A discussion was held on setting general statements on the outdoor
burning ban. Mayor Nawrocki felt this was premature and we should
wait for the Pollution Control Agency to come out with additional
information as to how the burning ban would be enforced. Mr. Nomicke
from the Fire Department was present and explained how fire permits
are issued and asked how the new regulations would affect the fire
permits. It was generally felt to play this matter by ear until word
is received from the Agency.
Motion by Land, seconded by King that the Mayor and City Manager be
authorized to enter into an agreement with Progressive Design
Associates for preliminary work for the new city shop and field
house remodeling. Roll Call - All Ayes.
MiLch DeMars, Street Foreman, and Bob Schaefer, Mechanic, were present
reporting a req~st will be made at the next Council meeting to call
for bids on a new or used track loader. The one we have now broke
down and since it was purchased in 1958, felt it would cost more to
have it repaired than to buy another machine. The cost would be
approximately $14,000.

A Resolution was offered by Logacz, seconded by Jeska, WHEREAS, the
City of Columbia Heights, did on the 4th day of November, 1969 conduct
and hold a General Municipal Election; and, WHEREAS, the City Council
of the City of Columbia Heights, at a special meeting of said Council
held on the 5th day of November, 1969, did canvass the returns of said
General Municipal Election; and WHEREAS, the following results were
determined by said canvass of said General Municipal Election, to-wit:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights that Bruce G. Nawrocki be and he hereby is declared
to be elected Mayor of the City of Columbia Heights for a period of
two years commencing on the first business day of January, 1970. That
E. (Sebe) Heintz and Dale Jeska be and they hereby are declared to be
elected Councilmen for a period of four years commencing on the first
business day of January, 1970. The City Clerk shall fo rl~with notify
ali persons elected of the fact of their election. Passed this 5th
day of November, 1969. Roll Call - All Ayes.
A Resolution was offered by Jeska, seconded by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that
the low bid of Orfei & Sons, Inc. as revised through deletions by
the Engineering Department and accepted by the low bidder on H.U.D.
Project WS-MINN-65, Phase 2, Municipal Project #69Oi, City of Columbia
Heights, Minnesota, in the amount of $1,080,107..19 on Part A and $77,131.39
on Part B for a total bid of $t,157,238.58 be accepted provided the
regional office of H.U.D. concurs said award and necessary financing
is provided. Passed this 5th day of November, 1969. Roll Call -
Ail Ayes.
A discussion was held on the garbage waiver requests after several
letters had been received by the city office asking for lower rates
for senior citizens. Copies of these letters have been forwarded to
the Council. Some cases seemed justifiable like the man who lives
next door to his 4-unit apartment building and would like to place
his own garbage in the vat by the apartment. The Building Inspector
reported about 35 to 40 calls have come in to his office asking for
reduced rates and that most of the senior citizens he has talked with
are willing to pay for one can service. Councilman Land suggested charging
$5.00 per year for senior citizens who earn less than $3,000 per year.
Councilman Logacz suggested we charge $1.00 per month as was done
on the old service. Mayor Nawrocki suggested reducing the monthly
rate by 75¢ making it $1.50 as this would be in line with the extended
service. He also reported the State was holding hearings this week
on landfills and solid waste disposal facilities. The City Manager
and Building Inspector will meet with Modern Clean-up to investigate
charges for extra cans.
