Roll Call - Land, King, Motion by Jeska, seconded by Logacz that the minutes of the last regular Council meeting be accepted as presented in writing and the reading dispensed with. Roll Call - All Ayes. Motion by King, seconded by Land that the following bills be paid out of their proper funds, the list including eight checks brought in late from the City Clerk's Office. The City Attorney stated he has received a release from Modern Clean-up Services to be effective the first Monday in October and the city can accept this release after bids on the new contract have been opened. A first reading of the amended ordinance will be held at the next regular meeting, September 8, 1969. Mayor Nawrocki brought forth a check received from Al Kordiak, Anoka County Commissioner, in the amount of $1500 for the county share of Silver Lake Beach operation. A discussion was held on rezoning the property at 3738 Reservoir Boulevard from R-3 Multiple Dwelling to C-2 General Commercial to allow construction of a new Shall Service Station as unanimously approved by the Planning Commission. Councilman Jeska explained this was a very difficult decision ~or the Commission to make as many residents from the area were present opposing the proposal, but he added the facility would include adequate fencing around the sides and back, would be much quieter, would have a better appearance, and he felt the residents in opposition would probably change their minds after the construction was completed and they could see how well the new facility fit into the neighborhood. A first reading of Ordinance #711 was held rezoning Lot 12, Spains Addition from R-3 to C-2. First reading was held on Ordinance #712 vacating Spains Alley from Central Avenue N.E. to Reservoir Boulevard and platting a new public alley along the northerly 20 feet of Lot 12, Spains Addition for access from the north - south public alley north of Lot 12 to Reservoir Boulevard. This is in conjunction with me request from Shell to rezone the property at 3738 Reservoir. A request was received from the City Manager to open bids on water improvements at ll:O0 a.m., Monday, September 22 so the bids can be tabulated that day and reported to the City Council at the regular meeting that evening. A representative from H.U.D. will be present for the bid opening and after the bid has been awarded the documents will be mailed to the H.U.D. office. Motion by King, seconded by Jeska that the City Manager be authorized to advertise for bids on water improvements to be opened September 22, 1969 at ll:O0 a.m. Roll Call - All Ayes. A request was received from the City Engineer for curb, gutter, and street improvement on County State Aid Highway 4, the hearing to be held September 8, 1969 at 7:00 p.m. Motion by Jeska, seconded by Logacz, that the regular meeting of the City Council scheduled to be at 8:00 p.m. on September 8 shall begin at 7:00 p.m. Roll Call - All Ayes. Motion by King, seconded by Land that the City Manager be authorized to call for a hearing on concrete curb and gutter on Lot 8, Block 6, Hilltop 2nd Unit to Stinson Boulevard, and Stinson Boulevard from 45th Avenue through Lot 13, Block 9, Hilltop. Roll Call - All Ayes. A lengthy discussion was held on the Sullivan Lake proposal with Sheldon Mortenson who presented a revised plan to the Council. No official action was taken. Dan Posner was present requesting the lot subdivision for 3909 Polk on which the Council took action in March, 1969 be granted as he is selling the house and would like to close the sale before September 1. Motion by Land, seconded by King that the lot subdivision request from Mr. Posner be granted upon the posting with the City Manager of a performance bond in the amount of $500 to insure remodeling of the house and garage at 3909 Polk Street bringing it up to standards, the work to be completed by October 1, 1969. Roll Call - All Ayes. 81. A Policy and Goals Committee is being formed in the city upon the recommendation of the city planner. This committee will be composed of citizens from each precinct and a representative from each of the community service organizations and will work with the city planner on the 701 plan to give broad views of what the citizens feel is best for the city. Motion by King, seconded by Logacz that the Policy and Goals Committee is hereby set up to work with Midwest Planning and Research in conjunction with the comprehensive planning underway in the city and this committee be constituted as fOllows: Two persons from each of the ten precincts be selected at random from the voter registration files and be asked to serve on the committee; that each of the following organizations be asked to designate one individual to serve on this committee: D.F.L., G.O.P., Jaycees, Chamber of Commerce, Kiwanis, Lions, League of Women Voters, City Council, Planning and Zoning Commission, School Board, Human Rights Commission, P.T.A., V.F.W., Columbia Heights Athletic Boosters Club, and that the represenl~tive from Planning and Zoning Commission shall serve as chairman of this committee. The City Manager be authorized to provide adequate secretarial services from the city staff. Roll Call - All Ayes. This committee wi|l meet the 2nd and 4th Tuesday of each month in the Council Chambers. Motion by King, seconded by Land, that Councilman Dale Jeska be appointed representative from the City Council on the Policy and Goals Committee. Roll Call - All Ayes. The City Manager reported bids should be opened September 22, 1969 on $650,000 P.I.R. bonds in conjunction with watermain construction. He will work with the City Attorney to decide what is in the best interest of the city and a resolution will be ready for the next regular meeting. The City Attorney reported he has received payment for damages to the Silver Lake Lift Station from four out of the five boys involved. The City Engineer reported the lift station was damaged again over the weekend and that fencing will have to be installed to protect it from future vandalism. The cost of fencing would be approximately $1,000. A discussion was held on the county construction on Stinson Boulevard where new curb and gutter will be installed. Motion by Land, seconded by Jeska that the license applications as listed on the attached sheet be granted upon payment of proper fees. Roll Call - All Ayes. 82. Mayor Nawrocki reported a letter he received from Police Chief Glader in respect to the conduct in public schools ordinance. No action was taken on this ordinance in the spring as the Council wanted to get the views of the school board members, and the board seems to be in favor of such an ordinance. The City Attorney will review the ordinance and it will be placed on the agenda for the next regular Council meeting. Mayor Nawrocki also reported a letter from Chief Glader re: parking meter tags. The clerk of court's office does not want to handle these any longer and the ordinance should be changed so the Police Department could handle them. The City Attorney will report on this at the next regular meeting after he has a chance to review the situation. The City Attorney reported on a dog catcher situation. He feels the Police and Budding Inspector should issue tags and a fee schedule should be set up. Other communities who have such a schedule will be contacted and a report will be made at the next regular meeting. A letter was received from the George M. Hansen Company regarding auditing for the city. Motion by King, seconded by Jeska ~hat the City Manager be authorized to enter into a contract with the George M. Hansen Company to perform the audit for 1969. Roll Call - All Ayes. A discussion was held on the proposed sidewalk for 49th Avenue between Monroe and University. The Mayor reported approximately 1150 famil~s live in the area and a good share of them have school age children who will be walking on 49th Avenue. Councilman Land is opposed to this project as he doesn't feel the children will use the sidewalk. No action was taken at the meeting. A request was received from Quality Homes, Inc. to open 39th Avenue between McKinley and Stinson. Motion by King, seconded Land that the City Manager be authorized to advertise for a hearing for the opening of utilities on 39th Avenue between Stinson and McKinley, the hearing to be held September 22, 1969.
