OFFICIAL PROCEEDINGS
Special Meeting
October 30, 1969
The meeting was called to order at 8:10 p.m. Roll Call: Land, King,
Jeska, Logacz, Nawrocki - present. Also present were 14 staff members,
three citizens and one reporter.
Mayor Nawrocki stated the purpose of this meeting was to go over the
proposed 1970 budget and asked if there were any que~ions. A Resolution
was offered by Land, seconded by King setting forth the tax levy for
the 1970 calendar year. BE IT HEREBY RESOLVED that: WHEREAS, The City
Council of the City of Columbia Heights, has at various times met for
the purpose of discussing the budget for the year 1970, and WHEREAS,
the City Council has determined that the following amounts of the
budget be raised by Taxation. NOW, THEREFORE, BE IT HEREBY RESOLVED
that the County Auditor of Anoka County be, and he is hereby instructed
and authorized to levy the following amounts for the year 1970 for
various city funds, as follows:
General Fund Operations
General Fund P.E.R.A.
Recreation
Civil Defense Fund
Storm Sewer Construction
Debt Service (Storm Sewer Bond
Ret i rement)

Passed this 30th day of October, 1969. Roll Call - All Ayes.
A Preamble to Ordinance #718, $170,000 Emergency Debt Certificate,
was read by the City Manager who stated the purpose of this is to
fulfill the legal requirements for having arranged for funding on
the H.U.D. watermain project. The Preamble was offered by King,
seconded by Land. Roll Call - All Ayes.
Ordinance #718 was read and was offered by Jeska, seconded by Logacz.
The City Attorney said interest rate be changed from 8% to 6% as set
by the Charter. Roll Call - All Ayes.
A discussion was held on what action, if any, should be taken on the
bus fare case. The City Attorney said the court costs will be
approximately $2,000 and we should go ahead as there is no evidence
to support a rate increase for Columbia Heights users. Motion by
King, seconded by Jeska that the City Manager and City Attorney be
authorized to proceed with the appeal in the Supreme Court on the
bus fare case. Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz that a special meeting for the
purpose of canvassing the general election be set for Wednesday,
November 5, 1969 at 7:00 p.m. Roll Call - All Ayes.

A discussion was held on setting general statements on the outdoor
burning ban. Mayor Nawrocki felt this was premature and we should
wait for the Pollution Control Agency to come out with additional
information as to how the burning ban would be enforced. Mr. Homicke
from the Fire Department was present and explained how fire permits
are issued and asked how the new regulations would affect the fire
permits. It was generally felt to play this matter by ear until word
is received from the Agency.
Motion by Land, seconded by King that the Mayor and City Manager be
authorized to enter into an agreement with Progressive Design
Associates for preliminary work for the new city shop and field
house remodeling. Roll Call - All Ayes.
Mitch DeMars, Street Foreman, and Bob Schaefer, Mechanic, were present
reporting a req~st will be made at the next Council meeting to call
for bids on a new or used track loader. The one we have now broke
down and since it was purchased in 1958, felt it would cost more to
have it repaired than to buy another machine. The cost would be
approximately $14,000.

A Resolution was offered by Logacz, seconded by Jeska, WHEREAS, the
City of Columbia Heights, did on the 4th day of November, 1969 conduct
and hold a General Municipal Election; and, WHEREAS, the City Council
of the City of Columbia Heights, at a special meeting of said Council
held on the 5th day of November, 1969, did canvass the returns of said
General Municipal Election; and WHEREAS, the following results were
determined by said canvass of said General Municipal Election, to-wit:
