council felt we were not ready to call for bids in December and Mr. Jolly will make a report on what type of program can be worked out for rental. Councilman Jeska asked Mr. Borocki about the situation on Fairway Drive and Mr. Borocki said he would have to check with George Brown and a report will be mailed to the Council this week. Councilman Jeska also asked if the alley between Central and Van Buren from 39th ~o 40th could be surfaced. Four people have asked for this and he suggested they file a petition for a concrete alley. Motion by Land, seconded by Logacz that the license applications as per list attached, be granted upon payment of proper fees. Roll Call - All Ayes. Buying equipment for special needs in hockey, baseball and football. Supporting Moes Gym boxing activities financially and with the supplying of tee shirts. Paying for a bus which is used for transporting teams to various out-of- town official league games. Purchasing a mechanical pitching machine and batting cage which is med by the school district as well as community teams. Sponsoring of banquets to honor teams and individual athletes from our area including the supplying and presenting of appropriate awards. Giving all participants in various athletic teams tee shirts each year. Paying entry fees where necessary to give all teams an opportunity to participate in various tournaments. For all of the foregoing and the great time donation given by the members of the Boosters Club, this Proclamation is gratefully presented. OPENING OF BIDS Bids on a used loader were received from the following: Ziegler Company, Inc., Model 944 in the amount of $13,150.00. Tri-State Machinery, Trojan 164A in the amount of $13,500.00. Tri-State Machinery, Trojan 254 in the amount of $15,000.00. Motion by King, seconded by Land that the bids be turned over to the City Manager for tabulation and report back at the next scheduled meeting. Roll Call - All Ayes. Russell Thompson, Construction Engineer of Northern Pacific Railway Company was present to appeal the Planning Commission denial to rezone the lots east and west of California Street from M-l, Light Industrial, to M-2, Heavy Industrial, to build an automatic switching classification yard. Mr. Thompson presented revised plans and maps of the area to be rezoned and a lengthy discussion was held. No official action was taken but a hearing may be scheduled and the residents notified. ORDINANCES AND RESOLUTIONS The City Attorney reported he has not worked on Ordinance #717 allowing a restaurant in C-2 District but will have it ready for the second reading at the next regular meeting. Second reading of Ordinance #720 rezoning 4341 Central from C-2-S to C-2 was held and the Ordinance was offered by Jeska, seconded by King. Roll Call - All Ayes. A Resolution authorizing the issuance of $660,000 Permanent Improvement Revolving Fund Bonds, prescribing the form and details thereof, and providing for their payment, a copy of which is attached to the minutes, was Offered by Land, seconded by King. Roll Call - All Ayes. The City Attorney reported he received a request from one of the Council members to prepare a no burning ordinance. After a lengthy discussion the Attorney said he will have an ordinance ready for the next meeting adopting the State Pollution Control Agency's regulations by reference. A gentlemen living at 249 - 37th Avenue was present complaining his garbage hasn't been picked up for two weeks now. Mr. Sonnenberg reported Mr. Strittmater from Modern Clean-up went down to this address to straighten out the problem. Multiple Dwelling License Renewal Fee A Resolution setting the multiple dwelling license renewal fee was offered by Land, seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that an annual renewal fee of $5.00 for the first four units and $1.00 for each additional unit be established on all apartments properly registered and licensed for the preceding year. This resolution shall become effective for the calendar year 1970 and each year thereafter unless amended by further Council action by resolution. Roll Call - All Ayes. After a lengthy discussion on how much work is involved in inspecting the apartments it was decided to raise the fee for additional units from $1.00 to $2.00. Motion by Logacz, seconded by Jeska to amend the Resolution to read $2.00 for each additional unit in lieu of $1.00. Roll Call - Ali Ayes. PETITIONS, LETTERS AND REQUESTS A discussion was held on a lower rate for garbage collection service to senior citizens. A resolution establishing rates at $1.00 per month for senior citizens who earn less than $3,000 per year and 50¢ per month for those who earn less than $1800 per year will be presented at the next meeting of the Council. Motion by King, seconded by Land that the Mayor and City Manager be authorized to enter into a contract for purchase of "Astro City" playground equipment in an amount not to exceed $7,500. Roll Call - Ali Ayes. (This is the playground equipment which will eventually be paid for by the Lion's Club.) Motion by 3eska, seconded by King, that the request to cancel check #6549 to the State of Minnesota Department of Highways in the amount of $34.53 issued in error duplicating check #6590 be granted. Roll Call - All Ayes. REPORTS The City Manager reminded the Council of the Special meeting to be held Monday, December 1, hearings on assessment rolls. The City Engineer reported on the Stinson-Fairway Drive project, and also presented copies of Mr. Gustafson's report on Watershed Districts to the Council. The City Engineer also reported on the status of the H.U.D. water main project stating we have received concurrence from the regional H.U.D. office on the contractor. The City Engineer reported he has contacted other communities who are maintaining sidewalks and is looking into a way for the city to maintain the 49th Avenue sidewalks. Motion by Jeska, seconded by Land, that the City Manager be authorized to advertise for assessment hearings on projects 631, 638, 639 and 644, the hearings to be held at the regular meeting of the Council Monday, December 8, 1969 at 8:00 p.m. Roll Call - All Ayes. The City Attorney reported Mr. Eldon from the Post Office will be sending over a sketch of what they intend to build on 40th Avenue. The City Attorney reported some of the apartment owners in the city have an attorney to represent them as they feel the rates on garbage collection service to apartments is too high and they would like to buy their own vats instead of using the ones supplied by the contractor. ]-37. LICENSES Motion by King, seconded by Jeska, that the license applications as per list attached including a solicitors license from Mrs. Dorothy Melcher to sell Amway Products door-to-door be granted upon payment of proper fees. Roll Call - All Ayes. I A discussion was held as to when the new City Council will be taking over and when will the changeover meeting be. The City Attorney will check into this and report at the next meetin9. The Mayor reported he has received resignations from two Commission members: Robert D. Peterson of the Housing Authority is moving to Fridley, and A1 Martinson of the Police and Fire Civil Service Commission has been appointed to the Anoka County Sheriff's Commission. Land - absent. Hotion by Jeska, seconded by Logacz, to appoint Temple Nygaard as Secretary pro-tern. Roll Call - All Ayes. The purpose of this meeting is to hold hearings on assessible projects in the City o~: Columbia Heights and pass a resolution adopting the assessment rolls. Included are Projects #625, 626, 627, 628, 641, and 643. Gerral Herringer was present asking when the interest rate had been ,:hanged from 6% to 8%. Mayor Nawrocki stated this was changed by the 1969 session of the legislature and any improvements in the state are now 8%. The City Manager stated the borrowing rate has been 2.9% up to '~.5%. Last month when we sold bonds it went up to 6%. Project #625 Mr. Leonard Thompson, owner of 3746 Stinson (apartment building), was present objecting to the assessment for water, sewer and street surfacing on McKinley. He has no access to the street and needs no more I improvements. He is also disturbed about the amount of taxation, the corporate license for multiple dwellings, and garbage service rates.
