BE IT FURTHER RESOLVED that when any new service is commenced or
any old service is discontinued, a $1.00 clerical cost shall be charged
to the dwelling either beginning or discontinuing the use. Passed this

A discussion was held on a 5¢ per hour pay increase for Sewer and
Water Department underground workmen during the months of May through
October. This pay increase was recommended by the State Labor
Mediator to compensate for the undesirable conditions in working
underground as has been done in 1967 and 1968. This request was not
brought up during negotiations with Mr. Skeate as the Union assumed
it would be in effect in 1969. The increase would amount to 555 per man.
It was brought up that a machine will be purchased to handle some of the
underground jobs. The City Manager was directed to check and obtain
the total hours of sewer cleaning time for this year. Motion by Land,
seconded by King, that the request be granted. Roll Call: Land,
King, Logacz - Ayes. Jeska, Nawrocki - Nays.
Mayor Nawrocki and Councilman Jeska stated the reason for their no
votes was because we had an agreement with the Union and it should be
abided by.
Motion by Land, seconded by King that the meeting adjourn at 10:30 p.m.

October 27, 1969
The meeting was; called to order at 8:04 p.m. Roll Call - Land, King,
Jeska, Logacz - present. Nawrocki -absent. Council President King
assumed the chairmanship in Mayor Nawrocki's absence.
Motion by Jeska, seconded by Logacz that the minutes of the last
regular and special meeting be accepted as presented in writing, and
I the reading dispensed with. Roll Call - All Ayes. The City Manager
made one correction in the minutes of the regular meeting, October 13th,
where the lega'l descriptions for the condemnation payments was omitted
on pages 104 and 105.

Motion by Land, seconded by Jeska that the award of bids on custodial
services be made to Midwest Building Services, Inc. at the rate of
$295.00/month for the municipal building using the skin and wax method,
and $358.00/month for the library building using the spray buff method,
for a one year contract with the option to extend one additional year
at the same price and the Mayor and City Manager be authorized to enter
into a contract for same. Roll Call - All Ayes.
Second reading of Ordinance #713 amending Ordinance #472 on garbage
collection service. A lengthy discussion was held after the second
reading. A question was raised by the owner of the apartment building
at 1035 Peters Place as to the rates and who would supply the vats.
The Council explained that the rates reflect the fact that additional
col~ction service is necessary when the back yard burning ban of the
Pollution Control Agency is enforced and that Modern Clean-up, the
I;ontractor, will supply the vats to apartments. He also complained about
the multiple dwelling license fee stating he keeps his apartment in
good condition and should not be penalized because some apartments are
junky. A question was raised about persons living on limited incomes,
and if they were expected to pay the same rates as everyone else.
Councilman King said the Council would like to make some provision for
senior citizens, handicapped persons, and persons living on fixed incomes.
A gentlemen from 4404 - 4th Street said he is a senior citizen who has
a garbage disposal and would not have enough garbage to make the
service worthwhile, He also asked if the City could clean up the
lot across the alley from his home on University and 4th Street and
Mr. Sonnenberg aaid he will check into this. A resident from 1213 -
~2nd Avenue asked how surgical dressings would be disposed of as
they could create a health hazard. The City Manager said he will
check with the State Board of Health and Dr. Herbert and a solution
to this problem will be found. The ordinance was offered by Logacz,
seconded by Land. Roll Call - All Ayes. The ordinance was adOpted.
Second reading of Ordinance #716 setting salaries for the Mayor and
Councilmen. The ordinance was offered by Logacz, seconded by Jeska,
Roll Call - All.Ayes. The ordinance was adopted.
First r~ading of Ordinance #717 amending Ordinance #462,~.
This ordinance will allow a restaurant to go into a C-2 district.
The second reading will be held November 10th at which time a hearing
will also be held.
A resolution was offered by Land, seconded by Jeska BE IT HEREBY

A lot subdivision request was received from Annie Pribula to divide
lOll - 42nd Avenue N.E. The City Manager explained this is exactly
the way it would be recommended to be divided and there are no
outstanding special assessments. Motion by Land, seconded by
Logacz, that the request be granted. Roll Call - All Ayes.
A request was received from the Jaycees to hang a banner across
Central Avenue reminding people to vote at the election, November 4th.
The City Manager explained they have supplied the city with the
necessary insurance forms. Motion by Jeska, seconded by Logacz
that the request be granted. Roll Call - All Ayes.
The request for the Mayor and City Manager to enter into anagreement
with Progressive Design Associates for architectual work on the
field house and new city garage was held over until the special
meeting of the City Council scheduled for Thursday, October 30th.
Motion by Land, seconded by Logacz, that the City Manager be authorized
to attend the Third Annual Fall Luncheon of the American Arbitration
Association, Wednesday, November 5th, 1969 at the Holiday Inn Central
in Minneapolis, cost - $5.00. Roll Call - All Ayes.
Motion by Jeska, seconded by Land that up to two persons be authorized
to attend the Labor Relations in Public Employment conference at
the University of Minnesota, November 4, 1969, the registration cost
of $15.00 per person. Roll Call - Ail Ayes.
A lot subdivision request was received from Nicholas Kocisko to
divide the lot at 1021 - 41st Avenue N.E. Motion by Jeska, seconded
by Logacz that the request be referred to the Planning and Zoning
Commission. Roll Call - All Ayes.

A discussion was held about the possibility of getting out some sort
of flyer from the Jaycees remin,Jing people to vote November 4th.
Since it is a costly project they were wondering if the City could
allow use of city funds to pay postage costs. The City Attorney had
a verbal answer from the State Attorney General's office saying this
is legal since it is for a public purpose. The Council felt that the
candidates themselves have been around with flyers about the election
and the people should be informed of it from them, also the request
came in too late and the city does not have any money for this purpose.
Motion by Land, seconded by Jeska that the request be denied Roll
Call - All Ayes. '
A gentleman from 1221 - 42nd Avenue N.E. asked if a speed control
sign could be placed on 42nd Avenue near his home as there is a park
in the area and cars travel at a high rate of speed. Mr. Brown said
this will be on the agenda for the regular Traffic Commission meeting,
Monday, November 3rd.
The City Manager reported the denial of additional funds from the
H.U.D. office in Chicago for the watermain project. An emergency debt
ordinance will be prepared for the special Council meeting, Thursday,
October 30th.
Motion by Jeska, seconded by Land that the license applications as per
list attached be granted upon payment of proper fees. Roll Call -
All Ayes.
Motion by Jeska, seconded by Logacz to grant authorization for up to
$5 per person to attend a seminar called "The Process of Municipal
Planning" in St. Louis Park, November 13, 20 or December 4 or llth
from 8:00 p.m. to 10:00 p.m. for any members of the Council or the
Planning and Zoning Commission. Roll Call - All Ayes.
