Special Meeting
October 15, 1969
The meeting came to order at 9:35 p.m. Roll Call - All Present.
A Resolution was offered by King, seconded by Land, WHEREAS, The
City of Columbia Heights did on the 14th day of October, 1969 conduct
and hold a Primary Municipal Election for the purpose of nominating
candidates for office of City Councilmen to be voted on at the
General Municipal Election, November 4, 1969; and WHEREAS, the
City Council of the City of Columbia Heights, at a meeting of
said Council held on the 15th day of October, 1969, did canvass
the returns and results of said Primary Municipal Election; and
WHEREAS, the following results were determined by said canvass of
said Primary Municipal Election, to-wit: Valid Ballots Cast:
1,481; Void Ballots Cast: 6; Total Ballots Cast: 1,487. Votes
for Councilmen: Robert King 395; E. (Sebe) Heintz 666; Helen Kersh
481; Melvin B. Aanerud 488; Dale Jeska 639; Joe P. Burmis 158.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the
City of Columbia Heights That E. (Sebe) Heintz, Dale Jeska, Melvin
B. Aanerud, and Helen Kersh are hereby declared to be candidates
for Councilmen at the General Municipal Election to be held November
4, 1969. Passed this 15th day of October, 1969. Roll Call - All Ayes.
A discussion was held on whether or not to award the bids on janitor
services at the meeting. The item was placed on the agenda as the
bidders wanted the award made as soon as possible in order to get
their equipment and supplies rea~ for the contract to begin November 1,
1969. Mayor Nawrocki stated that since the previous motion was to
award the bids October 27, we should stick with that motion. No
action was taken.
A resolution establishing rates for garbage collection service was
offered by Jeska, seconded by Logacz, BE IT HEREBY RESOLVED by the
City Council of the City ~ Columbia Heights that effective November 1,
1969, the fee for mandatory garbage and rubbish pick-up service to
residences in the City of Columbia Heights shall be $2.25 per month
per residential dwelling unit and for multiple dwellings with four
or more units the charge shall be as follows:

$15.00/month for a i cubic yard vat picked up one time a week.
$23.O0/month for a 1 cubic yard vat picked up two times a week.
$31.O0/month for a 1 cubic yard vat picked up three times a week.
$47.00/month for a 1 cubic yard vat picked up five times a week.
$24.00/month for two 1 cubic yard vats picked up one time a week.
$37.00/month for two 1 cubic yard vats picked up two times a week.
$50.O0/month for two 1 cubic yard vats picked up three times a week.
BE IT FURTHER RESOLVED that when any new service is commenced or
any old service is discontinued, a $1.00 clerical cost shall be charged
to the dwelling either beginning or discontinuing the use. Passed this
15th day of October, 1969. Roll Call - All Ayes.
A discussion was held on a 5¢ per hour pay increase for Sewer and
Water Department underground workmen during the months of May through
October. This pay increase was recommended by the State Labor
Mediator to compensate for the undesirable conditions in working
underground as has been done in 1967 and 1968. This request was not
brought up during negotiations with Mr. Skeate as the Union assumed
it would be in effect in 1969. The increase would amount to $55 per man.
It was brought up that a machine will be purchased to handle some of the
underground jobs. The City Manager was directed to check and obtain
the total hours of sewer cleaning time for this year. Motion by Land,
seconded by King, that the request be granted. Roll Call: Land,
King, Logacz - Ayes. Jeska, Nawrocki - Nays.
Mayor Nawrocki and Councilman Jeska stated the reason for their no
votes was because we had an agreement with the Union and it should be
abided by.
Motion by Land, seconded by King that the meeting adjourn at 10:30 p.m.

Regular Meeting
October 27, 1969
The meeting was called to order at 8:04 p.m. Roll Call - Land, King,
Jeska, Logacz - present. Nawrocki -absent. Council President King
assumed the chairmanship in Mayor Nawrocki's absence.
Motion by Jeska, seconded by Logacz that the minutes of the last
regular and special meeting be accepted as presented in writing, and
the reading dispensed with. Roll Call - All Ayes. ~he City Manager
made one correction in the minutes of the regular meeting, October 13th,
where the legal descriptions for the condemnation payments was omitted
on pages 104 and 105.
