The meeting was called to order at 8:02 p.m. Roll Call:
Jeska, Logacz, Nawrocki - present.
The Invocation was given by Father Namie of Immaculate Conception
Church.
Motion by Land, seconded by Logacz that the minutes of the last regular
and special Council meetings be accepted as presented in writing with
one correction, that being the July 2 special Council meeting minutes
naming Robert King, Chairman Pro Tem in Mayor Nawrocki's absence.

The Post Office has expressed an interest in the city owned property
on 40th Avenue east of Central as a possible site for construction of
a new building. Motion by King, seconded by Jeska, that the City
Manager be authorized to call for bids on this property to be opened
August 11, !969 at 8:00 p.m. Roll Call - All Ayes.
Bids on a wading pool for McKenna Park were received from the following:
R'Lee Construction Company @ $20,950.
Berglund-Johnson, .Inc. @ $27,870.
Krueger Construction Co. @ $22,500.
Motion by King, seconded by Logacz that the bids be turned over to
the City Manager for tabulation and report back later in the meeting.

Second reading of Ordinance 9707 - sale of property to Ganzer Distributors.
Offered by Logacz, .seconded by Jeska, Roll Call - All Ayes.
Second reading of Ordinance #708 - vacating the public alley south
of 42nd Avenue east of Jackson. Offered by Land, seconded by King,
Roll Call - All Ayes.
A resolution was offered by King, seconded by Land, BE IT HEREBY
RESOLVED that pursuant to statutory authority, the City Engineer
for and on behalf of the City of Columbia Heights is hereby
authorized to request and obtain from the Minnesota Department of
Highways, needed engineering and technical services during the year
of 1969; for which payment will be made by the City upon receipt of
verified claims from the Commissioner of Highways. Roll Call - All
Ayes.
A resolution was offered by Jeska, seconded by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that:
HEREAFTER, the mileage allotment for city employees using their
cars on city business be set at 10¢ per mile within the seven
county metropolitan area and 7½¢ per mile outside the metropolitan
area effective July 1, 1969. Roll Call - All Ayes.
A resolution was offered by Jeska, seconded by King, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that:
HEREAFTER, all moneys received and disbursed shall be divided 50-50
between regulars and volunteers of the Fire Department. Roll Call-
All Ayes.
A request for a special use permit was received from the Jaycees
Appliance Store at 4004 Central to place a tent at 4042 Central for
an appliance sale. This was unanimously approved by the Planning and
Zoning Commission. Motion by Land, seconded by King that the permit
be granted to Jaycees Appliance to place a 20 X 40 tent at 4042
Central Avenue to conduct a seven day appliance sale subject to the
posting of a $50 bond to insure clean-up. Roll Call - All Ayes.

Mr. Wozniak was present to appeal the denial of the Planning and Zoning
Commission for lot width waivers to build a single family home Qnda
double Bungalow on his 136.94' X 110' lot at 4614 and 4620 - 4th Street.
He proposes to divide the lot into one 70' lot and one 66.94' lot. Two
petitions were circulated in the neighborhood and several neighbors
were present in opposition to Mr. Wozniak's proposal. Motion by Land,
seconded by King, that this request be denie~. Roll Call - All Ayes.
A request was received from 1100/1102 - 39th Avenue to place a garage
10' ahead of the front line of the double bungalow. Motion by King,
seconded by Land, that this request be granted as it is the only
reasonable manner in which to locate a garage on the triangular shaded
lot. Roll Call - All Ayes. -
Motion by King, seconded by Land, that the request of Mrs. Gertrude
Lombard Erickson for a lot subdivision at 636 - 44th Avenue be tabled
until the next meeting of the Council for additional information.
Roll Call - All Ayes.
A request was received from 4726 and 4732 Stinson Boulevard for side
yard waivers to build garages. Motion by Land, seconded by King that
the side yard waivers be granted to allow attached garages up to 3'
of the property line. Roll Call - All Ayes.
Motion by King, seconded by Logacz, that the Park Department be authorized
to spend up to $1,000 for top soil for Memorial Park. Roll Call -
All Ayes.
Motion by Land, seconded by King, that the City Manager be authorized
to spend up to $475.00 for the property at 4434 Tyler and $475.00 for
the property at 4440 Tyler Street N.E. to correct the drainage problem
subject to obtaining any or all releases from liability claims. Roll
Call - All Ayes.
A check was received from Mrs. Helen Kersch in the amount of $15.00 to
be used for the construction of the 49th and Central Avenue footbridge.
The City Attorney will prepare a resolution accepting this money.
The bids on a wading pool for McKenna Park were tabulated by Mr. Co~ine
and Park Superintendent John Murzyn. Motion by King, seconded by Land,
that the bid be awarded to R'Lee Construction Co.in the amount of
$20,950, the Mayor and City Manager being authorized to enter into
the same.. Roll Call - All Ayes.
A resolution was offered by Jeska, seconded by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that the
City accept the $15.00 gift to be used for the pedestrian cross bridge
on 49th Avenue and Central Avenue N.E. Roll Call - All Ayes.

Motion by Land, seconded by King, that item ~ 8(e) on the agenda be
taken from the table as Mrs. Gertrude Lombard Erickson appeared at
the meeting to explain she only wants a lot subdivision for her
property at 636 - 44th Avenue and does not intend to build. She
stated she is being taxed for two lots and the lots may as well be
divided. Motion by King, seconded by Jeska, that the subdivision
request be granted. Roll Call - All Ayes.
Mr. Gallagher from Cargill was present to request permission to erect
a structure on city property at 37th Avenue and 5th Street N.E. The
City Engineer reported that Mr. Fay, .State Aid Engineer, was writing
a letter to the city concurring the recommendation that the Minnesota
Highway Department District Engineer and the City Engineer had made
to the State Aid Division. The City Attorney will contact the
attorney for the railroad to arrange for an agreement to render the
city harmless and this item will be placed on the agenda for the
next regular Council meeting.

The meeting was called to order at 10:00 p.m.
A request was received from Polar Bear Ice Cream to distribute ice
cream on secondary streets in the city. Motion by Logacz, seconded
by Jeska that the license be granted under certain conditions: 1.
adequate insurance is required; 2. they may not operate on arterial
streets (a map will be furnished indicating where the arterial streets
are); 3. They may not cover any area more than two times daily.
Roll Call - All Ayes.
Motion by Jeska, seconded by Logacz, to authorize necessary ~Xexpenses
for one person to attend the Appraisal school to be held at St. Thomas
College July 21 - August 2, 1969. Roll Call - All Ayes.
Motion by Logacz, seconded by Land, to allow the City Engineer to
attend a seminar on public works to be held August 1 at a cost of
approximately $20. Roll Call - All Ayes.
The City Attorney reported someone had contacted him regarding a
tatoo license.
First reading of Ordinance #709 - increasing the maximum penalty for
misdemeanors.
The City Engineer reported the H.U.D. applica~ons are being assembled.

The Engineer also reported the Stinson Boulevard land the City Attorney
will prepare an agreement to work with the City of Minneapolis,
New Brighton, the County, and the City of Columbia Heights.
Motion by Land, .seconded by Jeska that the license applications as
per list attached be granted upon payment of proper fees. .~11

Mr. Lobash was present wondering about the Council's feelings on
his boulevard grade problem and also brought up the Shoppers City
problems which had not been taken care of. The Council saw nothing
wrong with his boulevard and this is the way all the properties were
done on 44th Avenue. The Building Inspector was instructed to again
check on the paper blowing at Shoppers City and on the noise from
the tire shop, and report back at the next regular Council meeting.
